Applications are invited from unmarried mala and female candidates for Short Service Commission in the Naval Architecture Cadre of the Indian Navy for Course commencing JULY 2009 at Naval Academy (NAVAC), INS Zamorin, Ezhlmala, Kerala. Candidates to fulfil condition of nationality as laid down by the Government of India. ELIGIBILITY CONDITIONS 2. Age. Between 21 to 25 years (candidate to be bom between 02 JULY 1984 to 01 JULY 1988; both dates inclusive). 3. (a) The candidates will be issued call up for Services Selection Board (SSB) interviews based on their performance in education qualification. No communication will be entertained on this account. (b) SSB interviews for short listed candidates will be scheduled during Jan 09 to Jul 09 at Bangalore or Bhopal. Physically Challenged Persons (PC) - Definition of Categories of Disabilities (a) Orthopaedically Challenged (OC) person is one suffering from Locomotor Disability or Cerebral Palsy. Persons who suffer from not less than 40% of relevant disability (as certified by a Medical Board appointed by the Center/ State Govt). Locomotor Disability means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy. Cerebral Palsy means a group of non progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal, or infant period of development. (b) Deaf & Hearing Impaired (HI) : the deaf are those persons in whom the sense of hearing is nonfunctional for ordinary purposes of life i.e. total loss of hearing in both ears. They do not hear, understand sounds at all even with amplified speech. Hearing impairment means loss of sixty decibels or more in the better ear in the conversational range of frequencies. (c) Visually Impaired (VI): The visually impaired persons are those suffering from blindness or low vision. Blindness - refers to a condition where a person suffers from any of the following conditions - (i) total absence of sight, (ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses, (iii) Limitation of the field of vision subtending an angle of 20 degree or worse. Person with low vision - means a person with impairment of visual functioning even after treatment or standard refractive correction, but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device. The visually impaired candidates and candidates whose writing speed is affected by cerebral palsy can use their own scribe at their cost during the written examination. Also if it is found that such statement was wrong, the candidate will be liable for suitable actions including termination and prosecution. 8. Upper age limit is relaxed by 05 (Five) years for the candidates who had ordinarily been domiciled in the State of Jammu&Kashrnirduring the period from 01 .01. 1980 to 31. 12.1989. 9. Upper age limit is further relaxable up to 84 months for candidates possessing relevant experience of working with an company/organisation incorporated under the Companies Act, 1956 engaged in the manufacturing, assembly, testing and servicing of Power Plant equipment. The relaxation in age will be extended on pro-rata basis according to the number of completed months of experience. For claiming age relaxation, experience certificate in the prescribed format (‘Format for Experience Certificate’) from the company/organisation is required to be produced with details of period of working, the field of experience and nature of products manufactured/ services rendered by the Company, Such candidates will have to compete with othereligible candidates in Written Test/Interview etc. The decision of BHEL regarding authenticity/genuineness of experience certificates and relevance of experience will be final and binding SELECTION PROCESS (a) Selection process comprises of Written Test and Personal Interview. (b) The Written test will be objective type in nature and will be available in English and Hindi. (c) Eligible candidates will be invited for objective type written test at their own expense in the ratio of 1:20 to the number of vacancies. (d) For the purpose of application of above criteria, initially, all UR candidates of each trade, along with such reserved category candidates of that trade, who do not avail the age relaxation / marks relaxation, are to be grouped together and then arranged in descending order of the marks obtained in the NAC and only the required number according to the above mentioned ratio for the UR, starting from the top will be called for written lest in each trade. In case of tie at cut-off marks, all the candidates scoring cut-off marks will be called for written test. (e) All reserved category candidates, who are initially considered in the UR category and who do not make it to the written test level, then shall be regrouped together with