TECHNOLOGICAL IMPROVEMENT REGULATION ACT Section 1:

Tech improvement (henceforth abbreviated as “T.I.”) shall be defined as the taking of research materials from a research facility for the purposes of improving tech score with the consent of both parties. Subsection 1.1: Houses conducting TI missions shall be referred to here as the “receiving house” Subsection 1.2: Houses owning the research facilities to be donated to the TI effort shall be referred to here as the “donor house”

Section 2:

All TI in Capricorn must follow the following guidelines: Subsection 2.1: TI missions must be conducted with the consent of the facility owner Subsection 2.2: Research facilities raided for the purposes of TI must emptied of all personnel prior to the tech improvement mission. Subsection 2.3: No loss of life may occur during a TI mission Subsection 2.4: No payments in any form may be demanded of the receiving house from the donor house Subsection 2.5: All feud score generated by TI, including those belonging to houses allied with the donor house, must be absolved promptly Subsection 2.6: TI may not occur between allied houses, current or recent. Recent is defined as within 3 months. Subsection 2.7: A maximum of nine facilities may be donated to a TI mission

Section 3:

A priority list, hereby-named the “Tech Improvement Priority List” or the “TIP List”, shall be established. Subsection 3.1: All houses conducting TI must belong to this list Subsection 3.2: The TIP List shall order member houses from the lowest tech level to the highest to tech level. Subsection 3.3: Only the top four houses may conduct TI. After their missions are complete they will be moved to the bottom of the list or removed from the list completely if no longer eligible. Subsection 3.4: Houses must request to join the TIP List. No house shall be automatically added. In their request, the applying house must report their current tech level. Subsection 3.5: Only houses that are at only one point above the current galactic average or lower are eligible for the TIP List Subsection 3.6: Houses on the TIP List must make regular reports of their tech level in order to keep the list up to date and to inform the donor houses. Subsection 3.7: Houses conducting TI missions while not eligible to do so under the TIP List will be immediately given Renegade status, to be lifted only by the Senate.
