was dispatched io a report of a man in ihe roadway at the intefsection of Xenia Ave. and Cemetery St. I arrived to find John and Elizabeth Meece at that intersection. Theif vehicle was pafked near the intersection, and close to a black male that was sitting near the roadway. Mrs. Meece reported that the male was laying in the street. She added that he then got up and appeared to be confused. I thanked them for there help and allowed them to leave. I attempted to indentify ihe male. lasked himfof some identification. He attempted to hand me his cell phone. I detected the sirong odor of an alcoholic beverage coming from his person. He was unsure on his feet. I again asked him for identjfication. He again tried to hand me his cell phone. I asked him io tell me his name. He mumbled something that I did not understand. lasked hjm to come with me. He refused to cooperate. I warned him to comply. He stated that he would be okay. I did not think that this person was able to safely walk anywhere. I arrested him for disorderly conducf(waineo by intoxication and transported him to YSPD. Officer Huntsman arrived to assist me. We had great difficulty getting information from subject. I rer.oved a wallet frorn his person and found identification fof lshema Umuhoza and Sylvanus Agyeman. The subject told us that he was 44 yrs old. This was obviously incorrect, the subject was clearly in his mid iwenties. The subject finally told us that his name was lshema, and to "call my mothef, Sharon. He then stated thai he lived at the Whitehall farm. I called Saron Neuhardi and confirmed the identity of the subject as lshema Urnuhoza. A record check revealed an aciive warrant from our Mayor's Court for l\,4r. Umuhoza. Along with the warrant was a note to contact ICE if and when he (Umuhoza) was located. Officer Huntsman contacted Officer Tim Ward oi the lmmigration and Customs Enforcemeni (lCE). Officer Ward sent a detainef for Mr. Umuhoza. lshema Umuhoza was transpoded to the Greene County Jail. He was cited with disorderly conduct into the Y.S. l\,4ayor's Ct for 8-11-08, 1600 hrs Due to hls status, he was given a bond of $2.500.00 (M-4 out of state), alongwiththe l\,4ayor's Ct. bond of $185.00. A copy of theICEdetainef was also sent to the jail. I
