As the head of ICT in Education Unit, his major roles are administering and coordinating the deployment of ICT in field of education; managing information systems in education sector; developing e-learning and distance learning and recommending hardware and software requirements for educational institutions. He is currently Co-Project Manager of the Open Schools Program [http://www.open.org.kh/en/osp]- a joint project of the Ministry of Education, Youth and Sport and the Open Institute, who are working together to improve the quality of education through the use of ICT, including the necessary plans, computer programs in Khmer language, curricula, distance learning methodology, training materials, and technology for sustainability. Since 2003 Tha has been involved in e-learning activities, in coordination with Asia e-learning Network [http://www.asia-elearning.net], and later with SEAVERN project of SEAMEO VOCTECH [http://www.voctech.org.bn/cms]. He has coordinated – during the last two years - the most important ICT projects of the Ministry of Education, Youth and Sport, including the SchoolNet and NextGen [http://www.unescobkk.org/education/ict] projects. Tha is also a board member of the Cambodia-Korea Alumni Association and advocacy board member of Center for Information System Training, a French NGO that offers underprivileged students quality training in the field of Information Technology. He graduated with a B.A in Education at the Royal University of Phnom Penh and a MBA degree in Management from Phnom Penh International University, Cambodia.