their respective categories for further consideration and candidates will be called for the Written test in the prescribed ratio. (f) In addition, Phy.Ch. candidates shall be invited for Written Test by according 05 (Five) percentage point relaxation in the cut-off percentage for each position (e.g. if cut-off percentage is 75 %, the Phy.Ch. candidates cut-off percentage will be arrived by according relaxation of 5 percentage points i.e. 75-5= 70) (g) However, all Ex-Servicemen, who are eligible as per job specifications prescribed for them, Shall be invited for written lest. (h) After the Written Test, candidates are to be arranged in merit order of written test marks, first of all the candidates, who appeared under UR category and shortlisted in the ratio of 1:3 to the number of vacancies for being called for interview. In case of a tie at cut-of marks, all the candidates scoring cut-off marks will be called for interview. From this list, reserved category candidates, who took the Written Test under UR category and fail to make it to the interview level, are to be the laken to their respective categories for consideration for being called for interview as per the criteria of 1:3. It means these candidates will then be considered as reserved category candidates. Later on, at the time of final selection, the same exercise is to be carried out for all those reserved candidates considered so far under UR category. Widows of Defence personnel, including those with children, who have died in harness will be eligible to apply for Short Service Commission (Tech) and (Non tech). A total of 5% vacancies will be earmarked for widows both for SSC (Tech) women and SSC (Non-Tech) women. A maximum of 2.5% each of vacancies will be earmarked for SSC (Tech) and SSC (Non-Tech) women. For SSC (Non-Tech) Women Course Sl No. 04, total vacancy is 29 as per UPSC notification No. 08/2008-CDS-II published in the Employment News dated 19 Apr 2008. Hence, total vacancy for War / Battle Casualty Widows in Non-Tech stream is 01. In case of non-availability of SSC (Tech) women officers to cater for 2.5% vacancies, the remaining vacancies can be filled by SSC (Non-Tech) women officers and vice versa. They will be eligible only if they have not remarried. The unfilled vacancies will revert to the category other than-that of widows. Upper age limit will be relaxable upto four years in respect of such candidates. A copy of death certificate and part-ll order is to be enclosed. CONDITIONS OF ELIGIBILITY (a) Nationality; A candidate must either be (i) a citizen of India or (ii) a subject of Nepal or (iii) a subject of Bhutan or (iv) Tibetan origin but of Indian domicile, whose parents entered India as refugees prior to 1st January 1962 with the intention of Permanently settling in India, (v) a person of Indian, origin who migrated from Pakistan, My an mar, Sri Lanka and East African countries like Kenya, Uganda, United Republic of Taraania, Zamba, Malawai, Zaire. Ethopia and Vietnam with the intention of Permanently settling In India, (b) Physical Standards: (I) Height & Weight: The minimum acceptable height and weight for women candidate is 152 cm and 42 kg. In case of candidates belonging to the North East and hilly areas like Gorkhas, Nepalese, Assamese and Garhwalis, the height will be relaxed by 5 cms and weight commensurate with reduce height. (II) Visual Standards: The minimum acceptable visual acuity are; Distant vision (corrected) better eye 6/6, worse 6/18, Myopia of not more than minus 5.5 including Astigmation. Candidates who have undergone or have evidence for having undergone Radial Karatotomy to improve the visual acuity will be permanently rejected. Candidates who have undergone Lasik Surgery for Correction of reflective error are NOT acceptable. (III) To be passed fit, a candidate must be in good physical and mental health free from any disability likely to interfere with the efficient performance of duty. 4. METHOD OF SELECTION: (a) Shortlisting of Applications and SSB Interviews: Initial checking of applications will be done at Additional Directorate. General Recruiting, Army Hqs. Only eligible candidates will be called for and assessed under aegis of Selection Centres, namely Allahabad (UP), Bhopal (MP) and Bangalore (Kamataka) by Psychologist, Group Testing Officer and Interviewing Officer. Candidates will not be interviewed locally. Allotment of Selection Centre Is at the discretion of Army Headquarters and no requests of changes are entertained in this regard. (b) Two Stage Selection Procedure: Two stage selection procedure based on Psychological Aptitude Teat Is held at

