Year 2003 RDCO 2003 Annual Report

Shannon Lake West Concept Development Plan The Terms of Reference were developed and background information compiled. The project was withdrawn at the wishes of the property owner involved.

Year 2004 RDCO 2004 Annual Report Planning Services Planning Services staff worked with property owners in three new neighbourhoods to begin planning for future land uses, development guidelines, infrastructure and servicing networks in the Shannon Lake West, Lower Glenrosa and Goats Peak Neighbourhoods. Background information was provided and the design teams are working on conceptual plans. 2005 Initiatives Conceptual Plans should be available early in the year for public presentation and community input into three new neighbourhoods: Shannon Lake West, Lower Glenrosa and Goats Peak.

Year 2005 Highlights of the Regional Board Meeting– October 3, 2005 Public Hearing For Shannon Lake West Plan The Regional Board has received the proposed Shannon Lake West Concept Development Plan. Protech Consultants Ltd. prepared the plan on behalf of nine property owners. The plan provides direction for future zoning and subdivision proposals while identifying and protecting significant environmental, heritage and landscaping features within the 164-hectare area situated between Shannon Lake Golf Course, Shannon Woods and the Smith Creek neighbourhoods. A public hearing will be scheduled for a future date to amend the Westside Official Community Plan to include the proposed area plan.

RDCO 2005 Annual Report 2005 Highlights Completed the Smith Creek and Shannon Lake West Road Classification Review. The study looked at existing, approved and proposed development to determine road classification for proposed development areas as well as determining contributions for future upgrade work on Shannon Lake Road. The Shannon Lake West Concept Development Plan was completed, providing a comprehensive overview of future land uses, servicing, road networks, park spaces and agricultural lands within a new 700-unit neighbourhood situated on the lower slopes of Carrot Mountain.

Year 2006 Highlights of the Regional Board Meeting– January 16, 2006 Shannon Lake Area Rezoning The Regional Board has given second and third reading to a rezoning application for a 7.8-hectare property adjacent to Shannon Lake Road. The applicant proposes approximately 55 single-family lots along with a future collector road and parkland dedication. Before final reading, the applicant must meet several conditions including a voluntary dedication of additional lands for a linear park and registration of an environmental management area covenant on lands adjacent to the park. Highlights of the Regional Board Meeting– March 13, 2006 Shannon Lake West Concept Plan The Regional Board has amended the Westside Official Community Plan to include the Shannon Lake West Concept Development Plan. The plan provides direction for future zoning and subdivision proposals while identifying and protecting significant environmental, heritage and landscaping features within the 160-hectare area situated between Shannon Lake Golf Course, Shannon Woods and the Smith Creek neighbourhoods. THAT Official Community Plan Amendment Bylaw No. 1050-10 be reconsidered and adopted this 13th day of March 2006. CARRIED Highlights of the Regional Board Meeting– August 21, 2006 Proposed Shannon Lake West Parks The Regional Board has approved two parks as part of the 55-lot Tallus Ridge project in the Shannon Lake West area. The developer has submitted landscaping plans for the .35-hectare and .2-hectare parks, which will eventually be part of a linear park through the area. Shannon Lake West Phase 2 Development The Regional Board has given first reading to a rezoning application for a 12.2-hectare property in the Shannon Lake West Phase 2 development. The applicant proposes 73single detached housing lots, a multi-family residential site and 2.1-hectares of park zoned land. A Public Hearing will be scheduled and advertised after additional information is received regarding proposed roadways and environmental issues. Regular Board Meeting August 21, 2006 #359/06

Zoning Amendment Bylaw No. 871-128 for Ryser Developments Ltd. (owner) and Protech Consultants Ltd. (agent) to amend the zoning from A1 Agricultural to R1 Single Detached Housing, R3A Multiple Housing (Low Density), and P1 Park and Open Space located adjacent to Shannon Lake Road. (Z06/08) Westside Electoral Area (Electoral Areas only) Staff reviewed the application. It was noted that residents must be aware of the location to the landfill and that a covenant is required. Staff to clarify this issue with the applicant.

