The changes brought in by economic liberalization and entry of private players in the Insurance field have brought pressures along with them. Hence, we felt that the timing was just right to introduce our system. Now that the computer charges have come down drastically, the costs can be managed with subscription and advertisements. So we are able to offer compilation service FREE OF CHARGE to Insurance Companies. By offering data for compilation the Insurance Companies INCREASE THE CHANCES OF RECOVERING THE VEHICLES BEFORE THE POLICE COULD DECLARE THE VEHICLE UNTRACEABLE. No charges no strings attached. Simply put, the purpose of this exercise is to help police in tracing stolen vehicles. For Insurance Companies it is – “IMPROVE THE CHANCES OF PREVENTING LOSS instead of searching for a cure at a later date AT NO EXTRA EXPENSE”

TRUST - that is something that takes years to build but demolished in a split second. Our decision to distribute copies of our publication free of cost one each to District Head Quarters of Police and all Regional Offices of Insurance Companies seems to have raised doubts about the very motive behind this venture. In the last section of this issue, we have given facsimiles of our first attempt in 1992/3 and the response received from the Police officials across the country. At that time we had fixed charges for the entries received from the Insurance companies and there was heavy resistance on the pretext - “No Cure - No Pay”. This means unless the results are shown no payment could be made. To get proper results the database must be comprehensive. Without a proper data base there was no use of continuing the exercise at that time. Due to high cost of computer time it was not a viable proposition. However good the system may be, it needs to be built up step-by-step and nurtured along the way till it is established and become a way of practice.

A vernacular News Daily Kaalai Kathir, in their issue-dated 4.11.2002, released a News Item pertaining to the attempted fraud on Insurance companies. Before the matter came to a head and the higher ups were forced to take corrective action, how much would have been lost by the Insurance companies due to fraudu1

While releasing the pilot issue in March 2002 itself we had thought about this and taken steps to devise a Ready Reckoner for the use of the police in investigating crimes, related to Banks and financial institutions.

We are offering a system through which the Insurance companies can build a rapport with the Police at GRASS ROOT LEVELS to lay the foundation for mutual respect and effective action, which is the only way open to the Insurance companies to combat this menace. Help the POLICE. It is as good as helping Insurance Companies.

We are working on that subject. Tracing defaulters, tracing vanishing machineries worth crores of rupees can be accomplished at lesser cost & time with this system. The reason is simple. This publication goes to all District Headquarters of Police department all over India. It is a focused audience. Through this route we can save time all round!

Not only that. It is well within Insurance Companies’ own powers to control TP claims. It is a chaotic situation all right. But we can bring forth ORDER IN to this CHAOS. The only thing required is the collective WILL, of all the Insurance Companies, to take the first step. We are offering a system to the Insurers to use and find out themselves the benefits.

HOW TO USE THIS READY RECKENOR (Police department) This Ready Reckenor is designed to help the Police Personnel engaged in routine checks at — Highways Check posts Busy junctions in a town/city Air Port Parking Lot Railway Station Parking Lots Cinema Halls Parking Lots Automobile Garages And places where search is made on Court Orders The Lists given in the following pages are in ascending order and vehicle (make/model) wise. To locate a Chassis number, look under the appropriate vehicle make/model classification. For Example if you are checking a HEROHONDA Splendor, look under the heading – HeroHonda-Splendor. The Chassis number is listed separately and the engine number is listed separately as they are separate units and can be inter-changed. Check the vehicle RC with the number on the vehicle Compare the chassis/engine number with the List If matching number not found clear the vehicle. If a matching number is found note the corresponding AR Number. Go to the next section of Ready reckenor where the details of Insurance Company, Police station, and FIR Number are given against the reference AR Number. Facsimile of Letter received from D.S.P. HOW TO USE THIS READY RECKONER (Insurance Companies) In spite of the sincere efforts of the Police Personnel, it is getting more and more difficult to weed out stolen vehicles that get regularized through devious means (forged RC book, forged NOCs, and then re-registered through regular legal RTOs). These vehicles ply on road and get their insurance cover without any problem. Till to date there is no way for an Insurer to verify this clever manipulation. NOW IT IS EASY TO WEED OUT SUCH VEHICLES

READY RECKONER SECTION I

PROCEDURE: Whenever a vehicle come for renewal of Policy, obtain a copy of RC attested by the insured him/her self for records. Check the Engine and Chassis Number with the list given in the Ready Reckoner. If a match is found note the AR number against it. Go to the next section of Ready Reckoner and check the AR Number. Note the Details of Insurers/Police FIR etc. and take appropriate action If such vehicles are already under claim – the Insurers have the option of stopping the payment – and then take necessary action. This is not only loss prevention but also – by initiating action with the help of the Police – recover some value in the process. When this Ready Reckoner is updated regularly, it will help in reducing overall costs for the Police and help them to recover more number of stolen vehicles, thereby help the Loss Minimization efforts of the Insurance Company This system can be extended to costly equipments like Laptops. Insurers may send in suggestions for improving this system. Ultimately it is for them only!! 6

INTERESTING CASE HISTORY: 2 Burglary claim concerning loss of bare copper wires and PVC coated wires from a wire manufacturing company: A PVC-coated cable-manufacturing unit preferred a claim on the Insurers for the loss of copper raw materials used for manufacturing PVC coated cables of various configuration. A Surveyor was duly appointed. On his recommendations the Insurers proceeded to process the claim. At the time of finalizing the claim papers, the claims processing officer felt that, since it is a burglary claim, an independent investigator’s report is in order. The case was referred to an independent investigator. Salient features of the claim are given below: 1. Reported date of occurrence as per the claim form – 11.6.1991 midnight 2. Reported value of loss as per the FIR Rs. 35,000/3. Date of reporting to the Police as recorded in the FIR – 17.6.1991 @ 19.30 hours 4. In the complaint lodged with the Police there is no mention about the date of occurrence! 5. The Final Surveyor of the Insurance Company assessed the Loss as Rs 51,600/- and the fixed the liability of the Insurers at Rs 41,200/-. 50