Selection Centres. All the candidates will face stage one teat on first day of reporting at Selection Centres. Tne candidates who qualify in stage one will be admitted to the second stage/remaining tests. Those who fail to pass stage one will be returned on the same date. (c) MERIT LIST: IT IS TO BE NOTED THAT MERE QUALIFYING AT THE SSB INTERVIEW DOES NOT CONFIRM FINAL SELECTION. A MERIT LIST IS PREPARED FOR EVERY QUALIFICATION i.e., CODE SEPARATELY PURELY ON THE BASIS OF MARKS OBTAINED BY THE CANDIDATES AT SSB’S AND AS SUCH HIGHER EDUCATIONAL, PREVIOUS PERFORMANCES, NCC BACKGROUND ETC HAVE NO ROLE TO PLAY. MEDICAL EXAMINATION: Candidates recommended by Service Selection Board will undergo medical examination by a medical board of male/female doctors/ Specialists/ Gynaeocologist. However, there will be a Lady Medical Officer as member of the declared fit by the Medical Board. The proceedings of the Medical Board are confidential and will not be divulged to anyone. However, candidates declared unfit by the Special Medical Board (SMB) will be Intimated by the president of the Medical Board. The procedure for request for Appeal Medical Board (AMB) will also be Intimated to the candidates. Unfit candidates should report for AMB within a maximum period of 42 days. Candidates are advised In their own Interest to appear for AMB well In time and should not wait for the last date given by the SMB. Candidates are advised to note that Recruiting Directorate has no role to play in Appeal Medical Boards and procedure advised by the medical authorities is strictly to be adhered to. SUITABILITY FOR RETENTION OF COMMISSION: If an officer Is found unsuitable within six months of the grant of commission her commission may be terminated at any time before the contractual period of service of ten years. Candidates withdrawn from OTA/Naval Academy/ Air Force Academy on disciplinary grounds are not eligible to apply. 9. LIABILITY OF SERVICE: Lady officers granted commission will be liable for service in any part of the world on selected appointments as decided by Army Headquarters from time to time. 10. PROMOTION: Lady officers will be eligible for promotion as per rules in vogue. 11. TENURE OF ENGAGEMENT: All lady officers granted SSC (Women) will serve the Indian Army for a period of ten years from the date of grant of commission subject to fulfillment of other conditions. This period of ten years may be further extended up to 14 years subject to their performance and having been found fit for extension of tenure and having given option for the same. 12. PAY ALLOWANCES AND OTHER BENEFITS: The officer will be commissioned in the rank of Lt. in the pay Band of Rs. 15,600-39,100/- with Grade Pay of, Rs 5,400/- and Military Service Pay of Rs. 6.000/- with Dearness and other admissible allowances at rates as approved Dy Govt. from time to time. Other benefits like 60 days Annual leave, 20, days Casual Leave, Canteen facilities, ration as per scale, 50% concession on travel by Air at own expenses etc. will also be admissible. Army Group Insurance Fund provides an insurance cover of as follows: (a) Lady Cadets undergoing training at OTA and subsequently on commissioning are Covered under the Main Army Group Insurance Scheme as applicable to Regular Army Officers. The Insurance cover available is Rs. 15 lac Rs.1500/- per month will have to be paid in advance on a monthly basis by the Lady Cadets.(b) Those who are medically boarded out of OTA on account of disability, the cover provided is 50 per cent of the insured amount for 100 per cent disability, i.e. Rs. 7.5 lacs for 100 per cent disability proportionately reduced to Rs. 1.5 lac for 20 per cent and an ex-gratia grant of Rs. 20.000/- for less than 20 per cent disability. Disability due to alcoholism and drug addiction will not qualify for disability benefits. 13. RESERVE LIABILITY: Women Officers on release before or expiry of contractual length of service will carry reserve liability to serve the Army for five years plus two years on voluntary basis or upto the age of 37 years whichever is earlier. 14. The final allotment of Arms/Service/Corps, at the time of passing out will be the sole discretion of Army HQ keeping in view the existing policy. No representation is tenable on this account 15. 1. GENERAL INSTRUCTIONS :1.01 Before applying for any post, the candidates should ensure that he/she fulfills all the eligibility norms. The candidate should have the requisite Educational/Technical qualifications from recognized University/Institute as on the closing date of submission of the application. Those awaiting results of the final examination need not apply. RRB may reject the applications of candidates at any stage of recruitment process in case the candidate is not fulfilling the requisite criteria, and if appointed, such candidates are liable to be removed from service summarily. 