ADOPTION OF MINUTES 1.

Special Council Meeting – April 6, 2009 Moved by Councillor Fox, Seconded by Councillor Ward, That Council adopt the Minutes of the Special Council Meeting held April 6, 2009. CARRIED

APPROVAL OF DELEGATION REQUESTS TO APPEAR AT THE 4:00 P.M. SPECIAL MEETING No delegation requests were received.

Nigel Thom File 0550-07 Request by Nigel Thom, to appear before Council to discuss the Fibromyalgia Well Spring Foundation and request for support of ongoing educational programs.

Frank Roberto File 0550-07 Request by Frank Roberto, to appear before Council to discuss hosting all high school football playoff championships at McLeod Athletic Park.

Chris Naples File 0550-07 Request by Chris Naples, to appear before Council to discuss ambulance service within Langley Township. CARRIED MOTION TO RESOLVE INTO SPECIAL CLOSED MEETING Moved by Councillor Fox, Seconded by Councillor Long, That Council now resolve into a Special Closed Meeting according to Section 90 of the Community Charter for discussion of the following items identified under Section 90: Item D.1. – Section 90(1) (a) Personnel; 90(2) (b) Inter-Governmental Relations Item D.2. – Section 90(1) (a) Personnel; Item G.1. – Section 90(1) (a) Personnel; and Item G.2. – Section 90(1) (a) Personnel. CARRIED MEETING RECESSED The meeting recessed at 3:03 p.m. MEETING RECONVENED The meeting reconvened at 3:44 p.m. Councillor Kositsky entered the meeting at 3:44 p.m.

REPORTS TO COUNCIL 1.

2009 Community Grants Report 09-56 File RCP 1850-20 Moved by Councillor Fox, Seconded by Councillor Bateman, That Council approves the carryover of unspent 2007 - 2008 Capital Improvement Grants for a total of $96,871 according to Attachment A (attached); and That Council approves payment of Community Grants for a total of $147,500 for community events / projects and scholarships according to Attachment B (attached); and That Council approves the grant for Langley Canada Day Celebrations Society of $10,000 as per Attachment C (attached); and That Council approves the grant for Aldergrove Festival Days Society for a total of $10,000 as per Attachment C (attached); and That Council approves payment for Utility and other levy charges of $3,800 for the Fort Langley Community Hall according to Attachment C (attached); and further That Council approves payment for 2009 Capital Improvements Grants for a total of $119,775 according to Attachment D (attached); and That Council approves payment of up to $2,000 representing $250 to each Langley secondary school application in support of a Dry Grad as a grant in-kind upon request by a bona fide graduation organization according to Attachment E (attached); and further That Council approves payment to the Fort Langley Business Improvement Association for banner and Christmas light replacements of $6,000, to the Aldergrove Rotary Club for banner maintenance of $6,000 and to the Brookswood Merchants Association of $5,000, according to Attachment F (attached).

AMENDMENT Moved by Councillor Long, Seconded by Councillor Ward, That Attachment B be amended by removing the duplicate request of the Aldergrove Rotary Club. CARRIED The question was called on the Main Motion, as Amended, and it was CARRIED

REPORTS TO COUNCIL 2.

Annual Report for the Fire Department for 2008 Report 09-54 File PROTSERV 7380-20 Moved by Councillor Fox, Seconded by Councillor Ward, That Council receives for information the Annual Report for the Fire Department for 2008. CARRIED

Langley Regional Airport Lease Rates and Terms Report 09-55 File CORPADM 8400-01 Moved by Councillor Long, Seconded by Councillor Ward, That Council give approval to increase the airport lease rate of serviced property at Langley Regional Airport from the current rate of $0.2511 per square foot, to a maximum of $0.308 per square foot, and unserviced property from $0.1372 to $0.18 per square foot effective May 1, 2009; and further That Council give approval to amend Policy No. 05-210 as at ATTACHMENT A to allow consideration for new serviced property lease terms of up to 30 years instead of the current 20 years. CARRIED

Seniors of the Year File 0330-20 Letter received from the Langley Senior Resources Society regarding Seniors of the Year 2009.

MS Awareness Month File 0630-01 Letter received from Adrianne Boothroyd, Manager, Multiple Sclerosis Society of Canada requesting the month of May be proclaimed as MS Awareness Month.

Economic Development Advisory Committee – April 1, 2009 Moved by Councillor Ferguson, Seconded by Councillor Long, That Council receive the Minutes of the Economic Development Advisory Committee for April 1, 2009 as presented. CARRIED

MOTION Moved by Councillor Bateman, Seconded by Councillor Ward, That Council endorse the following statement of the Economic Development Advisory Committee, which, if approved, would form part of the Committee’s Terms of Reference: “That the Economic Development Advisory Committee may make recommendations to Council on economic aspects of activities affecting the economic development of the Township of Langley.” AMENDMENT Moved by Councillor Bateman, Seconded by Councillor Ward That the above motion be amended by adding the following: “within the existing policy and bylaw framework of the Township of Langley. Proposed Aquaculture Facility – 753 – 264 Street Moved by Councillor Fox, Seconded by Councillor Bateman, That Township of Langley Council write to the appropriate levels of government advising that it opposes the proposed aquaculture facility application at 753 – 264 Street relative to concerns with the protection of groundwater and impact on the Township’s Gravel Extraction moratorium. CARRIED Councillor Ward opposed

Experience the Fraser Project Councillor Kositsky noted that the Province announced it would provide Metro Vancouver and the Fraser Valley Regional District with $1.25 million apiece to begin development of a system of inter-regional trails, river-based infrastructure and heritage features through the Lower Fraser River corridor. He made the suggestion that staff arrange a presentation to be provided at the May 4, 2009 Special Meeting of Council.
