SAILING INSTRUCTIONS 1. RULES 1.1. The regatta will be governed by !

The rules as defined in The Racing Rules of Sailing (2005-2008);

!

IFDS Functional Classification System 2005-2008 (updated November 2006);

!

IFDS Race Management Manual 2005-2008 (updated November 2007); and

!

The Sonar, SKUD and International 2.4mR Class Rules as changed by the following. – Appendix B (Alternative Rules of the Sonar Class) shall apply, – SKUD 18 Class Rules C.2.1 shall apply. Two centre line seats shall be fitted, and – Appendix K of the International 2.4mR Class Rules shall apply.

1.2. No national authority prescriptions will apply. 2. IDENTIFICATION 2.1. Each day while racing, boats ranking first, second and third in series scores at the beginning of the day shall display stickers of yellow, blue and red respectively. The Organizing Authority will supply the stickers and instructions for their use at the team leaders’ meeting. 2.2. The Organising Authority shall have the power to cause logos, flags, identification marks and the like to be applied to any part of any boat. Nothing caused to be applied may be changed or removed during the regatta without written approval of the Organising Authority. 2.3. Athletes may be required to wear bibs provided by the Organizing Authority. 3. CAMERAS & ELECTRONIC EQUIPMENT Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the Organizing Authority. 4. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located in front of the Administration Centre in the Venue. 2008 IFDS Qingdao International Regatta - Sailing Instructions

5. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 09.00 on the day that it will take effect, except that any change to the schedule of races will be posted by 20.00 on the day before it will take effect. 6. 6. SIGNALS MADE ASHORE 6.1. Signals made ashore will be displayed on the official flagpole(s) in front of the boat park. A signal displayed over a class flag applies only to the area or event so indicated. 6.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ for the racing area. 6.3. When flag Y is displayed ashore, rule 40.1 applies at all times while afloat. This changes the Part 4 preamble. 7. FORMAT The regatta will be fleet racing for each event. 8. SCHEDULE OF RACES 8.1. Two races per day are scheduled in each event, except on 15 May when there will be one race in each event. 8.2. The scheduled time of the warning signal for the first race each day is 13.00. 8.3. To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed and a single sound signal made at least four minutes before a warning signal is displayed. 8.4. On 15 May no warning signal will be made after 16.00. 9. EVENT FLAGS Flags will be as follows: Event

10. RACING AREA 10.1.

Attachment 1 shows which events are assigned to which racing areas.

10.2.

Attachment 2 shows the location of the racing area.

10.3.

The racing area will be within an exclusion zone described in Attachment 2. While a boat is racing, no part of her shall cross the boundary of the exclusion zone. The boundary ranks as an obstruction.

11. COURSES 11.1.

One trapezoid course will be used for the three events.

11.2.

Attachment 3 shows courses, course signals, approximate angles between legs, order in which marks are to be passed, and side on which each mark is to be left.

11.3.

SKUD 18s will sail on the outer legs of the trapezoid.

11.4.

Sonars will sail on a long windward-leeward course on the inner leg of the trapezoid.

11.5.

International 2.4mRs will sail on a short windward-leeward course on the inner leg of the Trapezoid.

12. MARKS 12.1.

Marks will be inflated cylindrical buoys; marks S1, S2 and S3 will be red.

12.2.

New marks, as provided in instruction 14.1, will be of the same shape and colour as the original marks.

12.3.

The starting marks will be the masts of boats flying orange flags bearing the word ‘START’.

12.4.

The finishing marks will be the masts of boats flying orange flags bearing the word ‘FINISH’.

12.5.

A race committee boat signalling a change in course is a mark as provided in instruction 14.2.

13. START 13.1.

Races will be started by using rule 26.

13.2.

The starting line will be between the starting marks.

13.3.

Boats whose warning signal has not been made shall keep out of the starting area.

13.4.

