1. Purpose. This publication sets forth format and procedures to provide for the rapid notification of all members of the New York Guard, the assembly and care of personnel, and the occupation and organization of the designated assembly area at the time of call-up. It provides guidance for use by the Divisions in preparing their appropriate regulation or instructions. 2. Application a. Format and procedures established in this publication apply to all NYG Major Commands (MACOMS) consisting of the NYG Army Division, NYG Air Division, and NYG CMAU and their subordinate commands. b. This publication is directive in nature. These formats, and procedures will be followed, except when, in the judgment of the commander, exceptional circumstances dictate otherwise. 3. Scope. This publication describes the Alert and Assembly planning for mobilization of the New York Guard. 4. Basis. As there is no DMNA Regulation governing mobilization of State Forces, FORSCOM Regulation 500-3-3 has been used for format and guidance.

CHAPTER I POLICY

1. Alert List: All unit commanders of the New York Guard will develop, maintain, and test Alert Notification Rosters that account for all assigned personnel in their command, as prescribed by this directive. The roster will be verified at least semi-annually and changes forwarded to the next higher headquarters at a minimum of semi-annually. 2. Assembly Plan: All unit commanders will publish an assembly plan, as prescribed by this directive, that provides primary and alternate assembly locations and specifies reporting conditions. 3. Alert Order: a. The alert order will be transmitted through the chain of command, and will originate at the Chairman, Commander, or higher level. b. Telephone alert orders should be authenticated by a return call to the next higher headquarters. Implementation of an alert order WILL NOT be delayed if authentication cannot be accomplished immediately. c. The Alert Order will be transferred to commanders primarily by phone or fax. If fax is used a confirmation by call back must be required to verify receipt. 4. Personnel Notification: All members of the unit will be listed on the unit’s Alert Notification Roster. Individuals are responsible to notify their personnel administrator when changes occur to their personal data. All changes will be posted and immediately forwarded to the group leader and alternate. The primary means of personnel notification will be by telephone. Personal contact, messenger, fax may be used. Commercial radio or television WILL NOT be used for alert notification. 5. Reports: It is the responsibility of commanders at all levels to: a. Develop reporting procedures in support of the alert plan. b. Provide a voice report using NYG Form 3005 (Appendix C) to their higher headquarters upon completion of an alert. c. Submit hard copy of NYG Form 3005 (Appendix C) within 10 working days of the alert to the Operations Officer of the next higher command.

CHAPTER II RESPONSIBILITIES

1. Commander New York Guard. Upon alert notification from the Chairman of the Joint Staff of the NYG and/or higher authority, the Commander of the NYG or the designated representative, shall: implement the Alert and assembly plan. 2. The Joint Staff Operations and Training Officer (J3), will; a. Maintain the Headquarters Alert and Assembly plan. b. Review and approve MACOM plans for the Commander. 3. Commanders of NYG MACOMS. Commanders of the Army Division, Air Division and Civil Military Affairs Unit will; a. Appoint in writing an Officer In Charge of the Alert and Assembly Plan. Submit the name of the OIC to the J1, Headquarters, New York Guard. b. Develop an Alert and Assembly Plan. Submit the current Alert and Assembly Plan to the J1, Headquarters, New York Guard. Update and/or change as required. c. Publish implementing regulations or instructions to include reporting procedures within their command. Commanders will exercise judgment in implementing and adding to requirements. This directive will be followed, except when, in the judgment of the Commander New York Guard, exceptional circumstances dictate otherwise. Conflicts will be resolved through recommended changes to this Directive. Commanders will not publish regulations or instructions that conflict with this Directive. d. Notify and provide copies of follow-on regulations or instructions to New York Guard Headquarters, ATTN: J1, for review and approval. e. Periodically test and/or evaluate their Alert and Assembly Plan, and those of their subordinate Commands. Submit required voice and hard copy reports regarding test or alert as required. 4. NYG Personnel: It is the responsibility of NYG personnel to; a. Follow the instruction of their applicable Alert and Assembly Plan. b. Respond as directed. c. Ensure their personal data as contained in their Alert List is kept current and up to date. II-1

CHAPTER III PROCEDURES

1. Alert Notification Rosters: An Alert Notification Roster will be prepared for each command, as shown in Appendix A sample. The rosters shall include all personnel in the command and include the following; a. Roster shall be organized into groups of not more than eight (8) individuals, with the first individual identified as the group leader and the second as the alternate. Initial command level rosters will include both the group leaders and their alternates of the subsequent rosters. b. Each member will be listed with name and rank, home address, day or work phone and night or home phone. If the individual has no day/night phone they should provide a phone number and name of a family member or neighbor who will notify them. Group Leaders and their Alternates MUST have day/night phone provided, as the primary instrument to be used for the alert shall be the telephone. c. Rosters will be “FOR OFFICIAL USE ONLY” with a prominent notice that THIS ROSTER IS FOR OFFICIAL USE ONLY WITHIN THIS UNIT, AND EXCEPT AS REQUIRED BY LAW, WILL NOT BE FURNISHED TO ANY COMMERCIAL ENTERPRISE, COMPANY OR REPRESENTATIVE, NOR ANY ORGANIZATION OR AGENCY OUTSIDE THE NEW YORK GUARD. d. Rosters will be verified semi-annually and changes provided to roster members and to the next higher headquarters. 2. Assembly Plan: Each command will have an Assembly Plan with the following major components; (see sample at Appendix B) a. Section on receipt and authentication of alert call. b. Designation of primary and alternate assembly area. Primary Assembly Area is typically the home station armory. Maps showing location of alternate assembly area and site plan may also be necessary. c. Information on Chain of Command at Assembly Area, Transportation, Clothing and Equipment, Medical, Communications, and Security. d. Enclosures consisting of Alert Notification Rosters.

3. Implementation a. Upon receipt notification from the Chairman of the Joint Staff of the New York Guard and/or higher authority the Commanding General of the New York Guard or designate shall implement the alert list procedures for the Joint Staff and MACOM Commanders or their designee or alternate as required. b. Upon notification, each MACOM Commander or designee/alternate will in turn implement their alert list for their staff and subordinate commands. The following personnel are authorized to receive the alert or call to duty order, in the order of priority listed below: (1) (2) (3) (4)

4. Reports: It is the responsibility of the commanders at all levels to: a. Provide a voice report using New York Guard Form 3005 (Appendix C) to their higher headquarters immediately upon completion of an alert. Each Group Leader on an alarm list will document when individuals on their list were contacted. If their contacts have further contacts they will wait for and receive feedback on those subsequent results. Results will then be totaled and reported to the original point of contact. b. Submit hard copy of New York Guard Form 3005 (Appendix C) to their higher headquarters within 10 working days of the alert. All group leaders will forward a written version of NYG Form 3005 to their next higher headquarters, which will consolidate the information and forward to their subsequent headquarters.
