Media Relations is coordinating the East Coast press tour for Commission President Jim Hankla and Executive Director Richard Steinke August 19 and 20, accompanied by Board Executive Officer Alex Cherin and Communications Director Heather Morris. The purpose of the trip is to outreach to major media outlets and reinforce the Port of Long Beach as a global economic and environmental leader. The Division continues to lead the communications outreach efforts regarding the Clean Trucks Program. The Division is coordinating the “Clean Trucks Center Week” August 18-23, including an August 22 media event. Communications is assisting with outreach for the Beneficial Cargo Owner audience, including coordinating printed materials, event logistics and speeches for the September 3 workshop.

Maintenance 1.
On August 14, 2008 eleven Maintenance Division employees completed crane training for hydraulic boom trucks at the Maintenance Yard facility. The training began in March of 2008 and was facilitated by Rick Ussery and Richard Contla of the Maintenance Division. On August 14, 2008 Crane and Lift Equipment and Associates Inc. administered the written examinations and the practical test. The written examinations were held on the 5th floor of the Administration building and the practical exam was administered in the Maintenance Yard facility. Results from the August 14th examination will be received in approximately 2-3 weeks.

During the week of August 11, 2008 Maintenance employee’s relocated approximately 30 pieces of K-rail, installed new water service, inspected the holding tank connections installed by the trailer supplier Mod Space, and moved furniture from one existing trailer to the newly installed trailer located at the Pier S Clean Trucks Lot. This work was performed at the request of Greg Alexander of Essentia and John Chun of Engineering.

On August 16, 2008 Maintenance workers installed new water service and a sewer connection for the Clean Trucks Lot restroom trailer (located at Anaheim and Santa Fe). Maintenance has been asked to clear debris from the lot, remove weeds, install fencing on the East side of the lot and perform electrical work in preparation of the five trailer installations. Administration requested these various tasks, and Maintenance staff anticipates having the requested work completed by August 22nd.
Security 1.
On August 12, 2008; Security hosted a contingent of FBI and other local intelligence agencies and provided a briefing on the Security System Model, emphasizing the need for domain awareness through better intelligence activities and sharing. The team was complimentary of the model being installed, especially the system and regional integration which ties all the stakeholders together. The new FBI representative assigned to the port complex has promised to provide regular unclassified and classified briefings to POLB regarding any meaningful intelligence information

On August 13, 2008, while on routine patrol, Harbor Patrol Officer Miller .R was flagged down by ITS terminal security. Terminal security reported a "Man with a gun" inside the terminal. Officer Miller confronted the subject and held him at gun point until other Harbor Patrol Officers could respond; LBPD Ocean Units were called to respond as well. A search of the suspect and his tractor, revealed no weapons. Harbor Patrol Officers conducted a thorough investigation and determined that the complaint came as a result of a dispute between two truck drivers.

On August 14, 2008, Cosmo along with Samara briefed Congresswoman Sanchez on the POLB security model and opportunities for improvements on federal policies and programs. Congress woman Sanchez was thanked for her recent support in the House Subcommittee on Homeland Security Roundtable which led to positive changes in grant guidelines and was briefed on future attempt to modify and improve other federal policy associated with Homeland Security and her help was requested in that effort. She thanked POLB for its leadership in these issued and promised to assist to the best of her capabilities.

On August 18, 2008 US Coast Guard Auxiliary provided Boat Crew organization training and Homeland Security detection of suspicious activity to Security’s Harbor Patrol Officers.

The UASI Approval Authority has approved the project list nominated for grant funding. Two POLB projects totaling $1M are included in the funded list. The first project is Protection for underground critical infrastructure. The second project is Camera systems for the Gerald Desmond Bridge for the protection and incident mitigation. There is no matching requirement for UASI grants. POLB Security considers it a great achievement since it represents 16% of the possible funds that it could compete for under this year’s investment justifications.
Trade Relations 1.
On Tuesday August 12, Trade Relations (Uriu and Wu) provided a harbor tour for a group from Toyota Motor Sales’ marketing team. Toyota Motor Sales (TMS) approached Trade Relations to provide a harbor tour as a part of its training program for the marketing staff based in Torrance. Trade Relations gave a general overview of port operations and a more detailed review of Pier B automobile facility tailored specifically for TMS group.

Volumes at major U.S. ports are down with a few exceptions. Two San Pedro Bay ports experienced larger losses in term of percentage point due to the large volume relative to other ports. The Port of Long Beach volume continues to lag due to economic conditions. Based on the latest TEU report (FY2008, October 2007 - July 2008 year-to-date), container volume decreases at three container terminals stood out amongst others.
