MEMORANDUM FOR WLC STUDENTS SUBJECT: Course Information
1. This handout is designed to provide the student with information that will ease reception and integration into WLC. This handout is not all-inclusive; it supplements information you will receive during orientation briefings. When used in this publication, the word “he” represents both the masculine and feminine genders, unless otherwise stated. 2. You will find the next two weeks very demanding and rewarding. What you get out of WLC depends on how you are willing to invest yourself. The cadre will give their utmost in order to provide quality training. 3. The following program of instruction (POI) is designed to develop those attributes, which will ensure the necessary self-confidence and sense of responsibility required of the modern noncommissioned officer.

1. I would like to welcome you to the Fort Bliss Noncommissioned Officers Academy and the Warrior Leaders Course (WLC). 2. The mission of the Academy is to provide leaders of character and competence that can fight and win the nations war while serving the common defense of the United States. You are here to begin your training to become a leader of character and competence. This is your first step in the Soldier development process, where you will build upon the base of values and ethics. You will learn values, attributes, and actions that make up the Be, Know, and Do requirements of a leader. “BY EXAMPLE” 3. The POC for this memorandum is SFC Reed @ 568-2399.

MEMORANDUM FOR SEE DISTRIBUTION SUBJECT: Soldiers removed from the Noncommissioned Officers Education System (NCOES) courses before course completion 1. Soldiers can be removed from NCOES courses by the Noncommissioned Officers Academy (NCOA) Commandant before course completion for lack of required clothing and equipment (TA50) that must be in the Warrior Leaders Course (WLC) Soldier’s possession when reporting for the course. 2. TRADOC Reg 350-10, pg. 14, par. 2-3 (12 AUG 02), Prerequisites for each course will be published in each school’s appropriate Army Training Requirements and Resource System (ATRRS) catalog. Ensuring Soldiers meet established course qualifications and pre-requisites are an individual and unit commander responsibility. 3. AR 350-1, pg. 45, para 3-18b (1) – 3-18b (6), 3 AUG 07 - Under certain conditions, students may be dismissed from courses for the following reasons. 1) Personal conduct is such that continuance in the course is not appropriate. 2) Negative attitude or lack of motivation is prejudicial to the interests of other students. 3) Academic deficiency demonstrated by failure to meet course standards or lack of academic progress that makes it unlikely that the student can successfully meet the standards established for graduation. 4) Illness or injury (as determined by a physician), or added physical profile limitation. 5) Compassionate reasons. 4. Failure to comply with any of the NCOA established policies could result in a student’s possible early dismissal from the course. 5. Failure to comply with required clothing and equipment requirements could result in a student dismissal from NCOES courses within 72 hours of the reporting period.

SECTION III PREPARATION 1. You will need sufficient funds to defray the costs of haircuts, etc. that will be needed throughout the course. Extra funds should be readily available. However, you are encouraged to bring enough personal items to last you 16 days. Do not bring expensive jewelry 2. Inspect all of your equipment for accountability and serviceability prior to the course. Individuals with dirty or unserviceable equipment will have 72 hours to correct deficiencies. If the deficiencies are not corrected within 72 hours, the Soldier may be dismissed from the course IAW CMP, however based on what is missing a student may receive a negative DA Form 4856 and remain in the course. Students with a negative counseling will be ineligible to graduate with honors or receive any NCOA awards. Ensure all of your uniforms are in accordance with AR 670-1. UNIFORMS DO NOT HAVE TO BE NEW, JUST SERVICEABLE. 3. Only units with a Memorandum of Agreement on file will be allowed to acquire CTA 50 items from the academy. Magazines, compasses, and protective masks will be available to units who arrange prior to attending WLC. 4. Do not schedule any appointments, and ensure that no personal problems will arise that may prohibit your performance/attendance in WLC. The academy Chain of Command will assist with any unforeseen problems/emergencies that may arise. 5. Ensure that you are trained in the following areas prior to attending WLC: a. 40 Hrs of Map Reading and Land Navigation. (FM 3-21.26) b. Physical Fitness (FM 21-20) c. Skill Level 10 task IAW STP 21-1 SMCT (First Aid / Map Reading / Clearing a Weapon) 6. The only PT uniform that will be worn is the official Army IPFU as prescribed in AR 670-1. The short sleeve and long sleeve gray T-shirt (ARMY not faded and NSN on tag), black shorts (ARMY not faded with liners and NSN), jacket top with zip up front (NSN on tag), black pants (NSN on tag), knit cap (Gray, Black is authorized until 30 Sep 09 IAW ALARACT 004/2008), or black spandex (no logos or markings), and serviceable/clean running shoes. The IPFU Army physical fitness uniform is the only authorized uniform. It must be complete. Ensure you bring properly fitted socks. 7. Soldiers that are required to wear eyeglasses must bring at least one pair of military issue glasses, one pair civilian glasses and protective mask inserts. 8. Ensure boots are “broken in” prior to report date to properly prevent the acquiring of blisters during marching from the different locations. You are not required to have “new” boots, just ensure they are serviceable.

