Fall 2008 - Spring 2009 Schedule Tuition, Fees & Other Expenses Undergraduate, Graduate & Professional Students www.vcu.edu/enroll/sa TUITION AND FEE CHARGES Tuition is determined by the student’s residency status, the number of credit hours for which the student is registered, the student’s course of study, and the student’s classification level. Undergraduate An undergraduate student (freshman, sophomore, junior or senior) registered for 12 to 18 credits during any semester is classified as full-time. Tuition and fees are charged at a flat rate. An undergraduate student enrolled for more than 18 credits during any semester will be charged an overload tuition fee. This fee is charged on a percredit-hour basis above the full-time tuition rate. Graduate – Masters/Doctoral A graduate student enrolled for nine to 15 credits during any semester is classified as full- time. Tuition and fees are charged at a flat rate. A graduate student enrolled for more than 15 credits during any semester will be charged an overload tuition fee. This fee is charged on a per-credit-hour basis above the full-time tuition rate. The overload tuition fee will not apply to students in first professional programs. Part Time Students registered for less than a full-time course load are charged a per-credit-hour rate based on the course level: Undergraduate ..................100 to 400 level Graduate............................500 to 800 level Holiday Intersession Holiday Intersession courses are billed on the spring invoice, but are computed separately from the spring semester’s charges. The cost of a Holiday Intersession course is the standard percredit hour tuition with no fees. Non-Degree Seeking Students who hold bachelor’s degrees are classified as DHG (degree holder graduate) if they enroll in one or more graduate courses. DHG students are charged by the level of the course unless they enroll for nine or more credits, at which point they are charged at the full-time graduate rate. Non-degree seeking students who hold undergraduate degrees are classified as DHU (degree-holder undergraduate) if they enroll in all undergraduate courses. DHU students who enroll in 12 or more credits are charged at the full-time undergraduate rate. If the student makes changes to his or her course

enrollment by the end of the add/drop week, the student’s classification and charges change in accordance with these guidelines.

REQUIRED FEES Student Activity Fee is charged to all full-time and part-time Monroe Park Campus students. This fee supports activities scheduled throughout the academic year, such as concerts, plays, student organizations and publications. The fee per semester is $45 for full-time undergraduate students, $28 for full-time graduate students, $3.75 per credit hour for part-time undergraduate students, and $3.10 per credit hour for part-time graduate students. Student Government Association (SGA) Fee is charged to all full-time and part-time MCV Campus students. This fee supports social, cultural and other MCV Campus activities. The fee is $18 per semester for full-time students and $6.50 for part-time students. Student Health Fee is charged to all full-time students on both campuses. Part-time students may participate on an optional basis but must pay the full fee. The health fee covers unlimited visits to University Student Health Services for the diagnosis and treatment of acute and chronic illnesses. The student health fee does not cover accidental injury and hospitalization. Fee revenues are used to cover operating costs for University Student Health Services. The fee is $90 per semester. University Fee is charged to all full-time and parttime students. Full-time students pay a flat rate of $758.50 per semester. Part-time students pay $62.80 per credit hour. This fee is used by the university to support recreational sports facilities, the University Student Commons, campus development, intercollegiate athletics and other programs. Technology Fee is charged to all full-time and part-time undergraduate, graduate and professional students in all programs (For pharmacy see School of Pharmacy Technology Fee). The fee is used to support university-wide technology initiatives. The fee is $34 per semester for full-time students and $3.30 per credit hour for part-time students. Capital Outlay Fee is charged to all full-time and part-time non-resident, on-campus students. Full-

time students pay a flat rate of $84 per semester. Part-time students pay $7 per credit hour. The fee is mandated by the General Assembly to reimburse the State for debt service costs attributable to non-resident students related to the financing of buildings and equipment.

SPECIAL TUITION AND FEES The following programs are charged special tuition and fees. Unless noted, the following fees are assessed for special programs and/or courses in addition to the standard tuition charges and required fees

College of Humanities and Sciences Brandcenter offers a graduate program for students interested in art direction, account planning, account management and copywriting. The first-year tuition and fees are a flat rate of $10,660.50 per semester for a Virginia resident and $10,744.50 per semester for a non-resident student. The second-year tuition and fees are a flat rate of $10,160.50 per semester for a Virginia resident and $10,244.50 per semester for a nonresident student The School of Mass Communications offers a graduate program in Strategic Public Relations with a tuition only cost of $26,100. Standard semester fees are charged in addition to tuition. Additional international travel costs are required for this program. The L. Douglas Wilder School of Government and Public Affairs offers a graduate level course in a single five-week block each semester. The program cost is $3,934 for Virginia resident students and $6,201 for non-resident students. Foreign Language Lab Fee of $6 per credit hour is assessed to certain foreign language courses and is used to support the language learning lab. Science Lab Fees of $35 for selected undergraduate courses in Biology, Chemistry, and Forensic Science are assessed to cover the cost of lab materials. In addition, a $50 fee will be assessed for 600 level Forensic Science courses.

