IN RE: The complaint of James B. Stegeman, again'st William S. Duffey, Jr., United States District Judge for the United States District Court for the Northern District of Georgia, under Chapter 16 of Title 28 U. S. C. § 352(b)(1)(A).
ORDER Mr. James B. Stegeman filed this complaint against U. S. District Judge William S. Duffey, Jr. pursuant to Chapter 16 of Title 28 U. S. C. §352(b)(1)(A). In this complaint Mr. Stegeman complains that while presiding over district court cases 06-02954 and 08-01971 that Judge Duffey ignored his status as a member of a protected class, subjected him to prejudicial and biased treatment, ignored federal rules of law, falsified evidence, ignored perjury, refused to recuse himself, improperly found in favor of the defendants and refused reconsideration. IN RE: The complaint of Janet D. McDonald, against William S. Duffey, Jr., United States District Judge for the United States District Court for the Northern District of Georgia, under Chapter 16 of Title 28 U. S. C. § 352(b)(1)(A). ORDER Ms. Janet D. McDonald filed this complaint against U. S. District Judge William S. Duffey, Jr. pursuant to Chapter 16 of Title 28 U. S. C. §352(b)(1)(A). In this complaint Ms. McDonald alleges that Judge Duffey is biased and prejudiced against Pro Sc litigants, made untruthful statements designed to discredit her, allowed perjury and the use of forged papers because of past relationship with defendants, improperly dismissed case No. 08-CV·01971, and made decisions on evidence which only a jury should have been allowed to make. The allegations of this Complaint are "directly related to the merits of a decision or procedural ruling" or " are based on allegations lacking sufficient evidence to raise an inference that misconduct has occurred" or both. Therefore,
