Very Good Morning to you. I ardently request your kind attention and compassionate understanding. I render my sincere apologies for this may take a little time off your hectic schedule. This letter of mine is a saga of my inner courage and testament of my love for excellence. You inspire me to write to you and I fervently believe that your magnanimous heart shall do the needful. I, Dilip Kumar Patro, met with a gruesome road accident in 1997,that paralyzed me neck down. Today, although physically I am confined to my bed with no mobility, I now use a powered wheel-chair to move about out side that helps to fulfill my aspirations in establishing myself as an independent individual to go forward in life. We have taken a home loan from BANK OF BARODA (BOB) of Rs.10 lacs and used it for the construction of our new house. While the work was progressing, we made some changes in the construction that has raised the expenditure. At this juncture I had the opportunity to visit SBI home loan festival and requested for the enhancement of my loan. I approached SBI Dwaraka Nagar branch Visakhapatnam-530 016, Andhra Pradesh and I’m here with enlisting the following aspects that I was subjected to in the course of time. Sir, I request you to please go through the contents of my letter, step by step, day after day running around from pillar to post under excruciatingly painful circumstances. I am Shocked that SBI, one of India’s prestigious banks has given me lot of pain and discomfort. Please read through the following aspects: 1. I have approached SBI Home Loan Festival on Feb 15th, 2003 at Vishwa Priya Function 2.

o No Processing Fee o Low Interest Rates o No Hidden Costs I spoke to the following persons at the Home Loan Festival premises and met them at Dwaraka Nagar Branch counter

1. A. SEETHARAM, Chief Manager, 2. J.S.R.SURYANARAYANA, Deputy Manager, 2. I have visited with all the necessary documents all the way about 10KM from my house in the wheel chair at 12 noon in the hot Sun. The documents and other details are as follows (these points are explained clearly to all the above officers): 1. The applicant is my mother (U. SASHI REKHA) 2. The guarantors are my father, brother and my self. 3. All the three years returns I have submitted 4. Xerox copies of the land documents 5. All the necessary documents of the existing loan. 6. I also informed them that I have approached BOB for the enhancement of my existing home loan account, but they replied me negatively. 7. I told the above three officers that 75% of the house construction is over. 8. I received my accident insurance claim amount of Rs. 21 Lacs out of which I invested Rs.12 Lacs under court order as term deposit for sixty months at the SBI Main branch and the maturity amount will be approximately 18 lacs which is due in AUG 2004. 2.Both the officers have gone through the documents and they came to the conclusion as follows: They will take over the existing home loan from BOB of Rs.10 Lacs. Besides they will extend my loan for 10 Lacs more and the total will be 20 Lacs as against my home loan account. And also they will give 5 Lacs CC limit to one of the co-applicant. So totally 25 Lacs (20 lacs housing loan and 5 lacs CC) & the term is 180 months. 2. On the spot they have sanctioned my proposal by getting prior approval and permission from the RM as he is there in the home loan festival and gave me a document called ANNEXURE K, which in principle they are agreeable to grant a loan. 3. Immediately they told me to meet me after the home loan festival. 4. On 18th Feb I met the chief Manager and he directed me to consult the field officer Mr. SURYANARAYANA. 5. As soon as I met the DO he told me contact Mr. GUPTA for legal clearance. 6. It has taken about approximately 2 weeks for me to get the legal clearance including the search report for Mr. GUPTA and he handover the legal clearance documents to me on 26th Feb.2003 7. On 27th morning I met DO and also I have handed over the documents which I received from Mr. GUPTA., but he told me to contact on Monday. 8. So on 3rd of March i.e., Monday all the way I have gone to the branch and spoke to DO what is next step to be taken. 9. At the same time he also informed me that he is very busy and I will let you know with in 2 days after going through the legal clearance documents. 10.So I met him on 6th of March and he given me the address of VASANTHARAYALU & ASSOCIATES for valuation reports.

11.It has taken me again 2 weeks to get the above report, as Mr. VASANTJARAYALU is not willing to give the report without prior permission from the DO. At last on 20th March he has given me the report. 12.On 21st i.e. on Friday I have also handed over the valuation report, after verifying the report he told me get the following documents from BOB.

1. Loan sanction letter. 2. Bank statement of the loan amount. 2. So on Monday i.e. is on 24th I have handed over the above two documents to the DO, Immediately without verifying the letters he replied me carelessly that now it is year ending please meet me in the first week of April. 3. On 7th April i.e. on Monday again I met the DO, it is very difficult now for me to verify the documents as he is very busy with the auditors because auditing is going on and recklessly he told me to contact by phone some where in the last week since till 20th he will be busy with the auditors. 4. On 28t April i.e. Monday I spoke to DO by phone but he is not available, I came to know through other employees he is very busy with his legal work and he has gone to court they informed me to contact him on 1st of May. 5. At last I met the chief manager and inquired about my proposal he replied politely with a smile and said, “don’t worry, I will speak to the DO and don’t disturb me again”. 6. Again I met him on 5th of May and I spoke to the DO after waiting for three hours he wanted me to give him a formal application for the loan amount. 7. So on 6th May my mother wrote an application requesting for a housing loan and I handed over to DO. 8. Next day when I contacted him by phone he informed me that Chief Manger was going for training at Mumbai and coming back on 20th May. He wanted me to contact him after 20th May. 9. As soon as I contacted on 20th May and I spoke to the Chief Manager he replied me that DO has gone for leave for 2 weeks. So please contact me in the 1st week of June. 10.At last I met DO on 9th June i.e. on Monday and he said “ I am very sorry, we can’t grant the loan to you because the Chief Manger got transfer order and there is no use of coming here again because the chief manger has no right to sanction further loan to any body. “ And he handed back all the documents with a good smile. Despite of my being Physically challenged, on a wheel chair in a terrible hot atmosphere with great difficulty I ran around your SBI office and officers to convince them about my urgent need. I have gone on my power wheel chair at least 20 times in the hot summer between Feb 15th - Jun 10th , 2003.and I have to be lifted on the steps along with my wheel chair with great difficulty. I had to wait at least for two hours during my every visit except the first one to both the chambers of the Chief Manager and the Development Officer.

SBI has subjected me to great humiliation, pain and distress. Let me tell you that I was given inhuman treatment by your officers and it is highly deplorable and shameful for an organization like yours. I’m not bothered whether the loan is given to me or not, but I feel your officers should have minimum respect and courtesy for the disabled. Please see that this way of irresponsible behavior will not be repeated again with other people and more so with the disabled HAD I BEEN TOLD ON DAY ONE IT SELF, THAT THE LOAN CAN’T BE SANCTIONED IN THE CIRCUMSTANCE, I WOULD NOT HAVE TROUBLED MY SELF AND I WOULD HAVE TRIED SOME OTHER BANK.

Please take immediate action and do take necessary initiative to salvage the prestige and quality of service from SBI. Honestly, I need response from you and I hope you will not escape from your duty to do so because my earlier E-Mail went unanswered. Sir, now that you have the complete picture of my proposal I request you to kindly help me. You are my last and only hope. Your help will transform both my life and my existence. I have written this letter with a great burden on my heart and also with great faith. I believe, hope and pray that you would do something for me. I shall be ever so grateful to you. Looking forward for an early response please.
