The humble applicant(s) as citizens submit that they had sent the above referred Representations under 03 Sections to the Sixth Central Pay Commission. Sections (A) contained Grievances from pages 02 to 07, paras 01 to 11. Section (B) contained Prayer from page 08 to 12, paras 01 to 28. And Section (B) contained 07Annexures. The referred representations are in pursuance of Service Conduct Rules, 1966{MHA No.6/1(S)/70 Estt . (A) dated 20.07.70} & Rule 10 Sub-rule (3). Only some of the suggestions made by the applicant(s) have been considered, while other suggestions have been left out.

Page 2 of 4 The Chattopadhya Commission had laid down strict guidelines for the subsequent Pay Commissions regarding the salaries and other benefits to the teachers. The gist of the guidelines have been laid below for your honourable consideration:1) That all the Pay Commissions shall increase the basic salaries of the teachers at least five times over the previous pay range. The present recommendations hardly give any anything to the teachers, not even twice over the previous pay range. 2) That all the Pay Commissions shall keep the residency period of the teachers in each grade for not more than eight years. The present recommendations of keeping up with 12:12 residency period of each grade frustrates the cause of the teachers. 3) Besides, it was felt grievously by the teachers that their right to life was being snatched by the Government as they were deprived of Leave on Half Average Pay. They are paid Leave on Average Pay much below the normal. The present recommendations have granted LHAPs but is silent about the number of such leaves considering the fact that teachers have been historically and socially targetted on this point. The LAPs also remain untouched by the present recommendations. 4) It was expected by the teachers that the snatched away Teaching Allowance will be restored. The Applicant(s) felt that the present Pay Commission shall adhere to the cause of the teachers and restore the Teaching Allowance which could be used for upgradation of knowledge and for updating teaching tools along with hi-tech requirements. Whereas, the present recommendations lack luster in this area of consideration. 5) The bifurcation of increment into two increments shall play hell with the climate of the working place. It will give rise to sycophancy, nepotism and will promote dirty politics inflated by the political bosses who might have been inducted by their political masters in the rank and file of the Government to influence the Government policies and carry out miscarriages of justice. 5) The teachers with qualifications like M.ED/ PH.D/M.PHIL feel betrayed as they are the ones who have burnt mid-night lamp besides preparing for the next day’s lessons. Moreover, neglecting this area of professionalism shall really hamper the professional growth of the teachers as well as the intellectual growth of the students. Contd..3/

Page 3 of 4 PRAY E R THE HUMBLE APPLICANT(S) prays for urgent and most necessary, and benevolent intervention to remove the aforesaid anomalies and grant the teachers the following allowances on non-taxable basis. 1) FIVE TIMES INCREASE in the salary range with pay grade may be granted to the teachers in accordance with Chattopadhya Commission recommendations. It is a legitimate expectation of the teachers that salary increase may be accorded as per the guidelines laid down by the Chattopadhya Commision. It will enable the teachers to reach a level which is equal to the highest paid officers. It will increase his status and help teacher-empowerment. The traditions of the Chattopadhya should never be broken while preparing a pay-package for teachers. It may be remembered that a vast chunk of teachers are ladies. A good proportion of teachers are from the middle class families and lower middle class families belonging to SC/ST/OBC category. If this vast chunk of employees is not empowered by increase in salary and their status is not accelerated, then the cause of social justice which is so enshrined in our Constitution can never be looked into. 2) THE RESIDENCY PERIOD OF 8:8 recommended by the Chattopadhya Commission may be implemented. The teachers were accorded short residency periods in each grade such as 8:8 by the Chattopadhya Commission. It was accepted and approved by the JCM of the Railways along with the Railway Board. But was not given effect due to some envious reasons by the Railway Officers and others employees. It is unacceptable that people get jealous of the benefits of teachers. What good do they bring to the society ? They should be thankful that the sacrifice of the teachers is responsible for their upliftment which they have achieved. It should be remembered that teachers remain where they are and their students reach to the pinnacle of the public and private sectors administration until and unless helped by the extraneous factors which enabled teachers like Hon’ble Sh Man Mohan Singh and Hon’ble Sh Abul Kalam to reach to the top-most posts of Prime Minister and President respectively. 3) AT LEAST 50 LAPS AND 50 LHAPS may be granted on annual basis to the teachers who have been deprived of them historically and socially by the babu- dom. In the past the higher echelons of the bureaucracy maneuvered and toyed with their Leaves on Half Average Pay i.e. the sick leave and completely denied the teachers of the Right to Life. Like the farmers in India, the teachers were also on the verge of starvation since while in sick their quota of the Leave on Average Pay got dwindled and they were compelled to take Leave Without Pay during illnesses bringing

themselves and their families on the verge of starvation with no source of other income. Cont…4/

4) TEACHING ALLOWANCE AT THE RATE OF 7% OF THE BASIC may be allowed to the teachers. The teaching allowance at this rate will enhance the professional status of the teachers like the doctors who benefit from the same in the form of Non Practising Allowance. The Teachers can be accorded Non Practising Allowance in the form of Non Tuition Allowance that will seriously help curb the practice of tuition and corruption attached therewith. Besides, this allowance should be aligned with the multiplier effect formula that could enhance the teaching perquisites of the teachers. 5) THE ANNUAL NORMAL INCREMENT SHOULD BE AT THE RATE OF 10% OF THE BASIC SALARY AND PAY GRADE. The rate of 10% will help beat the inflation as it will increase the real basic salary of the employees on the basis of which Dearness Allowance is computed. The performance increment will be disastrous as it will breed sycophancy, nepotism and dirty politics, even party politics by the bosses who might have been inducted by their political masters among the rank and file of the Government cadre. The annual increments should rise at the rate of 10% perannum and should not be linked to performance. There is already a provision for minor penalty in the administrative system under the Disciplinary and Appeal Rules which provides for slashing of increment(s) with future effect/without future effect as well as there is a provision for adverse remarks and improvement based suggestions in the Annual Confidential Reports. To provide for performance based increment besides the regular increment will be a cruel joke upon the administrative system that will encourage sycophancy, nepotism, flattery and slavery, and would result in double jeopardy and miscarriage of justice. 6) THE PERFORMANCE BASED INCREMENT SHOULD BE LINKED TO THE PROFESSIONAL GROWTH LIKE INCREMENT FOR GROWTH OF QUALIFICATIONS ABOVE THE NORMAL LIKE M.ED/M.PHIL/PH.D which should be matching to the teacher’s achievement based results, educational administration like handling of a charge of Examination, etc. The performance based increment should not depend on the likes and dislikes of the bosses but should be achievement oriented to be measured on the basis of results and participation in educational administration like the charge of examination, etc. that will help promote the professional growth of the teachers as well as the intellectual growth of the students.
