SHALL WEST GRAND SCHOOL DISTRICT NO. 1-JT TAXES BE INCREASED $419,000 IN TAX COLLECTION YEAR 2010, AND ANNUALLY THEREAFTER FOR EDUCATIONAL PURPOSES TO BE APPROVED BY THE BOARD OF EDUCATION WHICH SHALL INCLUDE, BUT NOT BE LIMITED TO FUNDING NEW COSTS NECESSARY FOR LOWERING CLASS SIZES IN THE ELEMENTARY SCHOOL, EXPANDING EDUCATIONAL OFFERINGS SUCH AS VOCATIONAL AND CAREER AT THE HIGH SCHOOL, FUNDING NEW COSTS FOR TECHNOLOGY, AND FUNDING NECESSARY FACILITY MAINTENANCE, BY AN ADDITIONAL PROPERTY TAX LEVY AT A RATE SUFFICIENT TO PRODUCE THE AMOUNT SPECIFIED ABOVE, WHICH TAXES SHALL BE DEPOSITED INTO THE GENERAL FUND OF THE DISTRICT, SHALL BE IN ADDITION TO ANY PROPERTY TAXES THAT OTHERWISE COULD BE LEVIED FOR THE GENERAL FUND, SHALL BE INDEPENDENT OF ANY OTHER TAX LEVY WHETHER OR NOT APPROVED BY THE VOTERS, AND SHALL CONSTITUTE A VOTER APPROVED REVENUE CHANGE THAT MAY BE COLLECTED AND SPENT WITHOUT FURTHER VOTER APPROVAL, NOTWITHSTANDING THE LIMITATIONS OF ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW?
