1. Yes, the City of Tarlac is aware in the Human Trafficking Policy which was adopted on August 01, 2011. However, there are still some threats, violence, and exploitation that happened. But, from the time this ordinance was implemented at least this kind of violation was reduced. 2. Yes, but the record is low. 3. The reason why this ordinance was implemented to value the dignity of every human person in the City of Tarlac and to guarantee the full respect of industrial rights. The City Government of Tarlac want to give highest priority in the promotion of human dignity and protect our constituents from any threats, violence, and exploitation. 4. They have three (3) barriers that I can say: 1. Enforcer – they should be more effective in enforcing the policy. 2. Owner of Business – they should hire qualified and competent employee rather than accepting minors to be a bellboy or security guards of identified inn in the City of Tarlac, or victims, which serve as pimps or bugaw, etc. 3. Parents / guardians - they should give proper care to their children 5. None, however, academe such as Tarlac State University specifically in the Center of Gender and Development conducts studies in the issues of trafficking under the jurisdiction of the City of Tarlac.
