New Approach for XIV-RA II session

WMO Strategic Planning: Historical Review  Cg-XIV (2003) decided on the transition to RBM; however, it approved the 6LTP comprising Strategies and Objectives based on the traditional Programmes and three new cross-cutting Programmes (SAT, DRR and LDC);  Transition started in small steps; EC-LVII (2005) approved the 2nd biennium budget based on expected results and implementation targets attributed to the traditional Programmes/Departments;  EC-WG/LTP proposed the main elements of the SP (6 Societal Outcomes, Vision, 3 TLO, 5 ST, 11 ER+KPI); EC-LVIII (2006) introduced the WMO Operating Plan as link between SP and RBB and gave guidelines for performance evaluation; it recognized the need to align the Programmes to the new result-based strategy;  The Secretariat drafted the SP, OP and RBB in the 2nd half of 2006;  Cg-XV (2007) approved the result-based system of strategic documents: SP (TLO, ST, ER + KPI), OP (ER, DEL + KPT), and RBB; it requested to align the Programmes to the new SP; the Secretary-General already developed a new organization of the Secretariat.

4 Fundamental Documents •

WMO Strategic Plan - High-level statement of strategic directions and priorities through Top-level Objectives, Strategic Thrusts and Expected Results;



WMO [Secretariat] Operating Plan – Link between the SP and the RBB; it converts the SP into specific deliverables, timelines, KPTs and activities; it is a management tool to focus implementation of programmes activities on the ER, and for performance evaluation;



Results-based Budget (RBB) - connects the deliverables and activities to resources;



WMO Monitoring & Performance Evaluation Plan Provides for control and corrective actions for achieving the ERs.

Work of RA II Nomination of WGs Chairs, members and rapporteurs agreed on the need for briefing to Members on the nomination procedures and work of Regional Association recommended that the Secretariat prepare an informal paper concerning the concrete guidelines on the work, documented for approval by XIV-RA II recommended that a letter of appreciation should be delivered from the president of RA II to those who contributed to the work of RA II for recognition of valuable work

Election of officers considered Prof. Chub (Uzbekistan) and Dr Chaudhry (Pakistan) as possible candidates for the president and vicepresident for RA II, respectively

Scientific Lectures Scientific lectures and discussions agreed that three scientific lectures for a total of two hours maximum should be considered focusing on emerging issues and specific challenges in the Region. The possible areas of topics are: adaptation to climate change; natural disaster risk reduction; and innovation of meteorological satellite agreed that potential speakers should submit abstracts to the president for further consideration at RA II AWG-9 in June 2008

Brainstorming session considered that a brainstorming session could be organized as a side meeting during XIV-RA II, if necessary

RA II Regional Seminar 3-4 December 2008, Tashkent English only financial support for one participant from Members with very limited financial resources to participate in the Regional Seminar provided that the participant is planning to attend the RA II Session. Financial support shall only be provided to participants delivering presentations in the Seminar key-note presentation (20-30 minutes) followed by country case studies (10-15 minutes each) Possible theme: Opportunities and Challenges in the Twentyfirst Century; Cost Recovery and Administration of NMHSs in RA II; Disaster Risk Reduction; and Emerging Technologies in Meteorology. Possible topics: Quality Management System (QMS); Socio-economic benefits of weather, water and climate services; RA II and national Strategic Plans and Challenges of NMHSs in RA II A presentation of the revised RA II Strategic Plan should be included into the topics