Receipt of revised plans/information that addresses Engineering Services comments regarding reduction of the 25 metre wide road dedication, access onto the collector road, and distance from the working face of the Westside Landfill;



Information that addresses Westside Fire and Rescue comments regarding availability of a suitable water truck;



Confirmation that the fencing/sidewalk issue of the Ministry of Agriculture and Lands will be addressed in conjunction with the subdivision application for Phase 2;



Additional comments from RDCO Environmental staff and/or the EAC confirming that all environmental concerns related to the future walkway and ESA 1 area has been addressed. CARRIED

8. PARKS AND RECREATION DEPARTMENT 8.1

Subdivision Application 05-5364 – Shannon Lake Road – Shannon Lake West CDP Phase 1 – Developer built park proposal and associated RDCO Park Development Cost Charge Contribution (All Directors – Unweighted Vote)

THAT the Regional Board approve the developer-built park proposal by Belvedere Place Developments for the neighbourhood park identified as ‘Park #3’ and linear park identified as ‘Park #4’ in Appendix B-7 of the Westside Official Community Plan – Shannon Lake West Concept Development Plan; AND FURTHER THAT the parks will be constructed in accordance with the landscape plans dated June 21, 2006 and prepared by Site 360 Landscape Architects; AND FURTHER THAT $12,426.70 from the total Park Development Cost Charges payable to the RDCO for Phase 1 of the Shannon Lake West Concept Development Plan will be allocated towards the $28,622.93 park construction costs, with any cost overruns above this amount borne by the applicant ; AND FURTHER THAT all improvements undertaken by the developer in the proposed parks will be to the satisfaction of the Director of Parks and Recreation or designate, prior to the transfer of title of the parks to the RDCO. CARRIED

Highlights of the Regional Board Meeting– September 25, 2006 Shannon Lake West Rezoning Application The Regional Board has given second and third readings to a rezoning application for Phase 2 development in the Shannon Lake West area. The applicant proposes a 73single detached housing lot subdivision which includes a multi-family residential site and 2.1-hectares of dedicated parkland adjacent to Shannon Lake Road. Final reading will be considered by the Board after receiving confirmation that several outstanding conditions have been met including preliminary subdivision layout approval from the Ministry of Transportation. THAT Zoning Amendment Bylaw No. 871-128 for Ryser Developments Ltd. (owners) located adjacent to Shannon Lake Road be given second and third readings this 25th day of September 2006; AND FURTHER THAT consideration of fourth and final readings be withheld pending; Receipt of Preliminary Layout Approval for subdivision from the Ministry of Transportation; Receipt of a draft updated covenant to address the linear park condition of the Parks Advisory Committee; endorsed by the Board at first reading; Dedication or establishment of a road reserve to provide for a future 25 metre right-of-way width on the access route from Shannon Lake Road. Registration of a Section 219 covenant (to the satisfaction of Engineering Services) restricting development within 250 metres of the legal boundary of the Westside Landfill. This distance may be reduced subject to activity within the landfill and geotechnical analysis of the long-term impact of the landfill on development with the buffer area. The covenant should also advise future purchasers that they are located in close proximity to the Westside Landfill and there is the possibility of nuisances associated with landfill operations. CARRIED

The 2006 Annual Report of the Regional District of Central Okanagan is available. The 26-page report outlines the achievements of each department during 2006 and looks ahead to the initiatives planned for 2007. An electronic version of the Annual Report is available online at www.regionaldistrict.com. Copies may be picked up at the Regional District office (1450 KLO Road) or at the Mount Boucherie Community Centre (2760 Cameron Road) and at the Westside satellite office in the Westbank and District Chamber of Commerce (2375 Pamela Road).

RDCO 2006 Annual Report Coordinated the construction of developer built parks including Westridge Estates, Tallus Ridge, Shannon Springs and Panorama Peaks.
