Motorized vehicle travel within the TMA is restricted to designated open roads. Motorized travel on trails or cross-country is not allowed except by special permit from Wallowa-Whitman National Forest offices.

Within the Cooperative Travel Management Area (TMA) boundaries, only roads shown in green, and the adjacent area within 300 feet of those roads is open to motorized vehicles. These travel requirements begin three days prior to the first Rocky Mtn. bull elk season and run through the end of the second bull elk season. Exceptions include Elkhorn Wildlife Area Travel Management, Dry Beaver/ Ladd Canyon Elk Enhancement Area, and Starkey Experimental Forest, which are permanent. The Starkey Unit includes the La Grande Watershed which is closed to motorized vehicles year-round.
