Background of the Study Luntian Multi-Purpose Cooperative is located along the Maharlika Highway at Brgy. Lalig Tiaong, Quezon. The cooperative’s business activities include feed milling, hog fattening, meat shop, production loan granting, micro-finance, and deposit saving mobilization but majority of the cooperative’s business activities are feed milling and hog fattening. The study will be conducted in the feed mill which has day shift (7:00-4:00) and night shift (4:00-12:00) with 37 and 33 workers, respectively. There are currently 4 machines which are operated each with one worker In today’s competitive world, many organizations are adopting advance technology in terms of machineries and equipment making the work environment prone to occurrence of risks that could affect the workers. These risks are where the question of safety arises. Vassie and Lucas (2001) investigated health and safety management in the manufacturing sectors and the results indicated that empowered workers who played active health and safety role could result in health and safety performance improvements although the empowerment was limited. Although the participation of the employees are crucial in terms of safety and health program, it is in fact the top management’s responsibility and accountability to provide its workers the safety and health program as per requirement by the Occupational Safety and Health Administration.