9. In order to attend WLC, all Soldiers must meet the following requirements:
a. Be recommended to attend WLC by their immediate commander. b. If in a promotable status (Soldier must report with a current copy of their DA Form 2A/ERB indicating current promotion points or possess a current copy of the C10 roster in order to verify promotable status). c. ENSURE THE PRE-EXECUTION CHECKLIST (TRADOC Form 350-18-2-R-E (APR 2007) IS FILLED OUT PRIOR TO ARRIVING AT WLC. FAILURE TO DO SO WILL CAUSE A DELAY DURING IN-PROCESSING d. Have WLC Clothing and Equipment memorandum signed by student’s first line supervisor. e. Ensure that the GT score as well as all line scores are annotated on the ERB. f. Ensure that complete and current PUHLES data is annotated on the ERB.
10. SOLDIERS MUST HAVE A CAC (ID) CARD THAT HAS A VALID PIN NUMBER; THIS IS IN ORDER TO DIGITALLY SIGN ALL PAPERWORK.
SECTION IV ADMINISTRATION 11. This section outlines the general policies of the Army, and the Warrior Leaders Course. It will explain the standards of behavior, conduct, and performance that will be expected of all students. 12. In-processing –Soldiers will report to BLDG 1006, NLT 0445 on the scheduled day (Day 0), in the IPFU with NO SPANDEX. The weigh-in and in processing will commence at 0500. Also, during the remainder of Day 0, student’s equipment will be inventoried and all deficiencies will be noted. Sponsors will have a briefing at 1300hrs (Day 0) in the Blankenbecler room inside of Bldg. 2E. on the 1st floor. All sponsors must sign-in and be present for this briefing to obtain pertinent information for the course and general guidelines. Students will have 72 hours to fix any deficiencies noted (refer to Page 5 Para. 2). Students will be administered an APFT on Day 1. Soldiers who fail the initial APFT will be retested 7 to 14 days after the initial APFT. Soldiers who fail to meet the body fat standards of AR 600-9 will be retested 7 to 14 days after the initial screening. Soldiers failing the retest of APFT and/or body composition screening will receive a “Marginally Achieved Course Standards” rating on DA Form 1059. 13. Soldiers with permanent profiles, category III and IV, must have been screened by a (MRB) medical screening board, and have been allowed to retain their MOS with eligibility to attend appropriate NCOES. A copy of the medical screening board results must accompany the Soldier to the in processing. 14. Soldiers are no longer required to hand carry a copy of the Cardio-vascular medical screening to service schools. Ensure that your unit places the physical date from the SF 88 or DD Form 2808 on the pre-execution checklist Part II. This will confirm that the Soldier has been medically screened within the last 5 years. IAW AR 40-501, Para 8-19c (3), all personnel on active duty will have a periodic examination on record no older than 5 years beginning at age 30. 15. During the initial 72 hours of the course, the sponsor will attain any items deficient or missing for their designated Soldier(s). There will be no exception to this procedure unless approved by the Chief Instructor.

