BUON KUOP Hydropower Project
Section I - INVITATION FOR BIDS (IFB) The ELECTRICITY OF VIETNAM (EVN) represented by the Hydropower Project Management Unit No.5 (HPPMU No.5) (hereinafter referred to as “the Employer”) invites sealed Bids for the supply of the Electromechanical Equipment for the following Project: 1. Name of Project Buon Kuop Hydropower Project 2. General information of the Project The project with installed capacity of 2x140MW, located on the Srepok river, 350 km north-east of Ho Chi Minh City. The main role of the project is generating electricity and supplying the power to the central power system of Vietnam after the year 2008. 3. Scope of supply Scope of supply for this package shall comprise: - For the goods offered from abroad: The design; manufacturing; supplying of equipment, necessary materials and spare parts; factory testing; finishing; painting; seaworthy packing for export; insuring; shipping to the Ports of Ho Chi Minh City. - For the goods offered from within Employer’s country: The design; manufacturing; supplying of equipment, necessary materials and spare parts; factory testing; finishing; painting; packing; inland transportation with insurance; delivery to the Buon Kuop Powerhouse. - Technical services: Providing necessary information for designing of civil work relating to electromechanical equipment; qualified personnel for instructing and supervising to the site erection, necessary adjustment, modification, site testing and commissioning until completion, preparation of relevant as-built drawings, training; directing Employer’s personnel during the Reliability Test Run. Scope of supply for this package shall cover - to make a complete Package so as to ensure a normal operation of the Power Plant for generating electricity to the National Power Grid - but not limited to: • Two Generating units and related valves; • Auxiliary mechanical equipments; • Power house conveying systems; • Electrical and control equipments;
• 220/110kV Switchgears and power transformers; • Spare parts. 4. Source of Funds Bidders who offer goods originated from OECD’ member countries and China are not required to arrange the finance for the package. EVN will arrange an Export Credit Agency (ECA) backed finance to fund for this package. PECC 2

Bidders who offer goods originated from outside of OECD’ member countries and China are required to arrange the finance for the package based on their own credit terms or through an ECA in the form of Supplier or Buyer Credit. The Loan agreement shall be guaranteed by the Ministry of Finance of Vietnam. According to the authorization of the Employer, The HPPMU No.5 now invites sealed bids from eligible Bidders for the supply of Electromechanical Equipments and Technical Services under this package. Interested eligible Bidders may obtain further information from and inspect the bidding documents at the office of the Employer with the following address: ELECTRICITY OF VIETNAM Hydro Power Project Management Unit No.5 Truong Chinh Street, Buon Ma Thuot City, DakLak Province - VIETNAM Tel.: (84-50)-850 729 Fax.: (84-50)-850 637 A complete set of bidding documents may be purchased by interested Bidders upon payment of a nonrefundable fee of USD 500 (five hundred United State Dollars) from 7h30 am to 4h30 pm Vietnamese Standard Time from October 28, 2004 at the above address. Bidders or their designated representatives are invited to attend the pre-bid meeting at 9h00 Vietnamese Standart Time on November 30,2004 at the office of the Employer and a official site visit on November 30,2004, immediately arranged after the meeting. Bids must be delivered to the above address on or before 11h00 Vietnamese Standard Time on January 26, 2005 (called deadline for submission of bids). Bids shall remain valid for the period of 180 days reckoned from deadline for submission of bids. Bids must be accompanied by a security of USD1,000,000 (One million United State Dollars) and must be submitted with the Bid, not sent separately and shall remains valid for a period of 210 days reckoned from deadline for submission of bids. Bids will be opened in the presence of bidders’ representatives who choose to attend at 13h00 on January 26, 2005 at the office of the Employer.
