When a vacancy occurs on the United States Supreme Court, the President has the responsibility under the Constitution to nominate an individual to fill that vacancy who is qualified to serve and who will faithfully interpret the Constitution. With the announcement on July 1st that Justice Sandra Day O’Connor will be stepping down from the Supreme Court, the Constitution calls on President Bush to nominate a new justice.