On going through the papers, it was found that the entire survey report dealt with stocks and cost values and the assessment was made on the basis of financial audit. The factory was producing PVC coated copper cables in various configurations. On verification of the books of the company it was found that the issue of raw materials in the form of copper wires of various gauges by weight whereas the production and finished goods are accounted by their lengths. Stock/production and sales control is done purely through financial statements and there was no records showing issues, production and dispatches in the same unit. The reason being that the copper wire is coated with PVC and hence could not be accounted for by weight. The Investigator took stock of all materials and found some anomaly in the stocks affected in the reported burglary. The Investigator obtained a copy of the stock registers pertaining to the previous year. The production, dispatch and sales figures were brought under one unit that is into kilograms. Tables by cable manufacturers show the weight of copper in each kM of cable of various configurations. Through this the copper used in each category of cable was obtained and issues, production and dispatches were correlated. Finally it was found that there was an inventory loss on closing of previous years production figures, which were cleverly camouflaged in financial accounting and passed on. When an opportunity

ALLABOUT INVESTIGATIONS - 3 Work Assignment - what to ask for – Marine (Cargo) Transit

Marine Transit Claims are normally arises out of Pilferage, Road Traffic Accident, Natural Calamities like fire, flood, Storms and sometimes sinking of ships in the oceans etc. In this type of claims the investigator must be thorough in the working of trades, the rules and regulations governing the trades and keep abreast of news items that come out of the Press.

To ascertain further the investigator took another route and dug up proof that the entire claim was fabricated. The factory truss is situated at about 8 metres from the floor and the Asbestos Corrugated Cement sheet, which was removed from the roof, is the second sheet making it another one meter. Thus bare copper bundles of 35 kg has to be moved from the stores in the corner of the shed to the center crossing many machineries and other obstacles. Lifting to that height require another couple of men on the top. All other evidences pointed that there was no other suspicious activity in the neighbourhood except some rowdy element came brandishing a knife threatening watchmen of neighbouring factories including the Insured factory. There was no other incident of any vehicle parking near the Insured factory to carry the reported 14 bundles of copper and cables. Thus the Insured’s bluff was called and the claim was repudiated.

While collecting the documents for investigation, the Investigator gets the copy of the FIRST intimation from the Insured. The documents normally required for a Marine Transit investigation are: 1. Copy of Insurance Policy with all the conditions 2. The Bill of Lading 3. The Invoice 4. The Packing List 5. Deliver challan if any 6. Bill of entry 7. Way bill copies (make sure they are clear & Unambiguous) 8. Trip sheet copies

In presenting the report seven pages of calculations, two pages of comparisons and one full page of conclusion formed part of the nineteen-page report.

In the previous two issues we have seen about collecting relevant documents from Insurers and a little bit of preparatory work. In any investigation a thorough homework will go a long way in achieving the purpose of Investigation and preparing a clear and unambiguous report. The Investigator should never take anything for granted or assume things. He/she should try and get the facts as revealed by witnesses. Wherever possible try to get a written statement from the witness concerned. Now we go to the normal procedure to be adopted in a vehicle theft claim. Investigating Vehicles Theft Claims Documentation: In our January 2003 Issue we had given the documents normally required to undertake a Motor OD Claim. The vehicle theft claim requires more or less the same documents. Check whether you have got the FIR, Claim form duly filled up, Copy of RC, and Copy of Policy. CHECK LIST Before starting the investigation work it would be prudent to study the documents thoroughly and make notes. 1. The First Information Report (FIR): Sl. # 1 2 3 4

There is no hard and fast rule regarding the sequence of investigation. The Investigator should decide based on the details gathered from the documents. When there is a discrepancy in the documentation, it would be a good idea to scout the area where the Insured is staying and make discreet enquiries about the Insured. Verification at the Police station, where the FIR was filed, is important. The Police authorities sometimes sense foul play but could not get any positive clue. Close coordination with the Police sometimes gives better results. If the claim is genuine there won’t be much to check and counter check. From our own personal experiences we would suggest that Investigators should be beware of perfectly matching documentation. Fraudulent claims are well covered with airtight documentation. In such cases even minor details in the RC book would come in handy. In one case, the bills of purchase were verified with the suppliers and found to be true. All documentation was foolproof. But something told us that something fishy about the whole affair. We went through the documents once again. Suddenly we found that the FC of the vehicle was obtained on the same date on which the Windscreen glass was bought. The vehicle was undergoing repairs in one place and the FC was taken in another place. So to make use of a temporary permit, the number plate was fixed on another lorry and sent across AP/TN border to transport rice. The date of inspection & signing the FC was the clue on which the claim was repudiated.

Importance of PIN

The Postal Index Number (PIN) is unique each one for a specific geographical area. Thus for analytical purposes it becomes one of the important links/input. Coupled with Code of the Police station it is unique for each Police Station. Any one area covered by one PIN will have a maximum of ten according to the density of population. Thus a code coined with the PIN narrow down the area further and help create more accurate statistical models. In most of claim forms/FIRs sent by Insurers for compilation this bit of information is missing. In the event of a vehicle being traced the Police station which filed the original FIR can be contacted directly and passing on the information for necessary action. Similarly the addresses of the Insured and spot of occurrence are given without PIN code.
