PAGBABALIK-TANAW.

Naging hitik sa iba’t ibang isyung pangkampus at pambansa ang kasalukuyang taong pang-akademiko. Kaakibat nito, hinahamon tayong mga Iskolar ng Bayan ng ating mga tagumpay na maglimi at kilanlin ang pipiliin nating susunod na lider-estudyante batay sa konkreto nilang mga aksyon sa mga nasabing isyu.

Paglimi at pagpili Patunay ang tagumpay ng nakaraang eleksyon at plebisito sa pagangat ng politikal na kamulatan ng mga estudyante ng UPLB. Mula sa humigit-kumulang 40 bahagdang partisipasyon sa mga nakaraang halalan para sa konseho ng mga mag-aaral, nakayanang iangat ng mga Iskolar ng Bayan sa 70.54 porsyento ang voter turnout ng nasabing eleksyon, na nagrehistro ng pinakamasiglang partisipasyon ng mga estudyante sa kasaysayan ng UPLB. Sa gitna ng pagkwestiyon ng administrasyon sa legalidad ng 1984 UPLB Student Council Constitution, nanindigan ang mga estudyante para ipagtanggol ang kasalukuyang karakter ng konseho na nakapagsasarili, representatibo at demokratiko. Hindi rin maikakaila ang pagkilos ng mga estudyante sa mga isyu na bumagabag sa kanila ngayong taong pang-akademiko, katulad na lang ng pagtatanggal ng mga tambayan ng mga organisasyon, pagkaudlot ng pagbibigay ng pagkilala sa mga varsitarian at religious na organisasyon, pagraratipika sa Codified Rules on Student Regent Selection at kamakailan lamang ay ang mga suliranin sa pagdaraos ng February Fair. Pinatutunayan lang ng mga nabanggit na may kakayanan ang mga Iskolar ng Bayan na magagap ang kanilang mga interes at kumilos sa mga panahong nalalagay sa alanganin ang kanilang mga lehitimong karapatan at hangarin. Kung gayo’y panatag at buong-buo nating ibibigay sa mga estudyante ang tiwalang, sa panahon na batbat ang unibersidad at ang lipunan ng samu’t saring suliranin, ay pipili sila ng mga lider-estudyanteng tunay na magsisilbi para sa kanilang interes, mga lider-estudyante na ipagpapatuloy ang kung anumang naipundar na ng pawis at dugo ng mga nakaraang mag-aaral ng UPLB. At ano nga ba ang dapat nating maging batayan sa ating paglilimi at pagpili? Sapat na ba ang mga talumpating ihinahapag sa atin ng mga kandidato? Sapat na ba ang mga nagkalat na polyeto at naglalakihang mga posters? Sapat na ba ang mga prinsipyo na maaaring hanggang sa papel at pananalita lamang napatotohanan? Kritikal ang batayang prinsipyo ng pagkakatatag ng konseho ng mga mag-aaral, na ipinagbuwis pa ng buhay ng mga Iskolar ng Bayan noong panahon ng batas militar ni Marcos. Sa ganitong kasaysayan ng konseho, hindi ba karapat-dapat kilanlin ang kritikal na hangarin nito bilang pinagmulan ng eleksyon at ang karapatang bumoto ng mga estudyante sa kasalukuyan ang siyang bunga? Kung gayon, dito natin marapat ibatay ang ating pagsusuri sa prinsipyo ng mga magkatunggaling partido. Ngayong eleksyon, hinahamon ng Perspective ang mga Iskolar ng Bayan na magnilay-nilay at balikan ang naging pagtugon ng mga kandidato at ng partido sa mga isyung pangkampus at pambansa kung saan tayo ay apektado. Sapagkat sa dulo’t dulo, sa likod ng mga pangako’t matatamis na ngiti, ang sukatan pa rin ng sinseridad sa wagas na paglilingkod ay ang tapat at walang humpay na pagkilos at pagtatanggol sa ating mga karapatan. BUKLOD-UPLB is the only political organization based in the University of the Philippines Los Baños committed to upholding a student government of integrity, involvement, and initiative: to empower the students to become effective future leaders of the nation through efficient work ethics, competent leadership, and strong moral values.