1.02 The candidates who have been debarred for life from all RRB examinations or the candidates who have been debarred for a specified period which is not yet completed, need not apply in response to this Employment Notice. Their candidature will be rejected during any stage of recruitment as and when detected. 1.03 Candidates should fill up the application in his/her own handwriting and must sign as well as put their left hand thumb impressions at the prescribed places. Applications should be filled either in English or in Hindi. Application should be on a good quality A4 size bond paper (80 GSM) using one side only. Newspaper cuttings should not be used as application. The candidates purchasing printed application from the market should ensure that it conforms to the prescribed format published in the Employment Notice. The candidates can also make photocopy of the application format as given in the Employment News/Rozgar Samachar and then fill up the details. Candidates should however note that the RRB may hold written exam / online examination for more than one category in a single session 1.06 Candidates submitting more than one application for the same category will be summarily rejected. 1.07 Candidates should note that only the Date of Birth as recorded in the Matriculation/High School Examination Certificate or an equivalent Certificate as on the date of submission of applications will only be accepted by the RRB. 1.08 Serving Defense Personnel likely to be released within one year of the closing date (i.e. 27.01.2009) can also apply against Ex-Servicemen vacancies. 1.09 Vacancies of Ex-Servicemen and persons with disability given in the above table are not separate but included in the total number of vacancies 1.10 The number of vacancies indicated in this Employment Notice is provisional and may increase or decrease or even become Nil depending upon the actua1 needs of the Railway Administration. The Administration also reserves the right to cancel the notified vacancies at its discretion and such decision will be final and binding on all. In the event /cancellation of notified vacancies, the examination fees paid by the candidates will not be refunded. 1.11 Dates of all examinations and results are published in Employment News/Rozgar Samachar and local dailies. These are also given in the website of the Railway Recruitment Board. Call letters for written / online examinations are sent to candidates by post (Under Certificate of Posting). The candidates whose applications are rejected are also intimated through post along with the cause of rejection. The details of eligible as well as ineligible candidates for a particular post are also put on the website of the Railway Recruitment Board at least one week prior to the written / online examination for that post. RRB will not be responsible for any postal delay/ wrong delivery of call letters / Rejection letters. RRB does not intimate candidates who are not selected in written/ online examination or any other test. While every precautions is being taken to issue correct call letters however candidates are advised to see the correctness of the call letter vis-a-vis his application and get it corrected in case of any discrepancy as it has bearing on the out come of result. If a candidate fails to point out the discrepancies and does not get it rectified then it shall be sole responsibility of candidate if subsequently he becomes ineligible due to in-correctness of the call letter. The written examination for different categories may be / are generally held simultaneously on one date by RRB Jammu and it may also coincide with other RRB exam. Candidate(s) who have applied for more then one category may choose to appear one category as per his/her choice of preference in case written exam is held simultaneously on one date. All entries in the answer sheet/ OMR should be made in with the blue or black ball point pen only. The Answer sheet will not be checked if Pencil or Sketch Pen or Gel Pen is used and candidature shall stand cancelled. Candidates are required to submit their Call letter, OMR / Answer sheets (original & duplicate both) & Question paper booklet to the invigilator after written examination if any candidate takes away with him/her any one of the above documents then his/her candidature shall stand cancelled & his/her answer sheet will not be checked. 