School of Allied Health Professions Professional Master of Science in Health Administration Program Online Fee is charged to all Professional M.S.H.A. Online Program students to cover costs associated with program administration. Full-time program majors are charged $1,450 per semester. Parttime program majors and non-majors taking Professional M.S.H.A. Online Program courses

are charged $136.50 per credit hour. PhD in Health-Related Science Program Fee is charged to all students in the program to cover program costs. Full-time program majors are charged $1,750 per semester. Part-time program majors and non-majors taking courses in the program are charged $200 per credit hour. MS in Rehabilitation Counseling is an Online Program and Virginia resident students pay $4,405.50 per semester if full-time and $498 per credit hour if part-time. Non-resident students pay $4,712 per semester if full-time and $506.10 per credit hour if part-time. MS in Nurse Anesthesia is $5,494 for full-time Virginia resident students and $9,345.50 for nonresident students per semester. Part-time Virginia residents are charged $583 per credit hour and non-resident students are charged $1,008.60 per credit hour. Doctoral in Nurse Anesthesia Practice is $7,027.50 for full-time Virginia resident students and $10,936.50 for non-resident students per semester. Part-time Virginia residents are charged $758.95 per credit hour and non-resident students are charged $1,190.95 per credit hour. Patient Counseling is $1,446 for full-time Virginia resident students and $2,121 for non-resident students per semester. Part-time Virginia residents are charged $290.60 per credit hour and non-resident students are charged $724.60 per credit hour.

School of the Arts Arts Majors Fee is a comprehensive fee charged to all full-time and part-time School of the Arts majors. The revenues are allocated to the individual departments for the cost of materials, services and/or equipment. The fees range from $5 to $25 per course and are used to fund programs within the School of the Arts. Instructional Support Fee is charged to students who enroll in art courses and the fee is used to support course instruction. The fees range from $12 to $100 per course. Private Music Lessons Fee is charged to all students enrolled in private music lessons and is used to cover the cost of the lessons. School of Business Business Differential Fee is charged to all students taking business courses, regardless of

their major. The revenues from this fee are used to upgrade computer laboratories, multimedia laboratories, technology, software and to provide other instructional enhancements for business students. The per credit hour fee is: 300 to 400 level ....................................$9.00 500 and above level ............................$12.00 Fast Track Master of Business Administration offers a 13-course graduate program at a cost of $42,000. Fees are used to support the program. Fast Track MS in Information Systems offers a 10-course program at a cost of $30,000. Fees are used to support the program. The program fee for the dual degree option of the Fast Track MS in Information Systems is $21,000 and is only open to graduates of the Fast Track MBA program. Master’s in Business Administration Off-site Course Fee is charged to offset costs associated with off-site course delivery. The fee is $50 per offsite course.

School of Dentistry Advanced Dental Education program is $3422.50 per semester for Virginia and nonVirginia residents. Dental Student Government Fee of $10 per semester is charged to all dental students to cover student related activities in the school. The American Student Dental Association Fee of $40 per semester is charged to all professional dental students. Clinical Usage Fee is charged to all professional dental students. The fee is $1,188 per semester. Disability Insurance Fee of $37.50 per semester is charged to all professional dental students Dental Course Materials Fee of $92 per semester is charged to second year dental students. Dental Supplies Fee of $81 per semester is charged to first year dental students. Dental Instrument Fees are charged to all professional dental students. The instrument rental fee is $972 per semester and the instrument purchase fee is $1,026 per semester. School of Education Student Teaching Internship Fee is charged to graduate education students to pay for honorariums to teachers who assist with student teaching. The fee is $50. Athletic Training Laboratory Fee is charged to students enrolled in athletic training courses. The fee per course is $50 and pays for materials needed for the courses. The SportsCenter Program provides students with a comprehensive background in sports management. The SportsCenter offers a master’s degree program, a certificate program for current coaches, seminars, short courses and conferences. Full-time students pay a program fee

of $8,325 per semester, part time on-campus students pay a program fee of $535 per credit hour and part time off campus students pay a program fee of $490 per credit hour.

