Republic of the Philippines PROVINCE OF QUIRINO Municipality of Nagtipunan -o0oBARANGAY ASACLAT RESOLUTION NO. ___ Series of 2019 EXPRESSING FULL SUPPORT AND CONFIRMING THE NON – INVOLVEMENT OF MR. PETER BUN – OL UMLAN ON ILLEGAL DRUG TRADE CONTRARY TO CHARGES FILED BY OPERATIVES OF THE MADDELA POLICE STATION, MADDELA, QUIRINO AND DEMANDING FOR A FAIR INVESTIGATION HERETO. WHEREAS, Barangay Asaclat is a certified drug – free barangay with a certification issued by the Philippine National Police, Provincial Head Quarter, Aglipay, Quirino last March 8, 2019 during the Synchronized Barangay Assembly Meeting; WHEREAS, March 10, 2019, operatives of the Philippine National Police, Maddela Police Station, Maddela, Quirino arrested Mr. Peter B. Umlan, single, 35 years old from this barangay for allegedly selling methamphetamine hydrochloride known as shabu at a videoke bar at Poblacion Norte, Maddela, Quirino; WHEREAS, as a collegial body, we condemn in strongest terms the illegal arrest of Mr. Umlan for the following reasons; 1. As per barangay records, Mr. Umlan is of good standing in the community and has never been indulged in any misdemeanor or criminal activity specially on illegal drugs, 2. Subject person is illiterate (no read no write) individual, and 3. Barangay Asaclat is located in a highly mountainous area which is inaccessible for possible suppliers of illegal drugs. WHEREAS, the arrest is the first ever arrest made against our constituents for years which confirms our impression that the shabu taken from him at the time of his arrest was planted by police operatives; WHEREAS, it is the police operatives who owns the sachet of shabu using it against innocent civilians and that they should be the one to be subjected to the Tokhang Reloaded for destroying the reputable police image established by the present police leadership and the national government as well. NOW THEREFORE, on motion duly seconded and concurred by the body, it was; RESOLVED as it is HEREBY RESOLVED to expressing full support and confirming the non – involvement of Mr. Peter Bun – ol Umlan on illegal drug trade contrary to charges filed by operatives of the Maddela Police Station, Maddela, Quirino and demanding for a fair investigation hereto. RESOLVED FINALLY to furnished copies of this resolution to the Office of the Director, Regional Internal Affairs Services and other appropriate authority for their information and appropriate action. ADOPTED this 15th day of March 2019 at Barangay Asaclat, Nagtipunan, Quirino. I HEREBY CERTIFY to the correctness of the above - stated resolution.