Last February 13, Friday, we courteously declined an interview with the publication due to following reasons: 1) we want to be careful about the statements we release, not being misinterpreted by any correspondent especially this time of elections; 2) we find the publication leaning to SAKBAYAN, and we feel that the paper cannot relay our statements to the student body without any bias towards the said political party; and 3) we want to avoid misquotations that have happened to one of our candidates, Mr. Carlo Cruz, in the issue of the publication that was released last semester during the campaign period. We respect the UPLB Perspective’s stand on issues, and its choice to side with a particular political party. However as a political organization, we have had our share of being misinterpreted or being trampled by the official publication with titles such as, “SCs slam BUKLOD’s call to vote no,” and many other instances. We deem that whatever issue we need to clarify or to inform the students would be best done by our organization itself. For your questions or clarifications regarding the matter, please do not hesitate to contact me at 09159230850. In light we remain.

Last February 16, Monday, we decide not to participate in the electoral debate hosted by the UPLB Perspective because we prefer to have an unbiased set of panelists. This claim is based on the following reasons: 1) our USC Chairperson, Ms. Charisse Bañez, is biased as shown by her derogatory actions and remarks towards BUKLOD-UPLB during their picket rally, by her mockery of the candidates after the Feb fair campaign, and by her evident support to SAKBAYAN. 2) the UPLB-Perspective (sic) is leaning to SAKABAYAN (sic); 3) with reference to our presidential debate experience last year, the 3rd panelist whom we were hoping to be coming from a neutral ground was a blatant Sakbayan (sic) supporter. We respect the UPLB Perspective’s efforts in conducting discussions in line with the election. However as a political organization, we deem that participating in the said activity would not do any good to the party given the circumstances that I have mentioned above. We take responsibility for all the information dissemination and explanation for the action that our organization has taken. We agree to what you have said that the decision we made is not our “liability” to you but our liability to the students. We acknowledge this liability and we choose to address this issue on our own by releasing statements and other forms of information dissemination regarding this matter. FAITH ABIGAIL LUMICAO Vice Chairperson BUKLOD-UPLB Dear Ma’am, The editorial board of this publication has repeatedly requested your political organization to discuss with us the points you have raised in your letters. You have, however, also repeatedly turned down our request, saying your letter is already sufficient to explain your side of the issue. This is very unfortunate, as your allegations are derogatory, not to mention unsubstantiated. While you have lambasted the institutional integrity of the Perspective as a publication, you have firmly refused again and again to answer our clarifications. So we find it odd that even though your organization demands fairness from us and seeks to avoid “being misinterpreted,” you chose to veer away from venues that would have promoted fairness and would have provided for a better understanding of your stance. You have also decided to take the matter in your own terms, through statements, blogs and other forms of information dissemination. In the meantime, we feel an urgent need to answer your allegations, given and in spite of the sparse substantiation coming from your side. Thus the following points: 1) The Perspective, in the spirit of fairness and honest desire for rectification, has always been open to criticisms of all sorts. We never hesitated to publish errata and letters to the editor, with a corresponding reply, as a way of atoning for our lapses as student journalists. Indeed, on several counts we have asked members of your organization to formally talk to us or send us a letter to the editor if ever you have problems with the way we perform our role as vanguards of the students’ right to know. Yet we never heard from you formally, until now. 2) We have to set the demarcation line between mere perception and assertions backed up by evidence, especially on sensitive matters such as “objectivity” and “bias”. Your claim that you find the “publication leaning to SAKBAYAN” is very sweeping and calls for a more thorough explanation than what you have already set down in your letter. There is a danger that this claim of yours, taken as it is and without the necessary proof, would be misinterpreted. You have never pointed out in what way the Perspective has become partial to SAKBAYAN — have we unwarrantedly endorsed the party or in any way deliberately projected them as the ones deserving the votes of the students? Ironically, you have provided the venue for misinterpretation, only this time the one that is on receiving end is the Perspective. It is evident from the start that the publication, as an alternative press, has been very vocal in its resolve to serve the interest of the students, since they are our publisher. If there are any congruencies in our stands on issues with that of SAKBAYAN, these are purely coincidental and have nothing to do with the “choice to side with a particular political party.” We have our separate and distinct analyses of local and national issues, and we are more than willing to discuss how we came up with our stands, say for example on Tuition and other Fees Increases, with you. 3) The special election issue, for which the interview you have declined should have been used, is so designed as to make it virtually bias-free and less prone to misinterpretation. The Perspective’s editorial board brainstorms the questions to be asked to the candidates in an oral interview. The candidates are given enough time to compose their answers before the actual recording starts, and if the candidate wishes to repeat his or her answer, the publication consents. The answers are then transcribed and published verbatim, with minor changes such as deleting unnecessary words, e.g., “Ah” and “Eh”. For your own perusal, here are the questions we should have asked your University Student Council slate: CHAIRPERSON 1. Nasaan ka at anong ginagawa mo noong Feb. 9? 2. Kamakailan lamang ay napabalitang kinaltasan ng Senado ng P 323 milyon ang badyet ng 112 State Universities and Colleges (SUCs) sa bansa, samantalang dinagdagan ang sa UP ng mahigit P 362 milyon, na katumbas na ng pinagsamang badyet ng 47 SUCs sa Luzon. Anong mga kuru-kuro hinggil sa kasalukuyang sistema ng edukasyon sa bansa ang mahihinuha mo mula sa nabanggit? 3. Magbanggit ng ilang tampok na probisyon sa UP Charter of 2008 at iugnay ito sa kasalukuyang umiiral na “global economic crisis.” VICE CHAIRPERSON 1. Sa isang panayam sa ANC, kinumpirma ni UP President Emerlinda Roman na magkakaroon ng pagtaas sa matrikula sa unibersidad sa susunod na tatlong taon, sa minimum. Kasalukuyan ding nirerebyu ang Socialized Tuition and Financial Assistance Program. Ngayong nasa bungad na ng panibagong sentenaryo ang unibersidad, ano sa tingin mo ang magiging epekto ng mga nabanggit sa karakter ng UP bilang isang institusyong nagtataguyod ng kalinangang akademiko at panlipunang pakikisangkot?