School of Engineering School of Engineering Tuition for a full-time undergraduate Virginia resident is $4,100.50 per semester and $10,377.50 per semester for a nonVirginia resident. An undergraduate Virginia resident pays $334.25 per credit hour and an undergraduate non-resident pays $857.35 per credit hour. School of Engineering Instructional Lab Fee of $35 per course is assessed to engineering lab courses and is used to support lab costs.

School of Medicine Medical Student Government Fee is charged to all full-time first professional medical students, students enrolled in the MD/PhD Program, and fourth year students enrolled in the MD/MHA Program. The fee of $40 per semester is in addition to the SGA fee and funds an expanded new-student orientation, a student newsletter and other events of student interest. Disability Insurance Fee is assessed to all professional medical, MD/PhD, and fourth year MD/MHA students. The fee is $22.50 per semester and is required for medical students under accreditation guidelines Course Syllabi Fee of $75 per semester is charged to first and second year medical students. The fee is used to offset the cost of providing printed copies of these materials. Quantitative Physiology Fee of $25 per course is charged to students enrolled in quantitative physiology courses. INOVA Campus Fee is a unique fee for first professional medical students studying on the INOVA Campus. The fee is $302 per semester and supports student recreation, student health, and student counseling programs. The fee is in lieu of the University Fee, Student Health Fee and MCV Campus Student Government fee charged to students studying on the MCV Campus.

School of Nursing Clinical Lab Fee is charged to all students enrolled in courses with clinical components. The fee is $50 per undergraduate clinical credit and $90 per graduate clinical credit.

School of Pharmacy Pharmacy Student Government Fee is charged to all professional pharmacy students in addition to the SGA fee. This fee supports conferences, guest lecturers, student activities and other projects. The fee is $25 per semester. Pharmacy Technology Fee is charged to all graduate and professional pharmacy students at a rate of $100 per semester for computers and instruction-related technology improvements. Clerkship Practicum Fee is charged to all pharmacy professional students at a rate of $100 per semester. This fee offsets the cost of clerkship

site development, expansion and other costs associated with the practicum experience. INOVA Campus Fee is a unique fee for first professional pharmacy students studying on the INOVA Campus. The fee is $215 per semester and supports student recreation, student health, and student counseling programs. The fee is in lieu of the University Fee, Student Health Fee and the regular SGA Fee charged to students studying on the MCV Campus

School of Social Work Off-Campus Student Government Fee is charged to all students in the Off-Campus Social Work Program at a rate of $10 per semester. This fee supports conferences, guest lecturers, student activities and other projects. Field Education Placement Fee is charged to social work students for costs associated with field instruction and placement in participating agencies in Virginia, Washington, D.C. and neighboring states. The fee is $60 per semester.

Division of Student Affairs and Enrollment Services Cooperative Education Administrative Fee is charged to students for each semester they are placed in cooperative education positions. The fee is $70 for full-time students and $35 for part-time students. The fee covers local telephone, cable TV services and internet access. Students living in the 9 month residence halls are charged $176 per semester. Students living in the 12 month apartments are charged $226 per semester. Rent Prepayment Policy And Housing Contract Cancellations New Students must include with their housing application a $250 prepayment, which will be applied to the upcoming semester’s housing cost. New students who cancel their housing assignment on or before June 30 for the fall semester and on or before January 3 for the spring semester will be refunded the $250 prepayment fee. After these dates, housing contract cancellations are not permitted. Returning resident students participate in the room sign-up process in late January and early February for the next academic year. Returning students are not required to submit any type of prepayment and have until March 1 to cancel their housing contracts. Housing contract cancellations are not permitted after March 1. DINING PLAN – per semester All students residing in university housing, other than graduate students or VCU apartment residents, are required to purchase one of the residential dining plans listed below. If a dining plan is not selected, students will be assigned and will be billed for the 200 Block Plan + 300 Dining Dollars. BILLING The Student Accounting Department is responsible for billing students for the charges

listed in this schedule. All charges are due by the official start of the fall and spring semesters. For charges that are being paid by sources from outside the university, the Student Accounting Department must receive written verification from the payment source stating the award amount, method of payment and approximate date payment will be received from the organization. The award must be unconditionally guaranteed to the university. Students may deduct these outside awards from the amount due on the invoice providing the above criteria are met. Should the awarding organization default for any reason, the student is financially responsible.

INSTALLMENT PAYMENT PLAN The Installment Payment Plan distributes the costs for a semester into four equal installments. A $25 non-refundable application fee is paid in addition to the first installment of each semester. All students with current tuition, fees, residence hall and dining charges of $100 or more are eligible for participation in the Installment Payment Plan. The plan is offered during the fall and spring semesters only. The Installment Payment Plan option must be selected each semester even if the student may have participated during a previous semester. Additional information may be obtained by contacting the Student Accounting Department.

