Client Bill of Rights
The South Carolina Department of Health and Environmental Control (DHEC) is a state agency whose mission is to promote and protect the health of the public and the environment. As a DHEC client, you have the right: 1. To receive any DHEC service without regard to race, birthplace, culture, color, creed, sex, age, sexual orientation or disability. 2. To be treated with respect and kindness at all times. 3. To have any service you receive explained to you and to be told about the services we can provide and who will provide them. 4. To receive information that you can understand. 5. To have speech and/or language assistance at no charge to you, when needed. 6. To help plan the service you receive and to accept, refuse or stop the service unless there is a law that requires the service, such as treatment to stop the spread of disease. 7. To receive the best service available within DHEC or planned with other agencies and continued as needed. 8. To be referred to providers of service outside of DHEC, if you so choose. 9. To make comments or complaints about any service you received without fear of discrimination. 10. To request to see your records and to discuss any service you receive with a DHEC staff member. 11. To have your service and records kept private. All information given by you will only be given to those who assist in your services (except as required by law), or with your written consent. 12. To be made aware of what facts we are required by law to report or to be made public. 13. To be told about the cost of any service you receive and the ways to pay for the service. 14. To know that, as required by law, DHEC staff are covered by liability insurance while on duty.
