ELECTRONICALLY FILED 4/4/2007 THIS IS A VIRTUAL DUPLICATE OF THE ORIGINAL HARDCOPY SUBMITTED TO THE COMMISSION IN ACCORDANCE WITH ITS ELECTRONIC FILING INSTRUCTIONS Ms. Karen Geraghty, Administrative Director Maine Public Utilities Commission State House Station 18 Augusta, Maine 04333-0018 Re: Withdrawal of William Coogan as complainant in Request for Commission Investigation Into Whether Verizon is Cooperating in Maine With The National Security Agency’s Warrantless Domestic Wiretapping Program; MPUC 2006-274 Dear Ms. Geraghty: I write to you on behalf of William Coogan, one of the complainants who, pursuant to 35 M.R.S.A. 1302, initiated MPUC 2006-274--a 10-person complaint against Verizon New England. Mr. Coogan wishes to withdraw as a complainant for personal reasons not in any way connected to the conduct of Verizon or the MPUC. His withdrawal should in no way affect the 10-person complaint, as there will still be in excess of 20 active complainants. If you have any questions or comments, please feel free to contact me. Very truly yours,
