WATER AND WASTEWATER OPERATORS Loyalist Township is seeking applications to fill positions in its Utilities Department that operates water and wastewater facilities in Amherstview, Odessa and Bath. The positions are covered by the CUPE Local 2150 Collective Agreement, report to the Utilities Supervisor/Operator and require a valid Class “G” driver’s license and clean driving record. UTILITIES MAINTENANCE OPERATOR (Permanent, Full-Time) The successful candidate will assist with the mechanical, electrical and instrumentation maintenance of these facilities. Minimum qualifications include valid millwright or industrial electrician license and willingness to acquire M.O.E. Operator in Training water and wastewater certification. The rates of pay range between $25.66/hr and $28.45/hr based on a 40-hour work week depending on qualifications and successful completion of a three-month probationary period. Probationary rates are $23.09-$25.61. UTILITIES OPERATOR (Six-Month Contract Position) The successful candidate will assist in the operation of facilities. Subject to satisfactory performance, the sixmonth contract will be followed by a one-year (maternity leave) contract. Minimum qualifications include post-secondary training in environmental studies, or equivalent education and work experience and valid water and wastewater operator (minimum Operator-in-Training) certificates as issued under Ontario Regulations No. 128/04 and 129/04 (MOE Certification) for water and sewage treatment, sewage collection and water distribution. The rates of pay range between $19.35/hr. (OIT) and $24.29/hr. depending on qualifications. Probationary rates are $17.42-$21.86. UTILITIES MAINTENANCE OPERATOR ENGINEERING DEPARTMENT

RESPONSIBLE TO:

UTILITIES SUPERVISOR/OPERATOR

SALARY RANGE:

Per CUPE Local 2150 Contract

POSITION SUMMARY: The purpose of this position is to carry out maintenance and mechanical and electrical repairs for all water and wastewater systems equipment. This position may be required to assume the duties of a Utilities Operator as assigned by the Supervisor/Operator. QUALIFICATIONS: Education and Experience: As a minimum, grade 12 education with community college diploma in mechanical or electrical technology is preferred combined with two years progressive experience in maintenance of water and wastewater systems or a combination of education and practical training in water and wastewater system equipment maintenance. The individual must possess a valid millwright or industrial electrician license, a valid Class “G” driver’s license, have or obtain current First Aid and CPR certificates and have knowledge of the provisions of the Occupational Health and Safety Act, including WHMIS and confined space entry. Willingness to acquire Operator in Training certificates for water and wastewater treatment, as issued under Ontario Regulations No. 128 and 129 (MOE Certification), is a requirement. Valid water and wastewater operator certificates for treatment, distribution and collection as issued under Ontario Regulations No. 128 and 129 (MOE Certification) and a willingness to obtain up to Level II water treatment, water distribution, wastewater treatment and wastewater collection certificates are assets. Skills, Knowledge and Abilities Required: The position requires sound mechanical and/or electrical skills to perform general maintenance and repairs of all electrical and mechanical equipment within the Utilities Department. The individual must also demonstrate knowledge of various types of pumping equipment, blowers, instrumentation, including their operation, calibration, alignment and repair procedures, thorough knowledge of electric welding and acetylene welding and cutting procedures. Must also demonstrate the ability to operate different pieces of equipment, in order to evaluate problems and test for proper operation after repairs. The Maintenance Operator must possess initiative, sound judgement and organizational skills to assist the Utilities Supervisor/Operator with all aspects of implementing and maintaining a sound preventive maintenance program and demonstrate the ability to work independently, with minimum

3 supervision, in a safe and effective manner. The position also requires a basic knowledge of municipal water and wastewater treatment operations. RESPONSIBILITIES: 1.

Perform general maintenance of all electrical and mechanical equipment within the Utilities Department by: 1.1. Effectively conducting basic maintenance and repairs on all plants and stations equipment; 1.2. Interpreting Operating and Maintenance manuals with respect to required maintenance, methodology and frequency; 1.3. Coordinating and/or conducting required calibration of all instrumentation; 1.4. Troubleshooting equipment faults including researching and recommending repair solutions to the Supervisor/Operator and obtaining quotes for the required work; 1.5. Advising the Supervisor/Operator on matters pertinent to the maintenance, repair and operation of equipment; 1.6. Providing maintenance and repair information in writing as requested by Supervisor/Operator or management; 1.7. Coordinating the repair of equipment by skilled contractors when required including the preparation of equipment for shipment; 1.8. Establishing an equipment preventive maintenance program; 1.9. Directing assigned fellow staff members when providing assistance with maintenance duties; 1.10. Dealing on day-to-day basis with Utilities operating staff with regards to equipment maintenance; 1.11. Compiling accurate maintenance records and calibration records for each piece of equipment, in an orderly fashion; 1.12. Advising the Supervisor/Operator on the appropriate level of spare parts stock and maintenance of stock; and 1.13. Being available outside of the normal working day, during equipment breakdown emergencies.

Provide support to the Utilities Supervisor with all aspects of municipal water and wastewater systems by: 2.1. Obtaining and maintaining the required water and wastewater operator certification; 2.2. Assuming all duties of a Utilities Operator commensurate with qualifications and as assigned by the Utilities Supervisor/Operator; and 2.3. Being available outside of the normal working day to respond to operational emergencies.

Operational tasks related to the operation and maintenance of water and wastewater treatment facilities, pumping stations, collection and distribution systems, and assigned contractors.

SALARY RANGE:

MINIMUM QUALIFICATIONS: • Grade 12 education, preferably with post-secondary education in related environmental studies, or a combination of education and practical training regarding water and wastewater treatment and equipment maintenance. • Must possess a valid Class “G” driver’s license. • Two years progressive experience in maintenance of water and wastewater systems is preferable. • Must possess a valid water and wastewater operator certificate as issued under Ontario Regulations No. 128/04 and 129/04 (MOE Certification). Will be required to upgrade to and maintain level 2 certification for water and sewer treatment, sewage collection and water distribution. • Must have knowledge of Occupational Health and Safety Act. • Must be capable of dealing with the public in a courteous manner on a day-to-day basis. POSITION SUMMARY: • Responsible for assisting the Utilities Supervisor/Operator with all aspects of operation and maintenance of the municipal water and wastewater plants and systems. • Responsible for the maintenance of water meters and remotes. • Responsible for reading water meters when requested. • Perform inspection of newly installed or repaired water and/or sewer services and mains, including water meter and pressure reducing valve installation. • This position will require extensive hours beyond the normal working day, particularly during emergency situations. • This position will require the individual to be available regularly on a rotating basis during weekends, and be available for on-call duty. • This position may be required to provide cover-off for the Utilities Supervisor/Operator during his/her absence. • Any other duties as requested.
