Secretary of State The United States Secretary of State is the head of the United States Department of State, concerned with foreign affairs. The Secretary is the highest-ranking cabinet secretary both in line of succession and order of precedence. From the birth of the nation to 1997, only white men represented the United States on the international front; since then no white male has held the position with the tenures of Madeline Albright, Colin Powell, Condoleezza Rice and Hillary Clinton.

Even maverick White Houses privately recognize that it’s easier to get things done if the neighbors like you.
