What Are Great Streets?
What Are Great Streets?
St. Louis Great Streets Initiative
South Grand: From Good to Great
•
They reflect the character of their communities
•
They allow people to walk safely and comfortably
•
They contribute to local economic vitality
•
They are multimodal and accessible for all users
•
They enhance the sense of place along the street
•
They are “green” and environmentally sustainable

East-West Gateway’s Vision
St. Louis Great Streets Initiative
• Our streets can be greater community assets if we think anew about how we plan and design them • They are more than just storm sewers for automobiles
Four-Part Initiative
St. Louis Great Streets Initiative

National Symposium Great Streets Web Guide Web Guide Workshop Demonstration Projects – South Grand, out of nearly 40 applicants, was selected as 1 of 4 demonstration projects currently being conducted in the region

What is Preventing South Grand Grand from Becoming Great?
St. Louis Great Streets Initiative
• Through study, observation, and collaboration with local leaders, we we have learned a lot
St. Louis Great Streets Initiative
South Grand: From Good to Great
High speed of traffic on Grand creates a variety of challenges
St. Louis Great Streets Initiative
South Grand: From Good to Great
Wide pedestrian crossing distances distances without pedestrian intervals at signals

Pedestrian Lighting is Lacking

Parking Supply Issues
St. Louis Great Streets Initiative
• Not enough? Perhaps • Off-street safety and supply are two key key elements of this problem

Aging Infrastructure
South Grand: From Good to Great
Three Key Elements Rose to the the Top of the List
St. Louis Great Streets Initiative
• Pedestrian Environment • Parking Supply and Function • Infrastructure Upkeep/Upgrade – sidewalks, trees, lighting, furnishings, etc. Design concepts will be developed and evaluated based on these three “key elements”

3 Concepts Presented Tonight
St. Louis Great Streets Initiative
• “4-Lane Basic Enhancement” • “4-Lane Enhancement Plus” • “3-Lane Basic Enhancement”
Many Elements Common to All Three Concepts

• • • • • • •
Lighting Improvements Landmark at Center of District Signal re-timing for lower speed Pedestrian intervals at signals Site furnishing packages Tree pruning and infill General infrastructure repair and replacement

4-Lane Basic Enhancement
St. Louis Great Streets Initiative
South Grand: From Good to Great
Key Features • Pedestrian – curb bulb-outs at intersections; crosswalks at every block; signal timing adjusted to encourage lower travel speeds and to provide pedestrian intervals • Parking – existing parking configuration on Grand is maintained • Infrastructure – reconstruction of sidewalks and tree wells; textured pavement and pavers at key locations; pedestrian scale white lighting; enhanced landscaping

South Grand: From Good to Great
4-Lane Enhancement Plus
St. Louis Great Streets Initiative
South Grand: From Good to Great
Key Features • Pedestrian – curb bulb-outs at intersections; trees moved off of sidewalk; signal timing adjusted to encourage lower travel speeds and to provide pedestrian intervals • Parking – parking reduced by moving trees from sidewalk to parking lane between stalls (~50% reduction of curbside supply on Grand) • Infrastructure – reconstruction of sidewalks; trees moved to curb lane between parking stalls; textured pavement and pavers at key locations; pedestrian scale white lighting; enhanced landscaping Red font = elements unique to this concept

3-Lane Basic Enhancement
St. Louis Great Streets Initiative
South Grand: From Good to Great
3-Lane is the Same as the 4-Lane Basic Enhancement • Only difference is that it would be restriped for 3 lanes plus bicycle lanes on each side • Could easily go back to 4 lanes if it was attempted and not liked

South Grand: Balancing the Tradeoffs
St. Louis Great Streets Initiative
South Grand: From Good to Great
Picking a Concept Will Mean Compromise • Every concept has tradeoffs • We must recognize that we cannot cannot achieve all things • We must decide what we value most most and choose accordingly