Kung isa ka sa mga bumuo ng Codified Rules on Student Regent Selection, anong mga kwalipikasyon ang iyong ilalagay para magsilbing gabay ng mga konseho sa pagpili ng Rehente ng mga Mag-aaral, at bakit? COUNCILORS 1. Paano mo mapauunlad ang “tag line” o “propaganda line” ng kabilang partido? 2. We believe that your candidates’ answers to these questions must be heard by the students, for these are the pressing issues of the times and are gauges of how firmly you stand by your principles. Unfortunately, you refused to answer these questions. As such, we cannot help if the students begin to wonder how your candidates’ would answer these questions. Also, this time we have proposed to your organization as a concession that you can check the veracity of our transcription against your own recording of the interview before the newspaper is submitted to the printing press, so as to avoid any misquotations (ask Ms. Ligaya Vanessa Enriquez, your Elections Committee Head, for details), yet you remained firm in your decision. Aside from that, you have also refused to furnish us a copy of your General Program of Action, the history of BUKLOD-UPLB, the picture of your candidates and the logo of your organization. Frankly, we cannot imagine how we could misinterpret or misquote the aforementioned items. 4) Like most of your points, your statement “we have had our share of being misinterpreted or being trampled by the official [student] publication with titles such as, ‘SCs slam BUKLOD’s calls to vote no,’ and many other instances” needs further elaboration. In what ways were you “trampled” by the publication? What are those “many other instances”? 5) We cannot do anything about your evaluation of Ms. Charisse Bernadine Bañez’ character. It can possibly be just your own prejudice working or it can also be well-founded, but with the way you have fashioned your statement, we definitely have no way of knowing. In any case, you have already presumed incapacity, in Ms. Bañez’ part, to objectively serve her function as a panelist, which we believe is unfair. Also, let me remind you that the Perspective invited Ms. Bañez by virtue of her position as the Chairperson of the USC and not as a SAKBAYAN supporter. Similarly, Ms. Joyce Ann Therese Oracion, the third panelist in last year’s electoral debate, was invited to provide a venue for raising the concerns of the freshmen. We never chose her because she is a “blatant Sakbayan (sic) supporter.” In fact, she related to us that she came to the debate with an open mind, and whatever moves she has made thereafter, including her decision to run under SAKBAYAN, was the result of her critical appraisal of the merits and demerits of both parties. Moreover, we believe it only fitting to say that for this year, the editorial board has opted to invite Dr. Arlene Saniano of the Social Sciences Department as one of the panelists for the debate, aside from Ms. Bañez’ and yours truly. 6) As with the special election issue, we have strived to make last year’s and this year’s electoral debate as impartial as possible. In fact, the panelists were not even allowed to give judgments on the answers of the candidates except for purposes of clarification and contextualization. We have also seen to it that questions from the audience would come alternately from the supporters of BUKLOD and SAKBAYAN. So at the end of the day, it is still up to the quality of your candidates’ answers whether or not they will be able to convince the students to vote for them. These are essentially the points we have in mind when we requested, as an appeal to your “strong moral values” and sense of fairness, a dialogue with you, which as was mentioned earlier you have turned down. Although we appreciate your giving us “all due respect,” challenging the integrity of an institution established and fought for by students themselves requires more than just good intentions; it requires substantiation of your claims, which is the precondition of fairness, integrity and transparency. When we said that you are not liable to us but to the students, we do not mean that you can easily ignore the student publication and the sacred trust it signifies. We understand your desire to protect the name of your organization, but you cannot just go about and throw allegations that can confuse the studentry or worse feed their inherent prejudices and stigmas. In publishing a special election issue and conducting an electoral debate, the Perspective is just performing its function as a member of the Central Electoral Board and as a student institution. By refusing to participate in both, you have incapacitated our ability to protect the rights of the students to information. In the spirit of fairness that goes deeper than mere lip service to a much-abused and muchmisunderstood conception we remain. Nakakatawa lang isipin na yung isang tao na wala namang dapat kinalaman sa usapin na pinansya ng Pilipinas ay siya yung nagkakamal ng malaking kita mula rito.”

