1. Purpose. This publication provides the mission and mission essential task list for the New York Guard. It provides guidance for use by the MACOMs in preparing their appropriate regulations or instructions for the development of more unit specific missions and METLs in support of the overall NYG objectives. 2. Application a. Mission and METLs established in this publication apply to all MACOMs of the NYG and their subordinate units. b. This publication is directive in nature. These missions and METL will be supported, except when, in the judgment of the commander, exceptional circumstances dictate otherwise. 3. Scope. This publication provides the Mission of the New York Guard and the Mission Essential Task List (METL) of the New York Guard 4. Basis. Mission and METL as approved by The Adjutant General of New York by letter dated 23 March 2001.

NYGD 5100 CHAPTER I MISSION STATEMENT FOR THE NEW YORK GUARD

1. Provide augmentation and support to other State Military Components in the execution of their State Missions and their in-state federal training. 2. Provide Aid to Civil Authorities and Humanitarian Support to the State Emergency Management Office, State and Local Governmental Agencies during domestic emergencies. 3. Conduct missions to enhance the quality of life in our communities and for our citizens. 4. Support the mobilization and deployment of New York National Guard units. 5. Perform other missions as assigned by The Adjutant General and the Governor of the State of New York. 6. Be prepared to assume the State Defense Missions of other State Military Components upon their federalization.

Detailed duty tasks are to be developed by the Major Commands. Following are descriptive narratives of the Collective Task. Provide qualified augmentation personnel to support SEMO State, Regional and District Headquarters, Joint Task Force Commands, and State Military Forces. Provide internal security of designated Division of Military and Naval Affairs facilities throughout the State of New York, and other state and private critical installations as directed. Provide traffic control in support of Emergency Operations such as evacuations and restriction of areas, and local traffic control in support of community events. Provide Medical and Dental health care to meet the peacetime and mobilization readiness requirements of the State Military Forces, and other supported activities. Conduct field operation in support of Humanitarian Assistance. Assume command, control and operation of designated Division of Military and Naval Affairs facilities throughout the State of New York upon federalization of tenant State Military Forces. Provide pre-mobilization facility support. Provide construction services for Division of Military and Naval Affairs facilities throughout the State of New York. Provide community support. Provide Communications Support to the State Military Emergency Radio Network (MERN) (AM), to other DMNA Communications assets as assigned, and to the State Emergency Management Office (SEMO) telecommunications network. Provide Radiological Monitoring and Exposure Control Procedures to support SEMO in the NYS Radiological Emergency Preparedness Program (REP) Provide assistance to all military family members in the state which are beyond the support capabilities of military facilities. Operate Armory walk-in centers. Provide legal services such as wills, power of attorney, etc to veterans, and state military forces in support of pre-mobilization, mobilization, and postmobilization. Provide augmentation personnel to the SEMO Joint News Center (JNC). Provide trained and ENCON certified search teams for humanitarian support in authorized missions. Conduct grid searches, stabilize situation, and report. Support rescue by ENCON directed personnel. Provide trained personnel to support honor guards, burial details, etc. Provide support to historical documentation and support of historical units and speakers bureau functions.

NYGD 5100 CHAPTER III RESPONSIBILITIES

1. Commander New York Guard. Coordinate with DMNA for assignment of additional missions. 2. The J3 (Deputy Chief of Staff for Operations and Training) will Review and approve Mission and Mission Essential Task Lists developed by Major Commands (MACOMs) (Army Division, Air Division, and Civil Military Affairs Brigade) in support of this directive. 3. Commanders of New York Guard Components. Commanders of the Army Division, Air Division and Civil Military Affairs Brigade will; a. Develop detailed mission statements that support the missions of the NYG. b. Develop detailed Mission Essential Task Lists that support their missions. c. Notify and provide copies of MACOM Missions and Mission Essential Task List (METL) to New York Guard Headquarters for review and approval. d. Direct and approve development of detailed mission statements and METL for subordinate units in support of this directive, and the MACOM’s Mission and METL statements.
