Over the course of past 4 years, attendance has increased. When co-

sponsored, has increased even more. About 200 people have been served by this money. In 2005, 50 people attended speaker. In 2006, 65 people to 200 people in 2007. 2. Con speech – SAFC member a. Pro speech – Pat a. 140 unique people (215 overall total) were served benefited from co-sponsorship. Huge increase from 65 two years. When groups agree to co-sponsor, they agree to split work evenly irrespective of amount each group puts in. Our intent is in no way to penalize Rainbow, but understand everyone is expected to contribute equally. 5. Motion to Previous question a. Question: Julia: what is the amount? i. Samir: $145 b. Current amount reflects 32% decrease from two years ago. This is punishing us for financial misconduct two years ago and not based on our programming. Requesting $9000, which is a 10% increase to help with programming. College Dems have proven to b. Nate: question c. Jordan: continue to put on 2 events per year d. What is financial conduct? e. Jordan: our president did not fill out a form to split an event into two f. Malavika: 1. moving a venue w/o petition 2. splitting an honorarium without informing SAFC in fall of last year 3. con speech – SAFC member a. Lowered honorarium to $35,000 because: most groups receive 5-10% increase or decrease and

College Dems has already a 20% increase. They are asking us to double-count the two events that were split up. Just an issue of being financially responsible. They came to us w/ a $10,000 lowest tier for one event so we lowered the amount for the other. 4. Pro speech - Adam Vohra: Speaker last year cost less than expected. We got lucky. We are trying to move to $70,000 we had two years. We want to prove to SAFC that we have good programming, but to do that, we need this increase for fall event b/c right now we have 5-10% decrease for fall event. a. Question: Julia: If they had come to board, would they… b. Malavika: that was in fall 2008 c. Adam: that was a mistake, but we should continue to be penalized for that d. Malavika: they are getting an increase from last year and were rewarded 5. Con speech – Justin from SAFC a. We already awarded them a 12.5% from last funding cycle. We do not award funding based on funding more that one year ago. The increase they are asking for would be fiscally irresponsible and I have never seen that kind of increase during my time on the committee. b. Malavika: percent increases does vary group by group, but when you are looking at groups that get more than $10,000, increases are capped. c. Mike: given criteria that you consider each group irrespective of other groups, why are you comparing their increase to other increases d. Malavika: you have to consider the amount of money and go group by group and so we are judging a responsible increase in honorarium e. Nate: Motion to extend by 1 minute i. Motion passes unanimously f. Nate: what is approximate percentage change from 2 years ago? g. Malavika: they got 70,000 that year h. College Dems: 32% decrease i. Will Upton: takes a group a while to work out of financial misconduct so would this be pretty dramatic?

j. Malavika: the increase they are asking for would be unheard of even though we are rewarding them for programming 6. pro speech – Jordan a. We are not expecting to get back to 70,000 in 1 or 2 years, but we should not be punished for one person’s mistake. To get back to level of programming and to attract most students possible, we need more funds to get the caliber of speaker needed to get enough students. We are receiving a decrease from our fall honorarium from last year. 7. con speech – Will Upton a. SAFB is making a very important point. When you are giving a financial misconduct, it’s part of punishment not to bounce back so quickly. It’s not a good argument to request enough funding to improve programming. When I started in College Republicans, we had a FM and we are still recovering. I implore you to respect SAFB’s decision here. 8. Vote: nays have it a. Important to note that the amount we receive influences the quality of speaker we can get and attendance. OSB is more than capable of having good attendance. We had an overwhelming number of applications this year. Next year, ASB must face restrictions from MotorPool next year so we have to fly. a. Pam: how much would it cost to rent through Enterprise? b. Mariel: we can’t b/c we get insurance through MotorPool and the university c. Question: what would be the result of not receiving this money? d. Mariel: would have to get funds from individual students e. Julia: yes, for Norris east lawn; we didn’t need them in the past b/c of lower attendance, but there will be more people and more trash. c. Pam: will you be using these again? d. Authorship speech: Max: NCDC member: Happens every year…SAFC hasn’t given us money for candy. I don’t know why… I guess SAFC hates children. World will end if you don’t fund us for candy. Helps relieve overpopulation of world with obesity. If kids don’t get candy, what will kids do after school?