TUITION AND FEE REFUNDS Requests for refunds of overpayments must be made in writing to the: Student Accounting Department P.O. Box 843036 Richmond, VA 23284-3036 Drop vs. Withdraw Drop — charges are removed to indicate that the student never attended the class. The student is not eligible to receive financial aid. Withdraw — charges are assessed and adjusted according to the University Refund Policy. The following outline summarizes official university tuition and fees policy applicable for fall and spring semesters only: 1. Refunds are calculated on a course-by-course (per credit hour) basis, disregarding full-time cap amounts. Students who are enrolled and then withdraw may not receive a refund. 2. Refunds will be computed based on the actual withdrawal date certified by the Office of Records and Registration. 3. Refunds will not be made to students who do not attend classes and have not completed the required withdrawal procedure. 4. Students who drop or withdraw through the first week of classes will be entitled to a 100 percent reduction of tuition and fees. 5. Students who withdraw after the first week of classes may be entitled to a prorated reduction of tuition and the university fee: • Second week of classes ..........................80% • Third week of classes ..............................60% • Fourth week of classes.............................40%

6. Students who withdraw after the fourth week of classes are not entitled to receive a reduction of tuition or fees. 7. Students who withdraw from all courses and receive Federal Title IV grant or loan assistance are subject to the Federal Financial Aid Refund Policy. 8. Refund processing is approximately two to three weeks. Exceptions to the refund policy are made only in rare instances. Written application for an exception must be filed with the Student Accounting Department and addressed to the Refund/Waiver Appeals Committee. Appeals must be submitted within three years from the semester in which the student is appealing. Students will receive written notification of the decision.

DISHONORED CHECKS A $20 charge will be assessed for all dishonored checks. A student who pays a past due balance with a dishonored check may be subject to having his or her current and/or future registration cancelled.

LATE PAYMENT PENALTY A late payment penalty of 10 percent of the balance, not to exceed $100, will be assessed for those students whose accounts are not paid by the due date specified on the invoice.

OTHER EXPENSES In addition to the charges listed in this schedule, students should make allowances for books, supplies and other out-of-pocket expenses when figuring the total cost of education.

RESIDENCY STATUS Residency refers to the present, fixed home of an individual to which he/she returns following temporary absences, and at which the individual intends to remain indefinitely. The student’s residency classification will determine whether tuition will be calculated at the Virginia resident or non-resident rate. Eligibility for the Virginia residency classification is governed by the Code of Virginia and is determined by the university. The following factors considered to support a claim of entitlement to Virginia residency privileges must have existed for a minimum of one year prior to the first official day of classes: • physical residence • state to which income taxes are filed • state to which income taxes are paid • driver’s license • motor vehicle registration • voter registration • employment The presence of any or all of these factors does not automatically result in Virginia residency. Students desiring a change of residency status for tuition purposes should file an Application for Change of Domicile for Virginia In-state Tuition Rates available from the Student Services Center. The student must present clear and convincing

evidence that he or she is not residing in the state primarily to attend school. Changes in residency status shall only be granted from the date the application is received. The application deadline is 30 days prior to the start of the semester. It is strongly recommended that applications be submitted earlier than the stated deadline. Effective July, 1, 2006, a student with instate status for tuition purposes who exceeds 125% of the credit hours needed to complete his program will be assessed a tuition surcharge.

STATEMENT OF STUDENT FINANCIAL RESPONSIBILITY Students who enroll: 1. are responsible for full payment of tuition and fees generated from their registration. 2. are responsible for full payment of all room, board, and other applicable miscellaneous charges. 3. are responsible for keeping a current permanent mailing address on file with the Office of Records and Registration. Failure to receive an invoice because of an incorrect address does not relieve responsibility for timely payments. 4. are responsible for establishing an official VCU email address and reading their email on a regular basis, since email will be used by faculty and university offices to deliver important communications. The university reserves the right to revise or alter all fees, regulations pertaining to student fees, and fee collection procedures at any time.

PAST DUE ACCOUNTS Students with past due accounts: • will not be allowed to register for future classes. • will not be allowed to receive their diplomas. • will not be issued official transcripts of grades or grade reports. • will be referred to the VCU Collection Unit Pursuant to Section 2.2-4805 et. seq., of the Code of Virginia, and in accordance with rules and regulations promulgated by the state comptroller and attorney general of the commonwealth of Virginia, VCU will charge interest, costs and fees on all accounts past due.