1.12 Selection by RRB does not confer upon candidates any right of appointment in Railway. The function of the RRB is to recommend names of suitable candidates to the Chief Personnel Officer of the concerned Zonal Railway / Production Unit who in turn issues the offer of appointment letter subject to the availability of vacancies and candidates being found medically fit and satisfying all eligibility criteria 1.13 Selected candidates will have to undergo training wherever training is prescribed for the post. 1.14 Emoluments on initial appointment will be minimum pay of the grade plus other allowances admissible at that time. During training period only stipend will be paid as applicable. Candidate may have to give security deposit and execute indemnity bond wherever necessary. 1.15 While all candidates irrespective of community may be considered against UR vacancies, however against the vacancies earmarked for specific community (SC/ST/OBC), only candidates belonging to that community/group will be considered. For this purpose, SC/ST/OBC candidates should furnish Caste Certificate from competent authorities as per the formats given at Annexure 3 (for SC/ST candidates) and Annexure 4 (for OBC candidates). Further, in case of OBC candidates, the certificates should specially indicate that the candidate does not belong to the Persons/Sections (Creamy Layer) mentioned in Col.3 of the Schedule of the Government of India, Department of Personnel and Training O.M. No.3601 2/22/9-Estt. (SCT) dated 08.09.93 & its subsequent revision through O.M.No.36033/3/2004-Estt. (Res.) dated 09.03.2004. The OBC candidate should enclose self declaration of non-creamy layer status in the proforma as given in Annexure-5. The candidates who indicate their community as SC or ST or OBC in their application form but do not enclose the caste certificate in the prescribed format will not be considered as eligible to appear for the examination. 1.16 Candidates belonging to SC/ST/OBC who fulfill required educational qualification/technical qualifications can also apply against UR vacancies. They will, however, have to compete with the UR candidates. No age relaxation will be allowed to such SC/ST/OBC candidates applying against UR vacancies. 1.17 Free Second Class Railway Pass as and when admissible will be issued to the candidates belonging to SC/ST communities when they are called for written / online examination or Aptitude Test/Skill test/document verification provided they submit valid caste certificate. 1.18 Selected male candidates who are finally appointed are liable for active service in Railway Engineer's Unit of Territorial Army. 1.19 Female candidates are also eligible. 2. AGE LIMIT:The lower and upper age limit indicated will be reckoned as on 01.01.2009. The upper age limit is relaxable as under subject to submission of requisite certificate. 2.01 By 5 years for SC/ST candidates. 2.02 By 3 years for OBC candidates. 2.03 For Ex-Servicemen, up to the extent of service rendered in defence plus 3 years provided they have put in more than 6 months service after attestation. For Ex-serviceman applying for the Apprentice categories of posts i.e. Traffic Apprentice and Commercial Apprentice the upper age limit is 40 years inclusive of all other relaxation in age limit. 2.04 By 5 years for persons who were ordinarily domiciled in the Kashmir Division of the State of Jammu & Kashmir from 01-01-1980 to 31-12-1989. 2.05 By 10 years for Physically Handicapped candidates. 2.06 For the serving Group 'C' and Group 'D' Railway Staff and casual labours/substitutes, the relaxation in upper age limits will be up to 40 years for Unreserved candidates, 45 years for SC/ST candidates and 43 years for OBC candidates, provided they have put in a minimum of 3 years service (continuous or in broken) spells. HOW TO APPLY:4.01 The application format as per Annexure 1 & 2 should be filled up by the candidate in his/her own handwriting, with blue or black ball point pen (not in pencil, fountain pen or gel pen) dated and signed. Only international numerical i.e. 1,2,3 etc. should be used. The application form should be filled up in English or in Hindi only, strictly observing all the instructions given in this Employment Notice. The candidates should affix his/her normal signature in English or in Hindi in the application form. Applications signed in capital letters/spaced out letters will be treated as invalid. 4.02 The candidate's Name, Address with Pin Code, Date of Birth, Father's Name and nearest Railway Station should be written legibly in English in bold capital letters, even if the candidate fills up the application form in Hindi. 