Willkommen bei WASME- UNIDO in Wien Sehr geehrte PartnerInnen Kleiner und Mittelgroßer Unternehmen ! Wir freuen uns, Sie informieren zu können, dass im November 2006 Ständige Büros der WASME – Weltorganisation für Kleine und Mittelgroße Unternehmen am Sitz der UNIDO – United Nations Industrial Development Organization in Wien und in Budapest eröffnet wurden. Die Ständige Delegation der WASME bei den Industrial Board Meetings und bei den General Conferences der UNIDO wird zu den Organisationen der Vereinten Nationen sowie zur Europäischen Union und deren diplomatischen Vertretungen, zur Europäischen Investmentbank (EIB) und zu anderen Finanzierungseinrichtungen, deren Wirken für die Kleinen- und Mittelgroßen Unternehmen (KMU) von Bedeutung ist, engen Kontakt pflegen. Die Serviceleistungen des Ständigen WASME Büros in Wien können nicht nur von den Mitgliedsorganisationen der WASME in Anspruch genommen werden, sondern auch von der Privatwirtschaft, die ihre Projekte mit den Fachabteilungen der UNIDO diskutieren und in ausgewählten Ländern der UNIDO verwirklichen möchten. Diese kleine Broschüre enthält weitere wichtige Informationen über die Möglichkeiten der Zusammenarbeit mit den WASME Büros in Wien und Budapest, sowie Anregungen zur Finanzierung der Expansion und Internationalisierung und des globalen Informations- und Wissensmanagement. Dear Partners of Small & Medium Enterprises, We are pleased to advise that from November 2006, a Permanent Representative Office of WASME - World Association for Small and Medium Enterprises to UNIDO - United Nations Industrial Development Organisation has been established in Vienna. The Permanent Delegation of WASME to UNIDO Industrial Board Meetings and General Conferences will liase with UN Organisations, specifically with UNIDO, with relevant Institutions of the European Union and Delegations thereto, the European Investment Bank (EIB) and other financial institutions, whose activities are of importance for Small and Medium Enterprises. Our Services are available to the Privet Sector of the European Industry and Members of WASME who seek effective contacts with the relevant divisions of UNIDO to discuss and implement projects in selected Member Countries of UNIDO. Our small brochure contains more interesting information on the various possibilities of co-operation with the WASME offices in Vienna and Budapest as well as recommendations regarding the financing of SMEs on their way to expansion, internationalisation and global information- and knowledge management. Willkommen in Wien Mehr als 99 Prozent der fast 40.000 Wiener Arbeitgeberbetriebe in der gewerblichen Wirtschaft gehören zu den sogenannten Kleinen und Mittleren Unternehmen – sie bilden mit ihrer hochqualitativen Arbeit das Rückgrat der städtischen Wirtschaft. Um diese Kleinen und Mittleren Unternehmen zu unterstützen, hat die Stadt Wien zahlreiche, sehr spezifische Fördermaßnahmen entwickelt. Die Programme des Wiener Wirtschaftsförderungsfonds WWFF und seiner Töchter, wie etwa das Zentrum für Innovation und Technologie ZIT sowie die Kreativ-Förderagentur „departure“, sind eigens auf die Bedürfnisse der Wirtschaft zugeschnitten. Ein wichtiger Aspekt dabei ist auch die Internationalisierungsförderung, mit der die Stadt die hier ansässigen Klein- und Mittelbetriebe bei der Erschließung globaler Märkte unterstützt. More than 99 percent of the nearly 40,000 trade and business companies with employees in Vienna are small and medium enterprises. Their high-quality work forms the backbone of the city’s economy. The City of Vienna has developed a large number of very specific measures to support these small and medium enterprises. The programmes of the Vienna Business Agency (VBA) and its subsidiaries such as the Center for Innovation and Technology (ZIT) or „departure”, a funding organisation in the field of creative industries, are tailored to the needs of the economy. I would also like to point out that the City of Vienna supports small and medium enterprises in entering global markets. As Mayor of Vienna I am particularly happy that WASME, the World Association of Small and Medium Enterprises, has decided to establish a permanent representative office in our city. Kleine und Mittelgroße Unternehmen going Global Vorwort des WASME Repräsentanten in Wien und Budapest In der international vernetzten Wissensgesellschaft des 3. Jahrtausends treten auch die Kleineren und Mittelgroßen Unternehmen, die KMU, in die globale Welt der „Verteilten Fähigkeiten” (distributed competences) ein. In nahezu allen Ländern der Erde sind Güter und Dienstleistungen von hoher Qualität bei tendenziell sinkenden Preisen verfügbar. Die Wahlmöglichkeiten der Konsumenten steigen von Jahr zu Jahr. Für die Internationalisierung der KMU sind insbesondere zwei Instrumente Grundvoraussetzungen für ihre nachhaltige Entwicklung: Sie müssen über das geeignete Werkzeug verfügen, um externe Informationen, Wissen, KnowHow, ihren Bedürfnissen entsprechend zu nutzen zu können. (z.B. Breitband - Kommunikationssysteme verändern grundlegend die Art, wie Organisationen miteinander kommunizieren und Unternehmen ihre Transaktionen abwickeln. Ihr Einsatz muß in naher Zukunft allerdings noch an die Möglichkeiten und Bedürfnisse der KMU angepaßt werden).Ein neu zu entwickelndes Informations- und Wissensmanagement muss die Diffusion, das „Eindringen” des Wissens in die Köpfe der Belegschaften der Unternehmen (und deren Geschäftspartner) auf möglichst kurzem Weg ermöglichen, um zusätzliche Werte zu schaffen. Es stimmt optimistisch, dass derzeit bereits etwa 30% aller international gehandelten Produkte und immerhin 10% aller Auslandsinvestitionen von KMU stammen. Die Georgia State University hat kürzlich in einer Studie ermittelt, dass seit dem WK II. mehr als 50% aller Innovationen und gar 95% aller „radikaler” Innovationen z.B. in der Elektronik, Medizintechnik und Gentechnik von Einzelerfindern und KMU stammen. Bedenkt man, dass In nahezu allen Ländern der Erde 95% aller Unternehmen KMU sind, dann kann man das gewaltige Potenzial ermessen, mit welchen die KMU in naher Zukunft zu Wohlstand, Beschäftigung, Bekämpfung der Armut in den am wenigsten entwickelten Ländern beitragen werden. Die Internationalen Organisationen, wie die UNIDO und die Ständige Mission der WASME – der Weltorganisation der KMU unterstützen und fördern das Informations- und Wissensmanagement mit einer Reihe effizienter Programme und Serviceangebote. Small and medium enterprises going global From the desk of The Permanent Representative WASME in Vienna New factors of production and sources of competitive advantages such as various innovations drive the information and knowledge economy in our third millennium. Concerned are practically all industries and all enterprises independent of their size. For instance, a laptop, a car or a handy are not produced by one single person or a singly company, co-operative networks are fast becoming the basic units for innovation and production, among them a huge number of Smalland Medium Enterprises (SMEs). They are embedded within information networks communicating with supply chains, technology transfer organisations, share holders, managers, investors, which all contribute to the corporate information and knowledge. Information management and knowledge networks can be seen as concepts permitting the way between supplier and user of information to be shortened. SMEs are entering the new global world of “distributed competence”, i.e. the notion that pent-up capacity and capability in many areas around the world are now more available, initially at lower cost, but with increasing competence as these capacities are used and absorbed by users. In order to integrate these external resources, two instruments are required: Firstly, the SME must have access to appropriate tools to stock the external knowledge according to is needs, Secondly, it must develop a new information and knowledge management process by assuring an optimum diffusion of this knowledge to its staff (and networking SME business partners) in order to exploit the information and generate added value. It is fascinating to note that already now, 30% of all internationally traded goods and services and at least 10% of all FDIs – Foreign Direct Investments are been generated by SMEs. Georgia State University in a recently published study estimated that since World War II more that 50% of all innovations and even 95% of all „radical” innovations, e.g. in electronics, medicine techniques and genetic engineering originated from single inventors and SMEs. Considering the fact that in most Countries of the world approximately 95% of the enterprises are SMEs, one can imagine the huge potential of SME’s contribution in the nearer future to economic growth, employment and alleviation of poverty in the less developed Countries.