But we ran out this year because we had such an increase in funds. 4. Con Speech: By giving children, we are putting their health in danger. NCDC’s mission statement doesn’t say anything about making kids fast. Is it really appropriate for us to be stimulating their sexual desires? Should they really be whipping out their tootsie rolls… We are waging war on those who want to giving out seemingly benevolent candy. In the sprit of America…freedom. We hate candy. Do you or are you a communist? 5. Motion to previous question 6. Question: why didn’t they get this money? 7. Malavika: we don’t fund any noncontractual food 8. Previous question a. Vote: Motion passes: $1200 to NCDC 9. Motion to add $400 to transportation to Project Pumpkin 10. Authorship Speech: we would like to add money for more buses b/c we ran out of buses last year and kids came late. We had 23 buses last year and so we are asking to fund 24 buses. a. Julia: where are they busing to and from? b. Kids from around the area from after school programs to Northwestern c. Vote: Motion passes: $400 to NCDC 11. Motion to add $250 to fall undergrad lecture serious honorarium for NCDC 12. Authorship speech: raises awareness about important social issues and a great way to advertise volunteer opportunities. We had a huge increase in turn out so we can continue to diversify our programs. a. Vote: Motion passes: $250 to NCDC 13. Motion to add $300 to ArtsFest to program printing 14. Authorship speech: Shar: asking for $300, which is what we received last year. This year SAFC did not fund any money for programs. Programs are an integral part to our program. Helps develop relationships between community and campus – get to know the people behind the art. a. Jilian: runs alongside Communiversity Day…have you talked about including ArtsFest in those programs? b. Yes, we had an insert, but it wasn’t enough, we really are our own program

15. Con speech: Maggie: to be consistent, we didn’t fund programs for any other student groups 16. Pro speech: We really do use the biographies as a way to get to know the people doing the artwork…as important as watchin the art. Place higher emphasis on programs than other student groups. 17. Con speech: Najim: To reiterate, no other group got programs and this should be no different. If you want to use them to advertise, use publicity line item. 18. Vote: Motion fails xxii. FMO 1. Motion to add $550 to Blackboard section of printing 2. Authorship speech: Marian Johnson from FMO: Blackboard magazine serves as an outlet for students…we only received funding for Winter and requested for Fall, Winter, Spring. a. Pam: why weren’t you funded for Spring or Fall? b. Marian: we hadn’t put out the magazine yet and we have to ask for funding one year in advance c. Vote: Motion passes unanimously: $550 to Blackboard section of printing to FMO 3. Motion to add $700 to Sound and Sight section to spring event 4. Authorship speech: Marian Johnson: spring event every year and this year we did not receive funding this year because I was unaware that you had to tier. Stemmed from misunderstanding between me and our AE. Pivotal to pay for sound and sight at a concert. a. How much did you receive last year? b. Same amount. 5. Con speech – Jeff Cao: we didn’t fund $2000 because it was too much of an increase, but please approve $700. 6. Motion to previous question a. No objection 7. Authorship speech: we connected with admissions office to align concert w/ prospective student weekend. We ask for increase b/c we have been responsible with money we have received and we have fundraised and b/c we spent money wisely to have some left over. The more money we have, the better artist we can provide for students. We have unique constituency. a. Attendance? b. Close to 300 students, not including FMO board members, which was about 24.

10. Con speech: Malavika: FMO had a great concert, but attendance numbers. Last year, same honorarium, 300 students. This year, 300 students including prospective students so SAF was funding… a. Do you have numbers of last year b/c I don’t recall it being 300 last year? b. Malavika and Jeff: going from your petition, it was 300 including helpers c. Question: more money, better performer? d. Malavika: yes, any group can make that argument… the increases have to be responsible 11. Pro speech: Nissi: asking for increase came from requests we ran into this year with Solange: accommodating equipment and band and back-up dancers 12. Con speech: Jeff Cao: this money is to add to honorarium, not production costs, which is what previous speaker spoke about. 16% increase for event that arguably had the same attendance is not responsible a. Vote: Motion fails 13. Motion to add $1100 to spring honorarium 14. Authorship speech: Marian: we think 1100 is more reasonable amount of money. We do feel we deserve an increase b/c of quality of programming and we want to continue to increase our caliber as every other group does. 15. Con speech: Malavika: they had fewer people, which does not merit an increase. Be consistent and equitable in the way you distribute funds. 16. Pro speech: simply not true that we had a decrease in attendance even though our petition said we had 300 last year. I think it was around 230 or 240. Our programming merits an increase. In order to put on great events such as the Solange concert where we ran into such problems, we need more money to help with inflation. The fact that we worked with other groups and shifted funds around all merit increase. Also note that the black population at Northwestern is too low for us to sell out with 1000 attendance. 17. Con speech: Najim: they falsified their petition. a. Question: Aren’t 300 and 300 the same number? b. 300 and 296 including prospees c. Question: Isn’t it the responsibility of AE to go to event and take headcount? d. Yes, we take headcount, but you turn in the ticket sales e. Wilson: .4 deflation

