News Bar - As it happens !! 15.26% avails 27% Quota in Himachal Himachal Pradesh government has decided to increase the income limit of the creamy layer of Other Backward Classes (OBCs), from Rs 2.5 lakh to Rs 4.5 lakh per year. Apex court serves to government on quota creamy layer; Bench wants to know why definition of privileged was changed. The Supreme Court sought a reply from the Centre on a batch of petitions challenging the move to raise the annual income ceiling for the creamy layer among the OBC candidates, seeking admission to central educational institutions, from Rs 2.5 lakh to Rs 4.5 lakh. Reservation has to be finished now: HC Plurality of seats must for reservation: SC In a significant ruling, the Supreme Court held that for reservation to apply there must exist more than one post/seat. Youth v/s Experience We debate about youthful vigor v/s experience. Lets take the case of Tendulkar. He was drafted into the Indian cricket team at the age of 16. Let's suppose there is only one vacant position and for that Kapil Dev and Tendulkar are pitted against each other. Whom should we take? Normally people say that it depends on the opposition. However there is no clear answer provided to this question. Look at the above picture carefully. Now look away and try to draw it. Not so easy, is it? Let me explain why it is so. Brain builds concepts called schemas. Schemas are mental moulds into which we pour our experience. By adulthood we have built countless schemas that range from knowing how to tie a knot to our concept of love. When we talk about the need for experience, we mean to say the ability to make sense of our experiences and use that to deal with situations. The Devil‟s tuning fork is an impossible object. It is

not easy to draw just by say one look because we have no schema for such an image. So all our experience of things is useless here. The same goes with the youth v/s experience debate. In the dynamic world of today situations arising are of very complex nature. So much so that we are facing situations never ever seen or foreseen. In such a situation, both youth and the experienced are on the same platform. Herein, the youth tends to score a point because of the openness of mind. The experienced person tries to place the situations as per his experiences and tries to deal with it. Many a time he realizes that the solutions don't work & that he has to think afresh. However a lot of time, effort and energy is wasted. The youth has no such schema. So he goes for the kill immediately. This explains Lawrence Bragg getting a Nobel prize at the age of 25, or a chess player becoming a grandmaster at the age of 13. All said and done, there needs to be a mix of both youth and experience. Experience definitely gives

Saviors of the creamy layer The Ministry of Social Justice and Empowerment has done what it considers politically opportune and what is the main occupation of the political bosses, who refuse to think beyond the next election. In an elite-oriented system of governance it surprises no one that the union cabinet has raised the upper limit of the creamy layer in the context of OBC reservations.

Apparently, the union cabinet is more worried about those in the income range of Rs.2.5 lakhs to Rs.4.5 lakhs. In fact it filed an affidavit in the Supreme Court that many elected representatives demanded the limit raised to 25 Lakhs! What a concept of „equality of opportunity of access and success‟ in a country with a population of over 30 crores classified under the BPL category! The existence of the National Commission for the Backward Classes (NCBC), which recommended raising the limit, has come handy for the Ministry and the government. Commissions of this nature are always ready to substantiate the desires of the politicians through „professional support and expert advice‟! The present case is just one of the umpteen other examples. Media reports do point out the impending elections as one of the motivating factors responsible for this decision. However, media has shown no inclination to analyze the situation and educate people on the untenability of the supportive CRUSADER

logic put forward by the NCBC or the government. The creamy layer „uplift‟ comes in the wake of certain alarming facts that are regularly documented by various agencies and do deserve some consideration. An UN assessment published recently indicates that India would not be able to reduce the number of its hungry by half even up to 2015. Several other Millennium Development Goals would also remain unattainable for India. 46% of India‟s children are malnourished which is not unexpected when 27.5% people are classified under „below the poverty line‟! The projected target to reduce it to 18.75% appears distant. How will these people and their children compete on par with those earning around Rs 4.5 lakhs per year? Clearly, the Congress party, under pressure from within and also from its allies who survive on caste politics, pretends to help the poor and the weak under an astonishing definition of the creamy layer. The NCBC claims huge support for enhancing the upper income limit. To judge the veracity of the claim, talk to common people in villages and towns who are not the beneficiaries of the Sixth Pay Commission, and they would tell you the real story. The enhanced limit is just another way of circumventing the spirit of the Supreme Court