(e.g. Broadband communication systems offer a real possibility for fundamental change in the way that distributed organisations interact and intercompany transactions are carried out. But their use has to be tailored to SME capabilities and needs.) Our Mission:

Establish itself as the premier international organization advocating the interests of small and medium enterprises (SMEs) at relevant international fora, before all national, regional and international bodies and with leading media that shape public opinion. Perform as a strategic resource for SMEs and the organizations that represent them world-wide, with focus on those in developing and less developed economies. Facilitate access of SMEs to know-how and best practices, through training, technology transfer and other business development services that will enable SMEs to develop their techno-economic capability, modernise their management skills, support proper use of the intellectual property system, improve their information system and knowledge of e-business. Foster international cooperation, encourage SMEs‘ linkages among SMEs and Governments, institutions, initiate formation of business alliances; and create mechanisms to facilitate costeffective international networking and international trade opportunities for SMEs to enable them to reap the benefits of globalization. Provide leadership and be a catalyst for building a supporting and synergistic network of civil society institutions so as to make SMEs competitive, sustainable, environmentally friendly, socially responsive, culturally sensitive and ethical in their business relationships.

WASME VIENNA hat gemeinsam mit Börseexperten die Initiative „IpoConsult“ mit dem Ziel ins Leben gerufen, seinen Mitgliedsunternehmen Börsegänge ohne finanzielles Risiko zu ermöglichen Sponsoren von WASME VIENNA übernehmen sämtliche einmaligen IPO-Kosten und reduzieren so die finanzielle Belastung für kleinere und mittelgroße Unternehmen (KMU).

The implementation of the „Entry Standard“ at the stock market in Frankfurt and the „Mid Market“ in Vienna for Initial Public Offerings (IPOs), i.e. Going Public of young, fast growing enterprises in the phase of expansion has significantly encouraged the access of the Small and Mid-Caps to equity capital. WASME VIENNA together with IPO experts from Germany and Swizerland have initiated the programme IPOCONSULT aiming at the support of SMEs to undertake IPOs without financial risks. Sponsors are pre-paying the cost of IPOs provided that the applicant would qualify. The Entry Standard is open to all companies seeking to include their shares in trading with reduced formal requirements. It is a particularly attractive option for young and established small to mediumsized companies. Private equity and venture capital investors can use it as an exit route. Within the Open Market, the Entry Standard offers increased visibility and a showcase for companies that voluntarily agree to provide the market with more information. For companies, this is reflected in reduced regulation and limited transparency requirements. For investors, it means accepting a higher risk profile compared to investing in EU-regulated markets. The shares of companies listed in the Entry Standard are traded on Deutsche Börse’s established platforms: the floor of the Frankfurt Stock Exchange and the pan-European electronic trading system Xetra®.