4.03 Photographs: One recent (not earlier than three months from the date of application) colour passport size photograph with clear front view of the candidate without cap and sunglasses should be pasted on the application form in the space provided. Xerox copy of photographs is not permitted. The candidates should sign in the space provided in the box below the photograph. One identical extra colour passport size photograph should be enclosed with the application, indicating candidate's name and category number on the reverse of the photograph. The Thumb impressions must be clear and complete. RECRUITMENT PROCESS:7.01 The selection is made strictly as per merit, on the basis of written / online examination. In addition, Aptitude/Skill Test/Interview etc. may also be conducted wherever applicable. Short listed candidates will be called for verification of the original documents according to merit, availability of vacancies and reservation rules. 7.02 There shall be negative marking in written/online examinations and marks shall be deducted for each wrong answer @1/3 of the allotted marks for each question. 7.03 The syllabus for the written / online examination will be generally in conformity with the educational standards and/or technical qualifications prescribed for the posts. The Questions will be of objective type with multiple answers and likely to include questions pertaining to General Knowledge, General English / General Hindi, General Arithmetic, Analytical and Quantitative Skills and those subjects covered as part of minimum educational/technical qualifications for the post. The question paper will be bilingual i.e. in English and Hindi and the duration of the examination will be 1 ½ to 2 hours with approximately 100 to 150 questions. 7.04 The Railway Recruitment Board, at its discretion may hold additional written test(s) and/or interview/skill test if considered necessary for all or for a limited number of candidates as may be deemed fit by Railway Recruitment Board. 7.05 The date, time and venue of the written /online examination and Aptitude/Skill Test/ Interview will be fixed by the RRB and will be intimated to the eligible candidates in due course. Request for postponement of the examination/skill test/interview and change of center/venue will not be entertained under any circumstance. 7.06 Stages of examination are given against each post. Based on the performance of candidates in the examination, the candidates equal to the number of vacancies will be called for document verification in the main list. In addition 20% extra candidates are also called as standby candidates and they are considered for empanelment only if there is shortfall in empanelment from the main list. During document verification, the candidates will have to produce their original certificates. No additional time will be given and the candidature of the candidates not producing their original certificates on the date of verification is liable to be forfeited. 7.07 The appointment of selected candidates is subject to his/her passing requisite Medical Fitness Test to be conducted by the Railway Administration, final verification of educational and community certificate and verification of antecedent/character of the candidate. 8. MEDICAL FITNESS TEST:The candidates recommended for appointment will have to pass requisite medical fitness test(s) conducted by the Railway Administration to ensure that the candidates are medically fit to carry out the duties connected with the post. Visual Acuity Standard is one of the important criteria of medical fitness of railway staff. EX-SERVICEMEN CANDIDATES:This employment notice contains some vacancies reserved for ex-servicemen irrespective of their community. However, ex-servicemen may also apply against other vacancies not earmarked for them for which they will be granted age relaxation and fee exemption as indicated in paras 2.03 & 3.01 respectively. 9.01 The term Ex-Servicemen means a person who has served in any rank (whether as a Combatant or non-Combatant) in the regular Army, Navy or Air Force of the Indian Union but does not include a person who has served in the Defence Security Corps., the General Reserve Engineering Force, the Lok Sahayak Sena and the Para Military Forces; and 9.02 Who has retired from such service after earning his/her pension or 9.03 Who has been released from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension or 9.04 Who has been released otherwise than on his own request as a result of reduction in such establishment or 9.05 Who has been released from such service after completing the specific period of engagement otherwise than on his own request or by way of dismissal or discharge on account of misconduct or inefficiency and has been given a gratuity and includes persons of the Territorial Army of the following categories: (a) Pension holders for continuous embodied service (b) Pensions with disabilities attributable to military service and (c) Gallantry award winner. 