“Tingin ko naman doon sa mga kinakaharap ng first gentleman, tingin ko parang pakana din ng gobyerno ‘yun na i-throw tayo sa maling side ng mga issue which is para makalimutan yung mga issues na mas mahahalaga tulad halimbawa nung sa pang-agrikultura natin. Mahirap yung kalagayan ng agrikultura natin tapos tinuturuan lang tayo ng gobyerno na mapag-usapan ‘yun kasi mas matunog ‘yung pangalan kasi asawa ng president, ganun, para makalimutan ‘yung ibang problema; hindi rin nasosolusyonan ‘yung mga problema na ‘yun kasi inuuna nga natin ‘yung iyon, kasi first gentleman na ‘yun. Pero tingin ko, ‘yung kay first gentleman na ‘yun, para lang malayo si Arroyo sa mga issue, ang pinapagalaw niya na lang ay si first gentleman para makapangurakot siya. Sana lubayan na lang ‘yung, hindi naman sa lubayan totally, pero sana may part na mag-asikaso doon tapos mas pagtuunan ng pansin ‘yung mga problema ng bansa natin kasi ito dapat ‘yung masolusyonan, hindi ‘yung kay first gentleman.”

Severino “Carlo” Sto. Domingo Quiambao “Una, marami na tayong hinaharap na problema. Ngayon, mas nauna pang inuusig yung mga kaso, isyu na sa tingin ko ngayon ay hindi natin ma-afford bigyan ng oras. Tapos, ang problema pa ay hinaharangan pa ng administrasyon yung mga pwedeng gawin para malutasan. Tulad ng doon sa World Bank, hinahanap kung nasaan ang listahan, pero ngayon sinasabi nilang hindi nabigay pero sa totoo lang may mga may hawak na noon. Parang pinoprotektahan pa na dapat ay sa lalong madaling panahon ay masolusyonan na dahil sa mga iba pang problema na kinakaharap pa ng ating bansa.”