A boat starting later than four minutes after her starting signal will be scored ‘Did Not Start’ without a hearing. This changes rules A4 and A5.

13.5.

If a boat fails to start or breaks rule 30.3, the Race Committee will point flag X at her, make a sound signal and display her sail number. The boat shall immediately retire from the race. If she fails to do so she will be disqualified without a hearing and her score will not be counted. This changes rule A5.

14. CHANGE OF LEG OF COURSE 14.1.

To change a leg of a course, the Race Committee will, as soon as practicable, lay a new mark and remove the original mark, or move the finishing line.

14.2.

Except at a gate, boats shall pass between the Race Committee boat signalling a change of leg and the nearby mark, leaving the mark to port and the Race Committee boat to starboard. This changes rule 28.1.

15. FINISH The finishing line will be between the finishing marks. 16. PENALTY SYSTEM 16.1.

For SKUDs, rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.

16.2.

Appendix P will apply.

17. TARGETS & TIME LIMITS 17.1.

The target length for each race will be 50 minutes. The time limit for each race will be 90 minutes.

17.2.

Any boat failing to finish within 30 minutes after the first boat has sailed the course and finished will be scored ‘Did Not Finish’ without a hearing. This changes rules 35, A4 and A5.

18. PROTESTS & REQUESTS FOR REDRESS 18.1.

No boat need display a red flag. This changes rule 61.1(a).

18.2.

Protest forms will be available at the protest desk located in the Administration Centre. Protests shall be delivered thereto within the protest time limit.

18.3.

For each class, the protest time limit is 90 minutes after the last boat has finished the last race of the day.

18.4.

Notices will be posted about hearings in which competitors are named as parties or witnesses. Notices will be posted within 30 minutes of the protest time limit. Hearings will be held in the offices of the Protest Committee.

18.5.

Notices of protests by the Race Committee or Protest Committee will be posted to inform boats under rule 61.1(b).

18.6.

Breaches of instructions 2, 3, 10.3, 13.3, 20, 21.1, 21.2, 21.3, 22, 23, 24, 25, and 26 will not be grounds for protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the Protest Committee so decides.

18.7.

On the last day of the series, a request to reopen a hearing shall be delivered

18.7.1 within the protest time limit if the requesting party was informed of the decision on the previous day, or 18.7.2 no later than 30 minutes after the requesting party was informed of the decision on the day. This changes rule 66. 18.8.

On the last day of the series, a request for redress for a Protest Committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2.

19. SCORING 19.1.

Rule B8 shall not apply.

19.2.

Four races shall constitute a series.

19.3.

When fewer than five races have been completed, a boat’s series score will be the total of her race scores.

19.4.

When five or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

19.5.

To request correction of an alleged error in posted race or series results, a boat shall complete a scoring enquiry form available at the protest desk.

20. SAFETY REGULATIONS 20.1.

Each boat shall communicate her arrival at the racing area by passing close to the Race Committee signal boat on port tack. Boats not leaving the harbour for any of the day’s racing shall so inform the race office.

20.2.

A boat that retires from a race shall notify the Race Committee as soon as possible. The boat shall complete a retirement declaration form at the protest desk on return ashore.

22. SUPPORT BOATS Team leaders, coaches and other support personnel shall comply with the Notice of Race. 23. TRASH DISPOSAL Boats shall not put trash in the water. Trash may be deposited with support and Race Committee boats. 24. BERTHING Boats shall be kept at assigned places in the boat park or harbour. 25. HAUL-OUT RESTRICTIONS There are no haul-out restrictions. 26. DIVING EQUIPMENT & PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta. 27. RADIO COMMUNICATION While on the water, a boat shall not carry equipment capable of making radio transmissions or receiving radio communications, except for equipment provided by the Organizing Authority. This restriction also applies to mobile telephones. 28. PRIZES Prizes will be given to the first, second and third boats in each event. 29. DISCLAIMER Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not be liable for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 30. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of €500,000 per event or equivalent.