16. Soldiers must have in their possession the following documentation for in-processing:

If ID card is not current, Soldier must present re-enlistment or extension paperwork. e. Current ERB. f. Physical Profile, if applicable. (Only permanent profiles will be accepted for enrollment. Temporary Profiles will result being denied enrollment into the course, only is exception is nonperformance deterring (shaving) and GWOT injuries refer to CMP for explanation. g. WLC Clothing and Equipment memorandum signed by student’s first line supervisor. 17. Soldiers’ haircut, appearance, and tattoo(s) must be in accordance with AR 670-1 in order to be admitted into WLC. 18. U.S. ARMY TATTOO POLICY (All Commanders are required to screen and counsel all Soldiers to ensure that they are in compliance with the Army Tattoo Policy IAW AR 670-1, AR 600-20, DA PAM 600-15, ALARACT MESSAGE 017-2006) : (1) Tattoos or brands that are extremist, indecent, sexist, or racist are prohibited, regardless of location on the body, as they are prejudicial to good order and discipline within units. (a) Extremist tattoos or brands are those affiliated with, depicting, or symbolizing extremist philosophies, organizations, or activities. Extremist philosophies, organizations, and activities are those which advocate racial, gender or ethnic hatred or intolerance; advocate, create, or engage in illegal discrimination based on race, color, gender, ethnicity, religion, or national origin; or advocate violence or other unlawful means of depriving individual rights under the U.S. Constitution, Federal, or State law (see para 4-12 , AR 600-20). (b) Indecent tattoos or brands are those that are grossly offensive to modesty, decency, or propriety; shock the moral sense because of their vulgar, filthy, or disgusting nature or tendency to incite lustful thought; or tend reasonably to corrupt morals or incite libidinous thoughts. (c) Sexist tattoos or brands are those that advocate a philosophy that degrades or demeans a person based on gender, but that may not meet the same definition of "indecent." (d) Racist tattoos or brands are those that advocate a philosophy that degrades or demeans a person based on race, ethnicity, or national origin. 19. Soldiers who are not in compliance with the Army Tattoo Policy will be counseled and their Chain of Command will be notified. 20. Soldiers will be issued meal cards and linen during in-processing. 21. Storage of luggage and excess baggage is not available, so plan accordingly. 22. Out-processing - Soldiers will clear through the administrative and supply sections prior to their departure from WLC.

SECTION V GENERAL POLICIES 1. Open door policies:
a. Chief Instructor – Any student that has a problem may request to see the Chief Instructor, provided that they have attempted to resolve the problem with either the Small Group Leader, or the Senior Instructor. b. Commandant – All students should try to resolve their problems through the WLC Chain of Command. If the problem cannot be resolved this way, the student may then request to see the Commandant.

2. Student Chain of Command – The Student Chain of Command is designed to give each student the opportunity to function in various leadership positions throughout the course. Each student will hold a minimum of one position in garrison, and one position in the field. Students will exercise the authority and assume the responsibilities of the position they are holding. Students must understand that while at WLC they must respond to the orders of the student chain of command without hesitation. Regardless of a student’s actual rank, they will respect and treat other students as peers while attending WLC. Any student who is a sergeant or corporal caught "pulling rank" on other students will be disciplined accordingly. 3. Sexual Harassment – Sexual Harassment is a type of sex discrimination. Sexual harassment violates acceptable standards, and interferes with mission accomplishment and unit cohesion. It is the attempt to control, influence, or affect the career, pay, or job of a Soldier or civilian employee by using sexually oriented behavior. Any verbal comments, gestures, or physical contact of a sexual nature will not be tolerated. 4. Privately Owned Vehicles – If a student drove to WLC, the student’s vehicle will be parked in the 6th ADA Brigade Headquarters parking lot. 5. Fraternization - Fraternization between students and cadre will not be tolerated. Infractions will be investigated and handled accordingly. 6. Telephones/Cell Phones- Autovon telephones are available for your use in BLDG 2E. Use of the telephones in BLDG 1006 will be limited to personal time only. You are allowed to use your cell phone during your personal time at BLDG 1006 and in designated break areas near BLDG 2E! Phone must be off or on vibrate so as not to be a distraction during class. The prescribed break area is the only area cell phones will be used around the Academy area. Students caught using their cell