J.S.RAJPUT directive that the creamy layer has to be excluded and only those who genuinely deserve state support should get it. Government was not in favour of even defining a creamy layer. It has found a via media. Now, this layer between Rs.2.0 lakh to Rs. 4.5 lakh will practically reap all the benefits and those unlucky enough to remain below Rs. 2.5 lakh will practically be no where. Let it also be known that such a data will never be published by the government. The UPA government has played havoc with schooling and higher education for over four years in the name of helping the poor, downtrodden and the destitute. At present, in the MHRD, for every problem in education, he only solution is reservations, more reservations and still more reservations. It is all for the benefit of the Aam Aadami! Further, at no stage; minorities could complain that they were not being given generous dose of supportive proclamations. After all what is the harm in making announcements? It is another matter why minority concentration areas were never provided with functional schools, vocational centers and teaching learning materials in the mother tongue of the children for all these years? They were given the great Sachar Committee Report to rejoice and live under the illusion, once again, that something substantial will really be done for them!

One wonders how many of the minority community (read Muslims0 are still not disillusioned with the innumerable measures announced for their benefit! What advantages have come to the Muslim Community because of the Sachar Committee Report? At least the Muslim friends and families I know could not tell me even a single one!

The OBC reservation „Card‟ is another political misadventure, like the farmers‟ loan waiver scheme. If there were any doubts earlier, the newlydefined creamy layer should not leave even an iota of doubt about it in any one‟s mind on how the real interests of the weaker sections are sacrificed at the alter of the „next election

syndrome‟ which limits the total thinking and „vision‟ of the decision makers. Even apparently right-looking decisions are twisted and truncated in the process of politicizing every aspect of governance. Take the recent decision to ban smoking practically everywhere except within one‟s own home. One would like to support it in principle but the manner of its proposed implementation reduces it to another gimmick being played by the political bosses. Harassment of the ordinary would gain new dimensions. Another avenue for corruption opens up. If the concern of government was indeed genuine, it would have improved upon the functioning of its health schemes and improved the infrastructure in health centers in the rural areas, which have been languishing for ages to get equipments, doctors and medicines!. This is one of the many sectors that have seen no improvement at least during the last four years. Who could remind the central government that the best government is one

that governs the least! After six decades of independence, it is time to seriously conduct a scientific assessment of the impact of reservations. Political exploitation of reservations takes place across the board. When political intents overshadow every other concern, it sends disturbing signals all around! Gandhiji wanted the last man down the line to be in focus, the present government thinks of the one who could tilt the balance in its favour at the cost of the really weak and deserving. As for the expectations of political dividends are concerned, this venture is also slated to meet the same fate as of several other adventures launched over the recent past.

The battle against terrorism needs to be fought at different levels. Firstly, we need to improve our intelligence, the internal security, the crisis/ disaster management forces, modernization of defense forces and their arms with proper coordination amongst various systems and between Centre and the states. Secondly we need to create awareness amongst all citizens. The fact that terrorism has no religion, no national identity, no class needs to be emphasized feeling of brotherhood and love needs to be promoted amongst all religions and all nations. We must not allow anybody to divide us on the basis of caste, religion or region. Thirdly, we must keep the

I feel that a separate course in universities should start on Terrorism. Students should be researching on various subjects related to terrorism. We should go into the deeper roots and causes of terrorism and the thought that terrorism has its root in Nationalism needs to be carefully looked into. Fourthly, the political class today is probably the worst since our independence. We need to develop an army of young dedicated politicians. In every state a college to train such politicians may be formed with a

course of 3-5 years in order to prepare them for working at grass root level , improving communication skills, leadership qualities etc. The big corporates may come together to form a corpus fund for such a project. Lastly, the evil forces and the negative energy like terrorism needs to be overpowered by positive energy . We need to promote feelings of love, brotherhood, peace, spirituality , happiness & bliss. As we all know darkness can only be removed by bringing in Light and not fighting with it. This is the ultimate and most essential thing to let tranquility and happiness prevail on this earth. .

