GYPT is striving to come to the growth path. The country's macroeconomic outlook remains favorable, supported by strong policy implementation . Robust growth and a narrowing of the current account deficit reflect a rebound in tourism and strong remittances, while unemployment has declined to its lowest level since 2011 , states the International Monetary Fund (IMF). The recent pick-up in headline inflation reflected temporary increases in food and energy prices, but a restrictive monetary policy stance has helped to reverse the increase and keep core inflation well anchored. Egypt's structural reform agenda aims to support inclusive growth by addressing long-standing constraints to private sector development. These include reforms to improve competition policy, public procurement and la nd allocation. On February 4, 2019, the Executive Board of the IMF completed the fourth review of Egypt's economic reform programme supported by an arrangement under the Extended Fund Facility (EFF). The completion of the review allows the authorities to draw the equivalent of $2 billion , bringing total disbursements to about $10 billion . The three-year EFF arrangement in the amount equivalent to about $12 billion at the time of approval, or 422 per cent of quota, was approved by the Executive Board on November 11, 2016 to support the authorities' economic reform programme . Following the Executive Board discussion on Egypt, David Lipton, First Deputy Managing Director, IMF said: "The public-debt-to-GDP ratio declined markedly last year and is projected to decline further over the medium term due to the authorities' fiscal consolidal ion efforts and high nominal GDP growth. While the outlook remains favourable, a more difficult external environment poses new challenges, as global financial conditions have tightened . Egypt has successfully weathered recen t capital outflows, but consistent policy implementation will be essential to further strengthen policy buffers, including by containing inflation, enhancing exchange rate flexibility, and reducing public debt. Monetary policy remains anchored by the medium-term objective of bringing inflation to single digits. The recent pick-up in headline inflation reflected temporary increases in food and energy prices, but a restrictive monetary policy stance has helped to reverse the increase and keep core inflation well anchored. The authorities have taken important steps to deepen the foreign exchange market and allow greater exchange rate flexibility, including by eliminating the repatriation mechanism. This year's primary surplus target of 2 per cent of GOP appears on track, which would achieve a cumulative fiscal adjustment of 5.5 per cent of GDP in three years. The authorities rem ain committed to reaching cost recovery for most fuel products by mid-2019 and implementing automatic fuel price indexation. which together are critical to encourage more efficient energy use, and combined with revenue enhancing reforms will help create fiscal space for high-priority spending on health and education ."

A new vision for entire water resource sector is required and National Water Awards is a good step in this direction, said Nitin Gadkari, Union Minister for Water Resources, River Development and Ganga Rejuvenation. While distributing 82 National Water Awards in 14 categories jointly with Union Minister of State for Water Resources, River Development and Ganga Reju• venation, Arjun Ram Meghwal and Secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation, U P Singh at New Delhi, the minister said that 400 MLD water from Okhla barrage will be treated and will be used for Delhi through Wazirabad barrage. Apart from this, many projects have been completed under the Pradhan Mantri Krishi Sinchayee Yojana (PMSKY). Preference is being given to piped irrigation instead of canal irrigation to conserve water and existing canals are also being concretised to avoid wastage of water. On Clean Ganga Mission, he said that during Kumbh Mela the water was both Nirmal and Aviral and people of India enjoyed the cleanliness. work aims at ranking the states/UTs for establishing a robust ecosystem for supporting startups. The framework also encourages states and UTs to identify, learn and replicate good practices from each other. The Framewor1< 2019 comprises 7 pillars and 30 action points. The pillars will assess states/UTs efforts across institutional support, simplifying regulations , easing public procurement, incubation support, seedfunding support, venture-funding

support and awareness & outreach-related activities. The ranking exercise aims at evaluating measures taken by statesfUTs during the assessment period from May 1, 2018 to June 30, 20 19, DPIIT has prepared the framework after several rounds of consu ltation with stale/UT governments. The framework has evolved distinctly as compared to last year with major emphasis on collecting feedback from startups and other important stakeholders from the startup ecosystem. The states/UTs are to submit their reforms on the State Startup Ranking dashboard hosted on . DPIIT also proposes to recognise states and UTs for their exemplary performance in seven pillars of the framework. As part of the Framework 2019 exercise, DPIIT will re cognise innovative startup programmes and initiatives from state/UT governments. The launch of the ranking framework in 2018 galvanised the states/UTs into action, thereby giving impetus to the startup movement across the country. Till date, 25 states and UTs have launched their dedicated startup policies to incentivise startups in their jurisdiction. The Startup Ranking 2019 is expected to take forward the startup ecosystem in the country and give impetus to the vision of India becoming a Startup Nation .

Continuation of the scheme beyond 2019-20 up to 2021-22 in the next finance commission cycle, after due appraisal and approval based on third-party evaluation of scheme/programme as per the extant procedure. While addressing the campaign for 'Drugs Free India' , organised by the Art of Living Foundation, through video message, the Prime Minister said that ~it is alarming to see many youngsters getting addicted to substance abuse. Drugs are not cool. It is a big misconception that drugs are a style statement". In addition to the health problems and destruction of families due to substance abuse, narcotics trade is a great threat to the safety & security of the country. Narcotics trade is one of the biggest sources of income for terrorists and anti-national ele-



ments , and the money sourced by these elements through drugs trade is used to destabilise the nation , added the PM . The Prime Minister urged the young generation to say 'No to Drugs' for a healthy life, a happy family, a better future and for the safety & security of the nation "Those having self-confidence and self-belief will not easily fall prey to drugs use. The young generation should support and help those reeling from drug addiction. Only through conversations, counselling and continued love and support, we can bring those under addiction to the path of rehabilitation,~ the PM added. The Union government has taken various initiatives to curb the menace of drug addiction. In this context, the National Action Plan for Drug Demand Reduction , initiated in 2018, focusses on awareness generation, capacity building, rehabilitation and specific intervention in vulnerable areas to ensure drug demand reduction by 2023.