Joseph “Jo” Beris “Masasabi kong hindi makatarungan ‘yung ginagawa niya dahil hindi napupunta sa mamamayang Pilipino ang pondo na Pilipinas dapat and nagbe-benefit sa mismong perang inuutang niya. Hindi rin naman nagbe-benefit ang mga Pilipino doon sa projects niya dahil ito’y parang pansarili lang nila. Hindi nila naibabahagi sa kalakhan ng mamamayang Pilipino dahil kalakhan ng mamamayang Pilipino ngayon ay hirap dahil sa ekonomiya ngayon.”

Luntian “Luntian” Dumlao Syempre personally nakakainis kasi diba bilang mamamayan ng Philippines, alam mo in a way, asintado ka ‘pag may ganoong mga isyung lumalabas. At syempre kapag nadadawit siya sa ganyan na issue na involve ang pera, una mong iisipin, kanino bang pera ‘yun? Diba? Sa ‘tin din naman. At isa pa, ‘yung power na meron sila, ‘yung pamilya nila, ay entrusted lang nung mga tao. Kung nakakainis kasi binoto sila ng mga tao tapos biglang i-bre-break na lang po nila ‘yung trust na ‘yun. Na parang… ano ba? Parang nag-iisip pa sila. Bakit sarili lang ‘yung iniisip nila? Sa tingin ba nila ‘yung ginagawa nila ay makakaapekto sa mga tao na mabuting epekto sa kanila ‘yung maidudulot noon? Pero feeling ko kasi hindi ‘yun mabuting epekto so talagang nakakainis ‘yung mga ganoong issues.

Sa esensiya naman talaga, eh wala namang pangangailangan na iredepina o bigyan ng panibagong pakahulugan ang aktibismo. Pinaniniwalaan rin lang talaga namin na ang tunay na aktibismo ay pagsusulong ng totoong panalo ng nagkakaisang hanay ng mga estudyante gamit ang isang progresibong pamumuno at mga prinsipyadong aksyon.

Faith Jovy “Japeyt” Burgonio Eh ‘di tanggalin ’yung word na “redefined”. Kasi hindi na kailangang bigyan pa ng bagong definition ang aktibismo. Gawin na lang nilang “activism through progressive leadership and principled action.”

John Michael ‘JM’ Ferraren Mapapaunlad ‘yung tagline nung kabila[ng partido] ‘pagka tinanggal natin ‘yung pagiging minimalist ng ideolohiya niya. Kasi ‘yung mga seryosong bagay katulad ng aktibismo, masyado siyang komplikado para i-compress natin sa dalawang salita. Kung ayaw natin siyang minimalist ideology, mas gawin nating kumplikado ‘yung pangalawang salita. Pwede siguro nating gawin na ‘activism revolutionized’, para doon sa revolution pa lang, alam na kaagad natin ang gusto nating gawin - i-dismantle ‘yung status quo, na ‘yun naman ‘yung esensya ng aktibismo, para alisin natin ‘yung mga hindi maganda sa lipunan natin. Kung ikukumpara natin ‘yung “activism revolutionized” sa “redefined,” ‘pag redefined kasi, unang-unang papasok sa utak ng makikinig: bakit natin siya babaguhin? Iisa lang naman ang ibig sabihin ng aktibismo. ‘Pag sinabi naman nating revolutionized, mas papaigtingin lang natin ’yung kampanya para mas maging matagumpay ‘yung mga paninindigan natin.

Bonifacio ‘Bonnie’ Pasyon Simple lang naman, wala na kasing ibang nais ipakahulugan ang aktibismo, depende lang kung iba ang gusto nating ipakahulugan dito. Ang pakikilahok sa aktibismo sa ngayon ay siyang mukha ng aktibismo ang kolektibong paglaban at pagharap sa karapatan nating mga estudyante, na mayroong progresibong pamumuno at maprinsipyong aksyon.

Mapapaunlad natin ang tagline ng kabilang partido sa pamamagitan na dapat nilang suriin at magkaroon ng kaukulang kongkretong kalagayan. Sa paraan na ito maiuugnay nila at mapagsisilbihan ng maayos ang isyu patungkol sa kinahaharap na problema at pangangailangan ng isang Iskolar ng Bayan. Patungkol na lang sa edukasyon. Hindi prebilehiyo ang edukasyon kung hindi ito ay isang karapatan.