Aarushi, the poor girl, Met, a mysterious end. No dear ones to mourn, But, commercial mourners in plenty. Dead in her own closet, Was found the poor girl; By hemlok lover parents With a big question mark Parents cried out their pain, Were they parents? Doubt lingers. Was she taught about SANSKARS? Or walk to talk. Certainly not. Then, who is to blame? Aarushi was the poor girl, But poorer were thy parents: Who have nothing to give her She lived dangerously with snakes and scorpions, If the insect stung, who stand to blame? The mother cannot control the wind, The time passes by uncared. Humming goes in fire, Can one tame the time and winds? Oh! No, Why control it not before it flows, Poor Aarushi! The world is full of vultures. Land safely, cut their wings, Before they stretch their treacherous designs, If not so Millions of Aarushi will meet, Their poor sister Aarushi. Always love with care. Salute the spirit of Mumbai ? As the fresh blasts rocked the financial capital of the country, Spirit of Mumbai has once again "defeated" the motive of terrorist to create painic. Even after 24 hours of the attack, battle is till going on at Trident Hotel and Nariman House (28th November, 00:33 hrs IST) but Mumbai woke to the morning of the 27th with the same spirit as it has always does. As I was reading the newspaper to get the latest updates, I got a call from my colleague asking whether office will remain open ? I called up and was told that my office is open. Few of my friends offices' declared holiday and so they enjoyed it watching latest flicks on DVD. I reached my office and there was an announcement of "Proud to be Working today". It gave great "solace" to my heart. There were few people chatting about the terror attacks that hit the city last night and few of them were visiting website and watched news channels to find the latest update on the encounter between security personnel's and terrorists. As usual media was trying to give its latest updates by telecasting the "old footages" and repeating the same stories and few lines again and again. They asked a wounded man, who was hit by bullet and running for help to show his

wounds on camera and interviewed family of deceased and asked questions like: Where do they belong to? When they are planning cremation and many other irrelevant and illogical questions but then that is expected of our media houses who are trying to get more viewer-ship. After all this is also part of spirit of Mumbai. I saw many people in the campus listening to music, discussing latest movies, having pastries and giving weird views and comments on the latest development at the battle ground in South Mumbai. A lady commented after the news of chief chef being killed in Taj Mahal Hotel, Are the terrorists fool, who will cook food for them? and entire group of hers laughed loudly on this comment. As I was returning back to my home, I observed that people have no fear and were carrying on with their usual business with great "callousness". This is called Spirit of Mumbai. Well I just beg to differ and I call this INSENSITIVENESS and APATHY. The phrase "Spirit of Mumbai" has just become hollow in last few years and it just "sounds nice" when we hear these days. The same chronology was followed as in many of the terror attacks that have hit the country in last few

months. PM and inept Home Minister condemned the attack. It was good to see PM addressing the nation "after 18 hours" of the attack. Now in next few days a probe will be set in, we will await the results till the next terror strikes. Meanwhile, everyone hailed the spirit of the city and its resilience. It does take a great deal of courage and a soul of steel to go back to work the next day after an attack like this. But you were at the work because you have no other option. You don't have time to pause and think. An email is circulated that "Terrorists, you cannot defeat us". But let me tell you, my friend that if 150 people of your city have been killed because they were at wrong place and at wrong time-- and you still get up early in the morning and behave as nothing has happened, Sorry to say that-You are already defeated!! The enemy has broken your spirit and has won over your soul. The enemy has subdued the rage that should boil over and it has taken the tears from your eyes that should flow. The same soul will pretend as nothing has happened even when we as a nation will loose our identity, when we will be balaknized. This fatalism will ultimately lead us nowhere.