9.06 For vacancies reserved for Ex-servicemen, an Ex-serviceman with 15 years active service in the armed forces with matriculation will be considered eligible to apply for the posts for which the minimum qualification is an University Degree provided the relevant certificate issued by the military authority is attached with the application. EXPLANATION: The persons serving in the Armed Forces of the Union, who on retirement from service would come under the category of Ex-Servicemen may be permitted to apply for reemployment one year before the completion of the specific terms of engagement and avail themselves of all concessions available to Ex-Servicemen but shall not be permitted to leave the uniform until they complete the specific terms of engagement in the Armed Forces of the Union. Ex-Servicemen candidates who have already secured employment under Central Government in Group 'C'/'D' will be permitted the benefit of age relaxation as prescribed for Ex-Servicemen for securing another employment in a higher grade or cadre in Group 'C'/'D' under Central Government. However, such candidates will not be considered against the vacancies reserved for Ex-Servicemen in the Central Govt. jobs. 9.07 Ex-Servicemen are required to clearly indicate all required particulars including community in the application form and enclose all documentary proof including Community Certificates in the prescribed format, as required. 9.08 A serving defence services personnel would become eligible for applying against ex-serviceman only when he completes the prescribed period of army services within a year from the closing date of this notification (i.e. 27.01.2009). 10. PERSONS WITH DISABILITIES (PWD) :10.01The suitability of a post for persons with disability has been indicated against each post. In case of some posts, certain vacancies are specifically reserved for them. However, they may also apply as normal candidates against the vacancies earmarked for their respective community i.e. UR/SC/ST/OBC, for those posts which have been identified suitable for persons with disabilities even if no separate vacancies are earmarked for them. 10.02Concessions: (i) Persons with disabilities are exempted from payment of examination fees irrespective of the fact whether the post is reserved or identified as suitable for PWDs. ii) Relaxation of 10 years in upper age limit - applicable irrespective of the fact whether the post is reserved or not, provided the post is identified as suitable for PWDs. In addition, the candidates belonging to OBC and SC/ST are eligible for normal relaxation of 3 and 5 years respectively. 10.03 Definitions of Disabilities: Definitions of categories of disabilities for the purpose of recruitment are given below: (a) Blindness: 'Blindness' refers to a condition where a person suffers from any of the following conditions, namely: (i) total absence of sight; or (ii) visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lense; (iii) limitation of the field of vision subtending an angle of 20 degrees or worse; (b) Low vision: "Person with low vision" means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device. (c) Hearing impairment: "Hearing Impairment" means loss of sixty decibels or more in the better ear in the conversational range of frequencies. (d) Locomotor disability: "Locomotor disability" means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy. (e) Cerebral Palsy: "Cerebral Palsy" means a group of non-progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal or infant period of development (f) All the case of orthopaedically handicapped persons would be covered under the category of "Locomotor disability or cerebral palsy." 10.04 DEGREE OF DISABILITY FOR RESERVATION: Only such persons would be eligible for reservation in services/posts who suffer from not less than 40 per cent of relevant disability. A person who wants to avail the benefit of reservation will have to submit a Disability Certificate issued by a competent authority as given in Annexure-7. 