Kasama po ako sa mga daan-daang estudyante ng UPLB… sa kilos protesta na ginanap sa harapan ng Administration building doon sa Carabao Park para igiit ‘yung pagtutuloy ng February Fair 2009. Nasaksihan ko ‘yung kilusang estudyante sa panahon na ginigipit siya ng administrasyon. Ito din ‘yung panahon na nakapagparami tayo ng bilang, simula po ng alas-diyes ng umaga na nagpatawag tayo ng mass-up, na na-sustain, rumami pa at nagpeak ito ng 600 na estudyante hanggang 7:30 pm. Dito natin nakikita ‘yung patuloy na bilang ng mga estudyante ng UPLB na nakikialam sa bawat isyu. Ang naging role ko talaga doon ay tagapagpadaloy ng programa kung saan mag-u-update dahil ‘yung naging istruktura naman doon ay isa siyang picket-wdialogue… habang ‘yung mga respresentatives natin mula sa USC ‘yung nakipag-usap sa administrasyon at naglalakad ng papeles. Ang naging ambag ko maliban sa pagpapadaloy ng programa ay ‘yung pag-mamasslead sa mga estudyante noong gabi after magbarikada sa UP Gate dahil hinaharang ‘yung mga concessionaires. ‘Yung daan-daang estudyante ay minartsa papuntang Freedom Park. Masasabi kong naging saksi po ako sa tagumpay ng araw na iyon, sa tagumpay ng kilusang estudyante dito sa UPLB para igiit ‘yung pagpapatuloy ng Feb Fair. Kamakailan lamang ay napabalitang kinaltasan ng Senado ng P 323 milyon ang badyet ng 112 State Universities and Colleges (SUCs) sa bansa, samantalang dinagdagan ang sa UP ng mahigit P 362 milyon, na katumbas na ng pinagsamang badyet ng 47 SUCs sa Luzon. Anong mga kuru-kuro hinggil sa kasalukuyang sistema ng edukasyon sa bansa ang mahihinuha mo mula sa nabanggit?

Bilang ang SAKBAYAN na naniniwala na ang edukasyon ay isang karapatan at hindi isang pribilehiyo, ‘yung mga ganitong moves ng government ay hindi talaga magreresolba doon sa nabubulok na nating sistema ng edukasyon [at] ‘yung problema sa kakulangan sa budget. Nominally, kahit tumaas ‘yung budget ng UP, makikita naman natin na sa iba’t ibang SUCs ay sila naman ‘yung nabawasan - ‘yung SUCs kung saan ito po ‘yung venue para sa mas malawak pang kabataang Pilipino na mahubog ‘yung kanilang talino at kagalingan at sa pag-asa na pagpasok nila sa kolehiyo ay mayroon silang magandang kinabukasan. Ngunit hindi dapat ganoon lang kasimple ‘yung pagtingin sa sistema ng edukasyon sapagkat ito din ‘yung punlaan natin sa pag-bui-build ng nation. Dahil sa ngayon na isinusulong ng gobyerno ‘yung Charter Change, magkakadugsong lang ‘yan. Isa sa provisions [ng Cha-cha] na gusto nilang tanggalin sa kasalukuyang Konstitusyon ay ‘yung recognition ng role ng kabataan para sa nation building. ‘Yung pagbabawas nila ng budget para sa mga SUCs ay kasama dito ang pagpilay o hindi pagrerecognize sa mga kabataang Pilipino sa paghuhubog ng ating bansa. Kasama dito ang iba’t ibang polisiya ng gobyerno para sa edukasyon, katulad ng Long Term Higher Education Development and Investment Plan, layon nito na paliitin ‘yung number ng mga SUCs. Sa pagpapaliit ng mga budget sa mga SUCs, pwede nitong madestabilize ‘yung mga SUCs at kinalaunan liliit ‘yung mga bilang nito. Sa huli’t huli, sino nga ba ‘yung mapipinsala? Siyempre ‘yung mga kabataan Pilipino na hindi na makamit ‘yung karapatan nila para edukasyon.

Magbanggit ng ilang tampok na probisyon sa UP Charter of 2008 at iugnay ito sa kasalukuyang umiiral na “global economic crisis.”