I read one interview of Sir VS Naipaul where he says that-"I feel all of this tells people that they should be defeated again, it s good for them to live with defeat, and that somehow beauty comes out of defeat. I don t think beauty comes out of defeat, I think the Indian wretchedness comes out of the Indian defeat, and this idea of experiencing is utterly wrong. I don‟t think the Sanskrit texts pre the Muslim conquest, dealt in this kind of negation. I think this negation has come with the years of squalor and defeat. Defeatism, denial and helplessness have become the defining Indian traits and this is the battle that needs to be fought."

There is need to send the Spirit of Mumbai on a vacation and it should not come back unless government has taken concrete measures to protect the citizens. I as a citizen of the country don't feel safe in

my country. It feels that anyone can come from anywhere and kill people at will. I don't want condemnation of attack but some concrete steps. I don't want reaction but some sort of action. Can my government guarantee that? If not then let Defence take over the reign of this country because our politicians have become spineless and eunuchs like millions of us. Lightning candles, observing silence, changing display pictures etc is not going to help. Neither government nor future attackers are going to see it. One thing is for sure that I am not going to do this thing. I want my conscience to continuously pinch me till I do something. As a blog post on Bharat-Rakshak by Sbajwa acidly says, They have attacked Red Fort, wives and children of Army personnel, Parliament, Stock Exchange, Educational institutes and professors, Amarnath/ Ayodhya/Sankat mochan/ etc temples, mosques, bombs in buses/trains/ streets. What is left? I guess they will have to start exploding bombs atop Himalaya or Ganga to get Indians to wake up and do something." Indeed. Does your conscience pinch you? If yes then let's come together and

pressurize our government to take some strong and bold steps. This can perhaps be the first step towards the long journey that citizens of this nation need to start. I would prefer to die after killing an enemy of nation than being killed on a street as a mute victim. Remember, Patriotism is not short, frenzied outbursts of emotion, but the tranquil and steady dedication of a lifetime.

Techniques for action 1. M

Countries across the world condemned the Mumbai terror attacks & showed solidarity and support during these trying times. Peace is desired by one and all.

Concentration of i n d . Our brain is the Master computer of our body. It is well known that brain cells like other body muscles, need regular exercise to keep healthy and working. To concentrate effectively you are to sustain your attention for a longer time and without any outside distraction. It will be much better to maintain emotional balance during this period to concentrate for a longer period on one project in hand. 2. Try to know what motivates you. Most of the intellectuals, businessmen know what makes them to know the correctness of the idea. They know what it takes to get the creative thinking flowing. They know how to bring their passion and create the energy needed for the project. They make their self-assessment what they enjoy and what motivates them and then find opportunity to avail the chance. Motivation of one‟s mind is very important and useful for completion of any type of work or project in hand. 3. Self-confidence. Self-confidence is very important part of our mental ability, which reflects assessment of our self -worth. It plays important part in the area of Selfmanagement. Selfconfidence permits you to take all types of risks in life,

as you have enough confidence in your own abilities to be sure that you can put the wrong things to right. 4. Have a strong desire towards action. Planning and creating situation is essential for action. When the right time comes to act, then the performer goes for its full action. This type of person is aware of how much time they devote to complete the job, and he/she feels pride of such action and feels very much satisfied from his/her success. 5. Use your happiness and love for life. Success is moving towards the goal while being content and grateful for what you have to day. Use your happiness and love for life as springboard for even more success every day in future. Suck your dreams with gifts you have given now and don‟t put happiness off until something “better” than before knocks your door. 6. Habits We change ourselves and our environment to attain maximum comforts of life. It is the effort that goes into these adaptive processes that forms habit. The habit can be in good sense and it can be in a bad sense. The habit is intended to prevent us from constant experimenting and risk taking in our daily life. Actually when we get used to something, we get used to

