Parish Council Meeting Minutes 2007 Council Meetings Dates http://sbpg.net/councilmeetings.html #8 On motion of Mr. Taffaro, seconded by Mr. Henderson, it was moved to adopt the following resolution: RESOLUTION SBPC #66-07-07 WHEREAS, the St. Bernard Parish Library has historically served the residents of St. Bernard by providing children’s programming, research opportunities, and access to an extensive literary collection; and WHEREAS, the St. Bernard Parish Library is an integral part of the recovery of the St. Bernard Parish community; and WHEREAS, the Gates Foundation has generously offered interim assistance in sustaining limited library services over the next three years; and WHEREAS, the St. Bernard Parish Library Board has shown an exemplary level of performance in the past in both operational functioning and fiscal management; and WHEREAS, there exists an opportunity to relocate and construct a modern library facility with the use of insurance funds, reserve funds from tax revenues, and FEMA appropriated repair funds; and WHEREAS, the St. Bernard Parish Library Board has purchased a plot of land that could house a new library; and WHEREAS, the St. Bernard Parish Building Mitigation Committee has recommended to the St. Bernard Parish Council a plan to support the construction of a new library at the Library Board’s new property; NOW THEREFORE, BE IT RESOLVED, that the St. Bernard Parish Council, the governing authority of St. Bernard Parish does hereby commit to the following plan for the new library project: 6. The annual budget for the St. Bernard Parish Library shall

remain in tact during the design and construction phase of the new library; 7. The St. Bernard Parish Council shall support the temporary housing and operations of the St. Bernard Parish Library during any period beyond the period that the Gates Foundation does not provide such support; 8. The St. Bernard Parish Council shall make all FEMA related funding for the St. Bernard Parish Library project worksheet(s) available for the new library project, including repair funds, and any mitigation funds that are received for the St. Bernard Parish Library; 9. The St. Bernard Parish Council shall not roll back any tax millages to create a decrease in revenues for the St. Bernard Parish Library not required by any applicable Louisiana Revised Statutes; 10.The St. Bernard Parish Council shall support administrative inkind services of the new library project in the form of land clearing, assistance in fill placement using calcium carbonate from Domino Sugar, and assistance in connecting to existing infrastructure systems; 11.The St. Bernard Parish Council shall commit to funding any operational shortfalls of the St. Bernard Parish Library that may be created by a reduced revenue stream from the applicable millages provided that staffing and operational patterns are proportionately consistent with pre-Katrina patterns.

The above and foregoing having been submitted to a vote, the vote thereupon resulted as follows: YEAS: Melerine.

Madary, Hoffmeister, Henderson, Dean, Taffaro and

NAYS:

None.

ABSENT:

None.

The Chairman, Mr. Di Fatta, cast his vote as YEA.

And the motion was declared adopted on the 24th day of July, 2007.