Sa pagkakaapruba ng UP Charter, nakikita na natin ‘yung mga provisions na nakafocus sa pagkokomersyalisa. Ito ‘yung dapat iwasan ng UP, na icommercialize na din ang edukasyon... Sa ilang mga specific na provisions [ng Charter], mas nagfofocus ito sa mga lupa ng UP at paano ito pagkakakitaan, imbes na gamitin sa academic purposes, [tulad ng] pagpapatayo ng mga laboratories at classrooms. Ngunit ano nga ba yung naproproduce nating mga estudyante? Naniniwala tayo na ang mga courses sa UP ay ginawa dahil ito ‘yung makakapagpaunlad sa Pilipinas- tulad na lamang sa UPLB na ang flagship course ay Agriculture. Ngunit bakit ang nakikita sa statistics, umuunti na ‘yung mga pumapasok ng Agriculture? Bilang ang Pilipinas ay isa pa ring bansa na agrikultural – ito yung industriya na dapat nating tutukan. Kung noon pa man ay nagfocus na tayo doon sa pagpapaunlad ng Pilipinas, ng ekonomiya natin at ‘yung sistemang panlipunan – hindi dadating sa ganitong punto na nagiging vulnerable tayo. Sa panahon na pumasok ‘yung Pilipinas sa GATT-WTO (General Agreement on Tariffs and Trades-World Trade Organization) at iba pang mga neoliberal policies, ibinukas natin ‘yung Pilipinas– kaya nga sinasabi nating ang globalisasyon ay hindi pagpapaunlad kundi makakabiktima pa sa mga maliliit na bansa katulad natin. ‘Yung sistema ng edukasyon ay dapat tumugon sa ano ‘yung pangangailangan ng bansa… [at] magproduce ng mga maglilingkod talaga sa sambayanan para masecure ang Pilipinas at hindi maging vulnerable sa global na mga pangyayari.

Eh ‘di bilang ang UP ay isang state university, tungkulin ng gubyerno na magbigay ng suporta patungkol sa edukasyon. ’Yung pagtataas ng tuition na nangyari noong mga nakaraang taon at dun sa darating pang mga taon na binanggit nga ni President Roman sa isang interview, ang mga bagay na iyon ay hindi sagot sa pagpapa-angat ng kalidad ng edukasyon ng UP, hindi ‘yun sagot para baguhin ang sistema ng edukasyon ng UP pagkat ang papahirapan lang nito ay ‘yung mga estudyante mismo, partikular ’yung mga estudyante na may talino at kakayahan ngunit salat sa pinansiya upang tugunan ’yung napakataas na matrikula dito sa UP. Kung may mga ganitong bagay ay asahan na ng UP ang malawak na bilang ng mga estudyante na magpapakita ng hindi pagsang-ayon dito sa mga ganitong polisiya at patuloy na magpapakita ng kagustuhan na ipaglaban ’yung mga karapatan nila bilang isang estudyante ng UP.

Kung isa ka sa mga bumuo ng Codified Rules on Student Regent Selection (CRSRS), anong mga kwalipikasyon ang iyong ilalagay para magsilbing gabay ng mga konseho sa pagpili ng Rehente ng mga Mag-aaral, at bakit?

Kung isa ako sa miyembro ng mga konseho noon na nagbuo ng Codified Rules on Student Regent Selection, malamang ay ang kasalukuyang CRSRS ang aking binitbit. For the studentry’s sake BUKLOD-UPLB has declined to provide the Perspective a copy of its General Program of Action (which contains the platforms, plans and projects of the political party), the history of BUKLOD-UPLB, the pictures of BUKLOD’s University Student Council slate and the party’s logo. These items should have been published in this space for students’ perusal. In the spirit of fairness, we have repeatedly asked BUKLOD for the aforementioned items, as we do not desire to make it appear as if we were siding with SAKBAYAN. Although BUKLOD has declined, we feel that our responsibility to provide students with information greatly outweighs one political party’s preference, especially when we have done as much as we could to get their side of the issue. Please be the judge. Here is the timeline of events concerning our attempts to get the side of BUKLOD:
