Cameroon: 'Southern Cameroons' Forms 'Restoration Govt' Ernest Sumelong 21 December 2007 -------------------------------------------------------------------------------The secessionist "Southern Cameroons" movement christened the British Southern Cameroons Liberation Front, BSCLF, has formed what it calls 'Restoration Government'. The 'government' with Professor Carlson Anyangwe as its President, was formed after a supposed international interest meeting it held in Johannesburg, South Africa, on November 25, 2007. The government comprises a Presidency, Senators, Honourable Ministers and Deputies. According to a "British Southern Cameroons" press release, the government has a Presidency with eight members, 23 Senators, 19 Ministers and 18 Deputy Ministers. The new appellation, BSCLF, it seems, comprises the various dissenting 'Southern Cameroons' factions that have hitherto existed with different leaders. Most of the people of the new outfit were formerly leaders of different factions of "Southern Cameroons". Justifying why the BSCLF formed a restoration government, Professor Anyangwe retraced the history of the "Southern Cameroons, in an article he titled: "A Trust Betrayed: The Transfer of British Southern Cameroons to a Successor Colonialist." He posited: "... the UN imposed on the people of the territory a plebiscite to achieve independence by joining either Nigeria or Cameroun Republic. The political authorities of the British Southern Cameroons and those of Cameroun Republic held a series of pre-plebiscite talks, which resulted in signed undertakings given by Cameroun Republic that if the vote went in favour of joining Cameroun Republic the joining would take the form of a two-state federal association." According to him, the United Nations, UN, and the government of "La Republique" betrayed "Southern Cameroon's" trust. "There is therefore overwhelming evidence that neither the British Government nor the United Nations acted in the best interest of the people and territory of British Southern Cameroons over whom they had assumed obligations under international law. Both betrayed the sacred trust of civilization assumed by them in respect of the people of British Southern Cameroons," the article reads in part.Meantime, the BSCLF "calls on all citizens of British Southern Cameroons, the International Community, AU, and UN to recognize and support this British Southern Cameroons Restoration Government unconditionally." The separatist movement claims it is defending its right to self-determination in accordance with UN Article 76 B & UN Article102 par. 1 & 2., UN RES 224-111 of 18 November 1948, UN RES 1514 of DEC. 1960, AU Constitutive Act 4(b), Article 20 of African Charter of Human and Peoples Rights, and in conformity with International law and protocols. After the 'Johannesburg Interest Meeting', and basing their claims on treaties and UN Charters, the BSCLF resolved to "act in defense of our territorial boundary to the East with La Republique du Cameroun (French Cameroun), and to restore the

Unconditional Independence and Sovereignty of our territory as British Southern Cameroons." The "Reformation Government" comes at a time when factions of the movement have exploited every means to state their claims, but their case has been given little attention. The Biya administration has refused to recognize the existence of the "Southern Cameroons" insisting that Cameroon is one and indivisible. As a sequel, the regime termed the movement and its activities as illegal. Over the years, "Southern Cameroons'" activists have continued to suffer various kinds of persecutions, with many incarcerated, while others have died in jail.