phone in unauthorized areas or if their phone sounds inside the Academy the Student will be counseled and considered for dismissal.

Medical and Dental - Medical services are available at the Ft. Bliss Troop Medical Clinic. If a student needs to go on sick call, they must notify the instructor of the day prior to the first accountability formation. At 0700 student will call to schedule an appointment. Students must arrange for their sponsor for transportation. No family members may take students to and from sick call. Cadre will transport Soldiers not assigned to Ft. Bliss to the TMC. 8. There are numerous ways for students to be released from the course, but the most common are:
a. Compassionate release – Compassionate action or emergency arises which requires the b. c. d. e.
student to leave the course. (The Soldier’s unit submits this request after verification of reason.) Medical release – If a student is unable to complete all requirements of the course due to serious illness, injury, or prohibitive (temporary) profile. Motivational dismissals – Results after counseling proves to be ineffective, and is unsuccessful in correcting the students’ performance. Disciplinary dismissals – Results from students violating the Uniform Code of Military Justice, school policies, and or conduct unbecoming of a Noncommissioned Officer. Academic dismissals – Results if a student fails any examination or evaluation, and is unable to pass the retest or reevaluation.
9. Counseling sessions will be used to help develop professional standards as well as to evaluate the student’s overall performance. 11. Privately owned weapons (POW’s) -Students scheduled to attend the course are not authorized to utilize, or store privately owned weapons in the barracks. POW’s will be registered with the Provost Marshall Office and stored in the NCO Academy’s arms room until graduation. The possessions of weapons (i.e. guns, knives, clubs, martial arts devices, or nightsticks) are strictly prohibited at the Noncommissioned Officer Academy and will result in removal from the course. The possession of Gerber’s or any other tools is also prohibited. 12. Honors and awards:
a. Distinguished Honor Graduate – Awarded to the one Soldier who achieves the highest academic average (95% or higher) and receives a first time “GO” on all performanceevaluated events. Students must receive superior ratings in all evaluated areas on the DA Form 1059. If a student receives an adverse or negative counseling they will not be eligible for this award. b. Honor Graduate – Awarded to the one Soldier who achieves the second highest academic average (90% or higher) and receives a first time “GO” on all performance-evaluated events.

