This directive applies to military personnel assigned to the Headquarters, New York Guard, General Staff. b. This publication is directive in nature. These formats, and procedures will be followed, except when, in the judgment of the commander, exceptional circumstances dictate otherwise. 3. Scope. NYGD 1348.3 CHAPTER I AWARD ELIGIBILITY
1. Established Date. Personnel permanently assigned as General Staff since 17 June 2006, or as designated by the Commander NYG, are eligible for award, pursuant to the following requirements. 2. Immediate Wear and Permanent Award. Upon issuance of permanent orders and reporting for duty, the following are eligible for immediate wear and permanent award of the GS ID Badge: Commander, Deputy Commander, Chief of Staff, Deputy Chief of Staff, G1 through G6. 3. Authorization to Wear. Personnel are authorized temporary award of the General Staff Identification Badge while assigned to the Headquarters NYG General Staff. The badge is authorized for officers and E-9s assigned to authorized positions at Headquarters, New York Guard., after serving three months with a minimum of 85% drill attendance, or as designated by the Commander NYG. 4. Permanent Award. For permanent award of the GS ID Badge, personnel other than those identified in paragraph 2 above must have been assigned to the General Staff with at least two (2) years of satisfactory drill and annual training attendance. 5. Awarding Authority. Authority to permanently award the GS ID Badge is vested in the Commander, New York Guard, and is delegated to the Deputy Chief of Staff in accordance with above policy. Prior to permanent award, the COS will certify eligibility in accordance with Chapter II Responsibilities.

NYGD 1348.3 CHAPTER II RESPONSIBILITIES
1. Commander New York Guard. The Commander NYG has overall authority for approval of the GS ID Badge award. 2. Deputy Chief of Staff.
The Deputy Chief of Staff will;
a. Be responsible for the overall management of the GS ID Badge program. b. Prepare requests to Awards Section for temporary and permanent award orders of the GS ID Badge and obtain the Commander's concurrence and signature. 3. Each General Staff Section chief, will; a. Approve or Disapprove each individual under their supervision recommended for temporary or permanent award. b. In the absence of notification, advise the DCS of eligible personnel. c. 4. The G1, Deputy Chief of Staff for Personnel, will compute qualifying service time by providing the DCS with original assignment dates when the individual actually reports to the General Staff for duty, and provide attendance information.

NYGD 1348.3 CHAPTER III THE BADGE
1. Manner of Wear. Authorized military personnel may temporarily wear the GS ID Badge (see description below) while assigned to the General Staff, or upon permanent award orders. Military personnel will wear the badge centered on the right pocket of service shirt when worn as an outer garment, or service and dress coat. The badge will not be worn on the sweater, overcoat, raincoat, or field uniform. 2. Description of the GS ID Badge. The GS ID Badge (Figure 1) is the crest for Regiments and Separate Battalions of the New York Guard described as an arched wreath of the colors Tenne and azure the North Atlantic half world globe in vert and azure proper, surmounted by an eagle or rising with head argent armed and facing dexter, superimposed on a five-pointed silver star; with three vert enameled laurel leaves in each reentrant angle of the star. The star is 2 inches in diameter. The crest is that of the New York State Seal with the 1/2 North Atlantic Globe and down-turned wings from earlier state designs. The orange and blue colors in the wreathing are from the colors of the house of Nassau representing the original Dutch settlement in New York. The crest is as was used on the New York Militia hat badge from 1858 to 1903. The badge is based on the General Staff insignia with a Silver Star. The addition of the laurel leaves indicate achievement. 3. Authorization. The Certificate of Award, accompanied by permanent orders, constitutes authority for wearing the GS ID Badge as a permanent part of the uniform. Orders for temporary award constitutes authority for wearing the GS-ID badge only while serving in a GS TDA position, or until permanent award is made.