follow that habit. 7. Use success to boost your courage. You must celebrate your large and even small victories achieved by you with your hard work. It will boost your confidence and help you to be successful in even hard tasks. Peak perfumers do celebrate all types of successes in their life. They seek opportunities to reinforce their efforts so that they are continuously motivated and stay on track to perform at higher levels with high risks involved. 8. Realize that life is a DoIt-Yourself Project. Most of the successful people in life don‟t wait for anyone help them, or to train them. They of course seek help as needed, but first and foremost they take on pledge “ I must help myself first approach to life”. They realize that success begins and ends with them, and that they must take the initiative in helping themselves first. In learning driving you are to get little training and then you are to do it yourself to be a successful driver. .9. Life is short, so take full advantage of this. Life is unpredictable and is of short span. It is to be lived to day, in the present. Most of the peak performers carry a continual sense of morality around to remind them to remind

them from time to time that every second of life is precious and so we should utilize it up to the maximum. It will be the best effort to change every second of life into success of your activities and completion of your goals in life. 10. Always get ready to act. Successful people in life are mentally prepared all the time to avail the chance, and put all efforts into action to achieve the target. They purposely take time before any “act” to mentally, physically and also emotionally get ready so that they can operate optically for that special moment. 11. Responsibilities. If you are a student, then you are responsible for the submission of home assignments, regular in attending the classes and paying respect to your teachers. Suppose you are an em-

ployee in any organization, then you are responsible for the completion of daily activities, obeying the orders of the senior staff and issuing proper instructions to the staff working under you. Prioritizing of activities is very important function of being organized. It is another method, which puts you in control of your responsibilities towards your work in the organization. 12.

Self – awareness. People are viewing a blurred picture; those who are passing their day just like a racecar driver. You cannot slow down to see the new opportunities. This does not mean to move slowly, but to create mental state of mind, so that you have clarity over the day. You can create this clear focus by starting the day and each activity with time and clear purpose. Most of the successful people are aware of the peak time of the day for their perform-

ance. 13. Understand yourself and stop Procrastination. Best performer decides to have the mental discipline it takes to make decision, to hold themselves accountable and also minimize the number of tasks that they forget about. If you ignore something you must do is actually a decision you made not to do it. They assess in reality what is possible and note down these tasks in there „To do Diary‟. Identify your causes of procrastination and start fighting with them from now. Wish you a merry Christmas and a very happy & prosperous new year Welcome to the fourth issue of YFE Crusader. I am pleased to mention that, we have reached to the 4th edition and with confidence I can say, the vast response of contributors will certainly take this initiative to a new height. I am hopeful that this paper will serve its purpose in uniting more and more people to fight against caste terror. Caste clash in Rajsthan and MNS violence in Mumbai should be an eye opener for casteist forces, those who use caste for their narrow political gains. Perhaps this caste based politics has given birth to MNS, whose

action has been proved as a threat to national integration. But if we see it from another angle, activities of MNS activists are not at all different than the casteist politicians. The only difference is, MNS violence led to instant reaction, on the other side the caste based reservation will give its result in long term. Let‟s not forget the similarity between casteist politicians who use casteism as their vote bank and MNS, who use Regionalism as their vote bank. Days are not far, if this situation continues, all of us will witness our nation‟s disintegration without any doubt. Lets all join hands against caste based division to take this nation ahead.

I appreciate the comments laid by Hon'ble court. It's a handful of educated intellectuals in India who are driving the country... rest all are there to create obstacles in whatsoever way on the road of progress for the country.

The time has come to think about the creamy layer among Scheduled Castes and Scheduled Tribes and their gradual exclusion from quota benefits, said Chief Justice of India K G Balakrishnan, the first Dalit judge to occupy the highest post in the judiciary.