Students must receive superior ratings in all evaluated areas on the DA Form 1059. If a student receives an adverse or negative counseling they will not be eligible for this award. c. Iron Soldier Award – For the one Soldier who achieves the highest score on the initial APFT with a score of at least 300. d. Commandant’s List – Will not exceed 20 percent of the class enrollment. This percentage includes the Distinguished Honor Graduate and the Honor Graduate. e. Commandant’s Leadership Award – There is only one leadership award recipient. Each class will nominate a student to their SGLs for approval. The nominee will then appear before a board comprised of the Chief Instructor and the Senior Instructors. The board will designate the leadership award to the nominee who receives the board’s highest evaluation. The board study guide will be the Warrior Leader Course Smart Book. The nominee must meet the following prerequisites: (1) Received no adverse developmental counseling. Received a superior rating in Block 14c (Leadership Skills) of their AER. (2) Selected by their peers with final recommendation by the SGL. Note: In the event of a tie, the commandant will use the score of the APFT as a tiebreaker for these honors. If they are the same, the commandant will use their date of birth. Note: Any student who receives an adverse or negative developmental counseling will be ineligible for all of the above honors.
SECTION VI STUDENT STANDARDS AND RESPONSIBILITIES 1. The Ft. Bliss NCO Academy upholds and enforces the standards of the United States Army without exception. As a student representing the NCO Corps, you will be required to meet the following standards.
a. Barracks – Gambling or playing of cards is strictly prohibited. Loud, profane, or boisterous behavior is also prohibited. No member of the opposite sex may enter or visit the room of a Soldier of the opposite sex unless he or she is a member of the current student chain of command, and is conducting official military business. Consumption of food and drinks in the barracks is authorized.
b. Off-duty – Students are never considered off-duty. If there is a break in the training schedule, students are still required to maintain discipline, and conduct themselves in a professional manner. Any consumption of alcohol or drugs during the duration of the course is a severe violation of academy policy and will not be tolerated.
c. Visitation – Visitation hours will be determined and announced by the Chief Instructor. Visitation is designed to allow sponsors of students to see the progress made, and for the student to inform sponsors of any special needs that may have arisen. The days for visitation at BLDG 1006 are on Tuesday and Thursday 1900-2100. Duty days during lunch or dinner at the DFAC (Bldg 906). No family members may visit with the students. Only the student’s immediate chain of command/NCO support channel may attend the lunch or dinner meal, the dining facility is located at BLDG 906. Reservations for meal visitation must be made the business day prior by calling 568-5820 (DSN 978-5820). All personnel visiting the academy area for visitation or dropping off items for a student at BLDG 2E will be in a uniform prescribed in AR 670-1.

d. Usage of cell phones - Students will be allowed to have their cell phone on their person in the event of an emergency while placed on pass. All students will ensure that they have a recall roster and at a minimum the number to the Instructor of the Day, Senior Instructors, and WLC Operations. If a Soldier has a cell phone on them during classroom instruction the phone will be placed on vibrate or turned off so as not to become a distraction during class. The only authorized place that a student may have their cell phone out for use is while on break and in the break area only. If a Soldier is caught with a phone out in the hallways of building 2E, while not in the designated break area, or the phone goes off in class the student will be counseled and considered for dismissal from the course. The Chief Instructor has the authorization to terminate the use of cell phones if disciplinary problems become a distraction to the course.
e. Inspections – Rooms and living areas will be ready for inspection NLT 0430 daily. Daily inspections (announced and unannounced) are conducted so students can obtain and maintain high standards.
f. Military Courtesy – These will be the students actions in the following situations: (1) When addressed by or addressing an officer you will remain at the position of attention until told otherwise. When a field grade officer or a general officer enters the academy area, the first person to recognize them as such will call “ACADEMY ATTENTION”. While in the classroom with class is in session “ATTENTION” will not be called. If outside in a group, or in the break areas, the first person to recognize the officer will call the group to attention and render the proper courtesy accompanied by the greeting of the day.
(2) When addressed by or addressing a noncommissioned officer you will remain at parade rest. When a Chief Instructor or higher enters the NCO Academy area the first person to recognize them as such will call “AT EASE”. While in the classroom with class in session “AT EASE” will not be called. If outside in a group, or in the break areas, the first person to recognize a noncommissioned officer is approaching will call “AT EASE” and render the greeting of the day. (3) The greeting of the day will be rendered to both officers and noncommissioned officers respectively. g. Marching in formation- Student leadership will be in place and responsible for all student movement from building 1006, building 906, and to building 2E. While in formation students will conduct themselves as professional Soldiers. The use of “cat calls” or “Jody calls” and or any cadence that can be construed as distasteful or disrespectful will not be used. Soldiers will use only routes that have been prescribed for movement to and from these locations. The student leadership will ensure that all safety measures are enforced (i.e. road guards with reflective vests and flashlights, minimum of two in front and two in the back of formations).
2. Uniform – The Improved Physical Fitness Uniform will be worn during PT. The duty uniform will be ACU uniform unless otherwise specified by the training schedule or by WLC cadre. The cadre will announce the uniform for special events i.e. graduation and social events.

