Chaza”l explain the intention is that the first day of Pesach (like any Moed) is also called Shabbos (to counter the mistaken belief of other groups that did not believe in the Oral traditions). Thus, since during the week a “small” Shabbos would be observed (and to emphasize our belief in the Oral tradition), Chaza”l declared the Shabbos prior to Pesach the “big” Shabbos.
