Rs. 30,000/Rs. 4000/(minimum) Rs. 7,200/-
Total – Rs. 41,200/- per annum .: 1,85,400/- for 4.5 years course (excluding Internship) Fees – Rs. 1,80,000/- + 1,85,400/- = Rs. 3,65,400/-
THEY HAVE SUCH LUXURIES FOR 5,1/2 YRS AND IF THEY HAVENT EQUALISED WITH THE OPEN CATEGORY STUDENTS AFTER GRADUATION THEN DEFINITELY THE RESERVATIONS ARE NOT WORKING HERE!!!
AND IF THEY HAVE EQUALISED WITH THE OPEN CATEGORY STUDENTS THEN WHAT

study done by the IITs themselves shows that 50 per cent of the IIT seats for the SCs and STs remain vacant and for the remaining 50 per cent, 25 per cent are the candidates, who even after six years fail to get their degrees. So, clearly, in their case, reservations are not working.

Excerpts from Hon.Rajiv Gandhi’s Speech B P Mandal himself admitted in the report: “It
was rather disappointing to see that hardly any state was able to give the desired information.” Second, the Commission carried out a survey in 810 villages out of India's then total of 5 lakh. That's 0.00162 per cent! And how were these villages chosen? As Rajiv Gandhi put it: “They went on to arbitrarily select two villages and one urban block from each district.” Worse, and again let’s quote Rajiv: “The survey was conducted by junior government officials without any supervision or checking or validation by any high ranking or known sociologist.”

So shoddy is the research and the data thus derived that the Mandal commission is seriously flawed “Many castes that are listed in (this) list are forward castes and are scheduled castes,Brahmins are included, Reddys are included, Vokkaligas are included, Kammas are included, Lingayats are included, Gounders are included, Chettiyars are included. Are these backward castes? Do they need the help?
This is how 52 per cent has been derived.”
First set of data is from the cost indexing of 1891 and the census of 1931. As he asked: “We are talking about data which is

Excerpts from Hon.Rajiv Gandhi’s Speech
The three important sociologists involved with the Mandal Commission - Professors Roy Burman, Srinivas and Jogendra Singh declined the honour and have clearly said that they were denied any real opportunity to participate in the findings. Then Rajiv pointed out that the report is based on the work of a research and planning team “which met for only three days” and a second panel that met for five.
Rajiv's conclusion: “This means no specialist, no sociologist was involved with this report apart from these eight days in a period of 2 years.”
MANDAL COMMISSION’S CONCLUSION This
is the Commission's conclusion (para 11.27) about its own work: “In the end, it may be emphasised that the survey has no pretensions to being a piece of academic research.”
I strongly recommend this government read the 2 and half hour speech given in LOKSABHA. If nothing else, Sonia Gandhi should. Her late husband's views are enlightening. - KARAN THAPAR

NSSO, which is a government appointed body, has actually in its research in 1999 - which is the most latest research shown - that 23.5 per cent of all university seats are already with the OBCs. And that is just 8.5 per cent less than what the NSSO believes is the OBC share of the population. So, for a difference of 8 per cent, would reservations be the right way of making up the difference?
Parliamentary Committee on the welfare for the Scheduled Castes and Scheduled Tribes - says that looking at the Delhi University, between 1995 and 2000, just half the seats for under-graduates at the Scheduled Castes level and just one-third of the seats for undergraduates at the Scheduled Tribes level were filled. All the others went empty, unfilled. So, again, even in Delhi University, Are

Statistics show, according to The Hindustan Times, that overall in India, only 16 per cent of the places in higher education are occupied by SCs and STs. The quota is 22.5 per cent, which means that only two-thirds of the quota is occupied. One
third is going waste, it is being denied to other people.WHY?
Sukhdev Thorat, the Chairman of the UGC points out that today, at higher education levels - that is all universities, IITs and IIMs - there is already a 1.2 lakh vacancy number. 40 per cent of these are in teaching staff, which the IIT faculty themselves point out that they have shortages of up to 30 per cent. Given those two constraints,
can you increase the number of seats?
THE FACTS 1. There is existing social inequality in India. There are some who get less opportunities. 2. Affirmative action is needed to benefit this lot of people and bring them out of their poverty 3. Reservations have a great potential

HAVE RESERVATIONS REALLY FAILED THEIR PURPOSE? In
1953, the Kaka Kalelkar commission found 2399 castes and communities to be backward In 1989, the Mandal Commission found that the number had been increased to 3743 In 2005, the number was found to be 4418
The number of backward castes have only increased
Not a SINGLE community has been taken off the backward list!!!
BUT WHY? The founding fathers of our nation predicted that reservations would be required for just 15 years.
Reservations have been in place for 60 years now, and have permeated all spheres of modern society.
Now three generations have elapsed, yet reservations seem to be just increasing, instead of being phased out.
Who should benefit from reservations?

DEMANDS (A) Immediate: 1.Review the provisions of the Mandal Commission •
The Mandal Commission report is more than 26 years old now.
• The statistics are 75 years old! • India has gone through a sea change in just the last 15 years • Fragments society into different castes, and does not look at individuals as individuals • “Castes/classes where participation of females in work is at
least 25% above the state average” are backward classes
The government must prove that the Mandal commission has worked, and will continue to work
DEMANDS (A) Immediate: 2. Review by an apolitical representative commission •
Politicians cannot be trusted; Too many vested interests
• Must include intellectuals from all sections of society • Must review the need and effect of reservations every 5 years
Will ensure that reservations are applied efficiently, appropriately and keeping the benefit of the Indian nation in mind
DEMANDS (B) Short term: 2. Reservations have no place in institutions of excellence • Their purpose is for cutting edge technology and development, which is only possible if merit is not compromised • These institutions will be accessible to only those with demonstrated merit, whichever section of society they may belong to.
DEMANDS (B) Short term: 3. Reserved category students avail of reserved seats only: •
Will ensure adequate representation of backward sections
• At the same time, seats available to the open category are not compromised • Currently, 20% of open category seats are taken up by reserved category students
DEMANDS (C) Long term: 1. Improve quality of basic education: •
This is the only means of meaningful social uplift
• All the other methods are merely cosmetic, and temporary
SUGGESTIONS 1. Commission must specify criteria for reservations: •
The criteria must be very specific, based on current data
• Individuals without merit OR without lack of opportunities MUST be kept out through specific, verifiable criteria • System of anonymous appeal and stringent punishment against those misusing reservations through false documentation
