SOURCE: http://www.ivthub.blogspot.com Posted by Madchips at 10:31 AM | Permalink | Comments (0) Wednesday, October 22, 2008 Sending nurses abroad leads to decline of RP health sector – group MANILA, Philippines - A militant group has said that the continuous sending of Filipino nurses abroad is causing the quality of the Philippine’s health sector to decline. “The bulk of our nurses go abroad, ang naiiwan sa atin yung bagong graduates, ‘yung quality tuloy ng health care bumabagsak (The bulk of our nurses go abroad, the ones left are the new graduates, thus the quality of our health care declines)," said Dr. Carol Araullo, chairperson of Bagong Alyansang Makabayan (Bayan). She said this “short-sighted labor export policy" has caused our hospitals to lose experienced medical consultants and doctors who have converted to nursing. “This is literally brain drain," she told GMANews.TV in a recent interview. Moreover, she said that these “converted" nurses do not get to practice their skill at the level they really are at. She said that the number of students taking up medicine also have declined, thinking that nursing is the only way to go abroad. Data from the National Statistical Coordination Board (NSCB) indicated that enrolment for medical and allied courses in the Philippines grew from 164,000 in 2002 to 219,498 in 2003. “Even that potential will be affected by this recession," said Araullo. She said the current global financial crisis is somehow a good thing if it could make some overseas Filipino workers (OFW) come home. However, she said that returning health care specialists do not always find it easy to return and work in the country after working overseas. “A lot of doctors who come back take three to five years to reintegrate," she said. Araullo, however, did not say what should be done with more than 400,000 licensed nurses who are said to have remained jobless in the country since the United States and United Kingdom froze their hiring of foreign nurses in 2006. Meanwhile, the Philippine government is still bent on sending nurses abroad as part of a strategy to cushion the impact of the global financial crisis. The Department of Labor and Employment (DOLE) has said that Australia, New Zealand, Norway, and France would need the services of Filipinos – particularly nurses, information technology workers, truck drivers, hotel personnel, and heavy equipment operators in the near future. The Ministry of Health (MOH) of the Kingdom of Saudi Arabia (KSA) also aims to hire 10,000 more nurses to meet their urgent need for medical staff. Aware of the need to hire foreign nurses, the Philippine Foreign Minister, Alberto Romulo is eyeing Czech Republic as another work destination for Filipino nurses. Romulo said that he hope the labor market of Czech Republic would open its door to Filipino nurses. Dana Juraskova, the president of Czech Nurses' Association said that no Filipino nurse are currently employed in their country and that she is aware that the Philippine government is exerting effort to make entry of RP nurses in Czech republic possible. Foreign nurses who wish to work in the Czech Republic must prove their competence by undergoing an evaluation and pass a language exam. Hired foreign nurses train and work under the supervision of a veteran Czech nurse before they are allowed to work on their own. According to Juraskova, "There is no problem in the case of nurses from other EU countries since their training is similar. There could be a problem in the case of Philippine nurses and mainly language knowledge." Juraskova said that because the Philippines follows the U.S. training program, RP nurses are qualified to work in America. She explained "As the association president I was addressed by the ambassador of the Philippines and I held talks with him. The problem is that they did not realize that we have to have nurses who speak Czech. Another problem is that no one in our country has analyzed their educational programmes whether they correspond to ours." According to Romulo, 300 to 500 overseas Filipino workers (OFWs) are currently working in Czech. Most of them are employed in construction companies. Negotiations are currently underway to make the entry of RP nurses in Czec Republic possible in the future. Dr. Jaime Galvez Tan, a professor at the University of the Philippines College of Public Health, said there is no reason for Filipino nurses to feel that there are no job opportunities for them when there remains a high demand for

Philippine health workers overseas. “Resourceful nurses go to the Internet where they can apply and be immediately interviewed through the webcam," Tan said. Unfortunately, said Tan, even the best nursing schools in the country have not taught resourcefulness among its students. “We are not beggars. In fact, the world is kneeling before us; Give us your nurses, give us your doctors," he said. “The vacancies are there. The US (for instance) needs 300,000 foreign nurses this year. " According to Tan, new labor markets in Saskatchewan and Alberta in Canada have recently signed a pact with the Philippines to cater to Filipino nurses and have even offered a number of incentives to their families. But this is hardly ever felt by Len, 22, who remains unemployed despite graduating from a top nursing school and passing the board exams. According to her, most hospitals abroad require foreign nurses with at least two years work experience, but most private and public hospitals in the country have very few vacancies for new graduates. Work experience needed Faced with this difficulty, Len said she had to attend more seminars to gather more “work-related experience" to make her a more attractive applicant overseas. Mark, Len’s boyfriend and also a nursing graduate, didn’t fare better and is now employed in a call center while waiting for any of the 10 hospitals he applied with to consider him. Apparently Len and Mark are not alone in this plight. At St. Luke’s Medical Center in Quezon City alone, an average of 30 nurses apply every day. But the country’s premier hospital has a nursing pool of 300 nurses who finished three months pre-hire training, while vacancy is 6-10 persons per month since Oct 2007. Nursing pools refer to those considered qualified by hospital employers but waiting to be formally employed. At the Philippine Heart Center, hiring has slowed down as turnover rates has decreased to 10 percent since 2006. In 2007, the turnover rate remained while the nursing pool has risen to 1,500. At the Philippine General Hospital, waiting time is 10-12 months with a nursing pool of 200-250. There are 100 applicants per exam conducted every 2 months – but only about 20-25 percent pass and still go over interviews. In 2007, PGH turnover rate was.83 percent. ‘Exploitation’ Meanwhile, Philippine Nurses Association National President Leah Primitiva Samaco-Paquiz said the perceived oversupply of nurses is really caused by the inability of Philippine hospitals to create additional plantilla positions for

fresh graduates. Paquiz said some hospitals are exploiting their nursing students to do the tasks that should have been relegated to registered nurses. She proposed a short-term solution to the unemployment of Filipino nurses. “Mag-hang sila ng mga karatula sa labas ng bahay They could hang a nurse signage outside their homes and then the community can ask for health education," Paquiz told GMANews.TV in an interview. “If lawyers can hang their names outside so could nurses.