SECTION VII AREAS OF RESPONSIBILITY 1. Barracks standards – The following will be accomplished prior to 0430 hours daily. a. All Floors will be swept, mopped, and waxed. b. Windows closed and windowsills will be clean. c. Wall lockers neat and orderly. At no time will dirty laundry be stored inside of the wall locker. d. Bunks will be made. Students will sleep head to toe in order to minimize communicable diseases. e. All trashcans emptied turned right side up, and a clean trash bag placed inside. f. Lights will be turned off when not in use. g. All Footgear cleaned, and properly aligned. h. All furniture dust free and clean. i. Refrigerators free of excess frost, and clean. j. Baseboards clean. k. All doors will be locked to include wall lockers and drop lids, when the room is unoccupied or not in use. l. Duffel bags will be locked at all times. m. Trash will be emptied, and a clean bag placed inside 2. Break Areas – a. Trashcans emptied, and a clean bag placed inside. b. Area policed after each break. c. Weeds and grass will be pulled out of sidewalk cracks and rocked areas as needed. 3. Classrooms – a. Floors clean, free of debris, and vacuumed. b. Chairs and tables aligned, and all materials dressed, and uniform with other sections. c. Tabletops cleaned prior to departing for the day. d. Windows and windowsills clean. e. Dry erase boards clean and organized. f. Lights will be turned off when not in use. g. Baseboards clean. h. Trash cans emptied, and a clean bag placed inside. i. Coffeepots and utensils clean. 4. FOR OFFICIAL USE ONLY Effective 30 Jan 09 Part 1 of the Pre-Execution Checklist must reflect that the Soldier has all appropriate clothing and equipment. All students must bring all seasonal clothing and equipment that is on the attached checklist. The Ft. Bliss NCO Academy will not issue missing TA-50 items except for the following circumstances: Coordination is made with the Chief BEFORE the student arrives at WLC. The student presents a memorandum listing the missing items and the reason why the unit couldn’t obtain the items. The above memorandum must be signed by the Soldiers commander with no “For” line. It is the responsibility of the unit and sponsor to correct all shortages prior to the student arriving for in-processing. NOTES: 1. A total of 4 sets of ACU serviceable duty uniforms will be brought. 2. The personal hygiene kit will consist of: soap /w dish, shaving articles, tooth brush /w case, tooth paste, razors w/ shaving cream (if not an electric razor) and deodorant. 3. An army issued water (hydration) carrying device is required. If an army issued Camelback like item is not brought, then two canteens with carrying cases and a cup is required. These items will be worn on or over the body armer 4. Expenses to include haircuts, personal hygiene products and optional purchases. 5. Students with allergic reactions to insect bites or bee stings are required to bring their own personal bee sting kits. 6. Must have one pair of eye protection IAW authorized protective Eyewear List. 7. Students can have one of these items to carry needed materials to classroom. 8.. Black Knit PT Cap and Black Micro Fleece knit Cap is authorized for use until 30 September 2009 IAW ALARACT 004/2008 9. The coat, cold weather ,woodland camouflage pattern (field jacket) for AC, USAR, and ARNG have a wear out date of 30 SEP 2010 IAW with ALARACT 004/2008. 10. Must have two ammo pouches. If you cannot attach to your body armor you must then bring another form of Army issued Load bearing device. ** If the deficiencies are not corrected within 72 hours, the Soldier will be dismissed from the course IAW CMP, however to our discretion students that don’t have all required equipment after 72hrs may receive a negative counseling and remain in the course. Students with a negative counseling will be ineligible to graduate with honors or receive NCOA awards.