10.05 COMPETENT AUTHORITY TO ISSUE DISABILITY CERTIFICATE: The competent authority to issue Disability Certificate shall be a Medical Board duly constituted by the Central or a State Government. The Central/State Government may constitute Medical Board(s) consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing locomotor/cerebral/visual/hearing disability, as the case may be. 10.06 Visually Handicapped candidates/those candidates whose writing speed is affected by Cerebral Palsy can avail the assistance of SCRIBE for writing answers on their behalf. For engaging the SCRIBE, the candidate will have to suitably inform the RRB in advance as per Annexure-8. The engagement of SCRIBE will be subject to the following conditions: (a) The candidates will have to arrange their own SCRIBES at their own cost during the examination. Separate Admit Cards will be issued to the SCRIBES accompanying the Visually Handicapped candidates. Admit cards should contain the particulars and photograph of the SCRIBE duly signed by him/her. (b) The academic qualification of the SCRIBE should be one grade below the qualification prescribed for the post for which recruitment is being made. (c) The SCRIBE can be from any academic discipline different from that of the candidate. He/She should not have secured more than 60% marks in the qualification mentioned at (b) above. (d) The candidates as well as the SCRIBE will have to give a suitable undertaking (Annexure-8) along with the application conforming that the SCRIBE fulfills all the stipulated eligibility criteria for a SCRIBE as mentioned above. In case it transpires later that he/she did not fulfill any of the laid down eligibility criteria or there has been suppression of material facts, the candidature of the applicant will stand cancelled irrespective of the result of the examination. The Visually Handicapped candidate shall be responsible for any misconduct on the part of the scribe brought by him/her. The undertaking, as given in the Annexure-8, should be submitted by the Visually Handicapped candidates/candidates whose writing speed is affected by Cerebral Palsy, along with his/her application. 10.07 All one eyed candidates and VH candidates whose visual degree of disability is less than 40% shall not be considered as Visually Handicapped persons and the provision for engaging SCRIBE shall not be applicable to them. 10.08 All selected candidates will be subjected to medical examination by Railway Medical Authority at the time of appointment and only those conforming to the medical standards as laid down in the

Indian Railway Medical Manual and other extant provisions, as the case may be, will be eligible for appointment. Selection does not imply appointment in Railways. 11. SERVING EMPLOYEES:Candidates serving in any Government Department or Public Sector Undertaking including Railways should apply through proper channel or should apply directly to the RRB, with NO OBJECTION CERTIFICATE from the employer to avoid delay. The last date of receipt of applications in the office of Railway Recruitment Board will not be extended on account of any delay in transmitting the application by the concerned office. Where certificates are not in English/Hindi, self attested translated version (In Hindi/English) should be enclosed. The applications without the requisite enclosures will be rejected. Any of the above enclosures sent separately will not be entertained. 13.03 RRB may hold written / online examination anywhere in the country. The Centers allotted by RRB will be final and binding. 13.04. RRB reserves the right to conduct additional written/online examination/typing skill test/ interview/ document verification at any stage. RRB also reserves the right to cancel part or whole of any recruitment process at any stage for any of the categories notified in this Employment Notice without assigning any reason thereof. 13.05 The decision of RRB in all matters relating to eligibility, acceptance or rejection of the applications, issue of free Rail Passes, penalty for false information, mode of selection, conduct of written/online examination and interview, Skill/Aptitude test, allotment of examination center, selection, allotment of posts to selected candidates etc will be final and binding on the candidates and no enquiry or correspondence will be entertained by the Railway Recruitment Board in this regard. 13.06 Candidates finally selected are liable to be posted anywhere on Indian Railways, if required. 13.07 The Railway Recruitment Board is not responsible for any inadvertent error. 13.08 Any legal issues arising out of this Employment Notice shall fall within the legal jurisdiction of Central Administrative Tribunal Bench, Chandigarh. 14. IMPERSONATION / SUPPRESSION OF FACTS:14.01 No Candidate should attempt impersonation or take the help of any impersonator at any stage of the selection process. Otherwise the candidates will be debared for life from appearing in all RRB examinations as well as the debared from any appointment in Railways, in adition/legal action will be taken against the candidate. 14.02. Any material suppression of facts or submitting forge certificate/caste certificate by a candidate for securing eligibility and/or obtaining privileges including free travel for appearing in the examination shall lead to rejection of his/her candidature for the particular recruitment for which he/she has applied.