f. Sheena: have numbers brought to senate influenced an increase in funding? g. Malavika: could have before my time h. Question: is there anything outside of numbers that you deem meritorious of increase? i. Malavika: issues with advertising, contracts, and planning 18. Pro speech: senate needs to stop punishing groups for mistakes made and to reward events and programming that fill Cahn and other venues. When we have the resources, our planning goes will. Innovative way to increase black enrollment. We haven’t had an advisor. With mounting challenges, we deserve a chance to get back to where we’ve been in the past. a. Question: what’s the amount? b. $1100 to spring honorarium 19. Con speech: Jeff Cao: SAFB does not fund on cause. FMO has put on good events and have been rewarded. Spring honorarium got 16-17%. Some charges made toward SAFB were not true. a. Nissi: for College Dems, how many people came to major event? b. A little 400 c. Nissi: and what was the amount that they got? d. Malavika: $48,000 e. Jeff: if you try to use that for any event, we should fund A&O at all. f. Nissi: just a point of clarification g. Vote: Division i. 4 in favor, 26 opposed, 8 abstain ii. Authorship speech: We were very financially responsible asking for cuts of $12,000 in consolidating. We received a 14% increase and increased attendance. This $6500 would be a similar 14% increase to reflect increase in attendance. a. Beau: why two blow outs? b. For different venues. 3. Con speech: large numbers with A&O. Prior to 2007, usually 5-7% increase, but in 07-08, more. Multi-faceted decision. We awarded them an increase already. And 14.35% increase would be a huge increase.

a. Which line item? b. A&O blow out honorarium: 85,000 currently 4. Pro speech: last year SAFB we got 14.5% increase last year and we would like the same this year since blow out was even better 5. Con speech: Mike: have utmost respect for what our student groups do. Since we have limited pool, we divide up what we have. If we add more to A&O’s already large amount, wholly unjustified. A&O receives what the bottom 29 student groups receive combined. If A&O continues to receive these increases, they will absorb the whole pool by 2017. They already have an increase. So keep A&O at current increase. a. Syd: Mike, question b. Mike: not taking question c. Syd: how much money from our revenue rolls back to SAFB? d. Malavika: 75% from ticket prices goes back to funding pool e. I would like to know answer to that question f. Malavika: $19,087 is revenue from 2008 for the entire year, which does not include fall event 6. Pro speech: I agree with SAFB, but I don’t think we should be punished for doing great shows that merit increases. From one show we generate 30,000, which is more than funding pool. Beneficial to SAFB b/c so much rolls back. a. Beau: what will this increase do to ticket prices? b. Will stay around same price. 7. Con speech: Emma Kerr: A&O holds phenomenal events. 9% increase, then 8% increase, then 14% increase mainly due to SAF grew so much, which is not happening this year. But they still deserve a certain increase. a. Question: what will happen to remaining money if not used up? b. Malavika: will go back to supplementary funding so all st c. Fall speaker attracted a 350 person increase from past years. Most successful to date. We’re hoping 1500 increase will allow us to put on an even greater event. 3. Con speech: SAFB did not recommend b/c of bad tiers. 30% was not merited, but 15% is merited and $1500 should be approved. 4. Motion to previous question a. No objections 5. Con speech: We gave recommendations based on inappropriate tiers, but have since worked with them on this tier. 4. Motion to previous question a. No objections 5. Motion to add $1730 to spring tributes 2. Authorship speech: Danielle: Tribute events take place annually. Guys tribute to girls, girls to guys. Serve as capstone to NU experience. We were not funded this year, for reasons we don’t know. We just asked that this be funded so we can have successful event next year. 3. Con speech: we recognize that AATE has had successful programming for tributes in past b/c tributes had not taken place by spring funding and we wanted to evaluate how they put on the event and then apply in supplementary funding. a. Malavika: event has happened and we do know how it runs now 4. Motion to previous question a. No objection 5. Vote: motion passes unanimously: $1730 to AATE xxxviii. College Dems revisited 1. Motion to add $2500 to return to amount we had last year. Defer to Malavika: fall event is important to College Dems and this amount would allow them to continue to put on 2. No con speech 3. Authorship speech: Matt Bellassai: didn’t author this bill, but I’m going to introduce it. Point of the bill is to hold General Assembly every quarter – first Sunday afternoon of every quarter. And in spring, will occur 2 weeks after new prez takes office. It’s

mandatory for every member of ASG. No more than 1 hour. But the whole purpose is to set priorities as a group, following success of ASG retreat earlier this year. Next week, we’ll have someone who’s a little more knowledgeable speak on it. 1. Will Upton: did we not pass this? 2. Matt: it’s possible that we may have passed something like this…state of the government address that calls for everyone to come together. That would be looking toward the past as the president reflects and general assembly would look forward. Would happen at the same time, but we will clarify it in the coming week. 3. Samir: old business next week ii. Beau: what’s the shuttle bill? iii. Samir: what I sent out was a shuttle proposal iv. Matt: we put together a proposal and talked with Brian Peters, who are really open to our proposal as long as we use existing resources. v. Beau: is there a north/south shuttle going down Sheridan? vi. Matt: no shuttle that just goes up and down Sheridan, but there will be a Campus Loop. We’re putting together a survey tonight to figure out when we can run that. We have 6 hours to run it. We need you all to get people take this survey so we can prove that we have support for our ideas. vii. Samir: talk to people and encourage people to take the survey; will take effect this fall c. Dorm Senator Election Guidelines i. Grace: we made some changes: candidates should follow guidelines of their dorms. We highly encourage you to run for dorm senator election. ii. Miranda: how are you going to make sure that speeches and open forums happen? iii. Grace: we are going to mandate that election commission meets with RHA/RCB and encourage senator participation in recruiting iv.
