Social and Inclusive Democracy through the improvement of women and weaker Sections Though India has got a homogenous bog standard immanent fabric of Panchayati Raj institutions all through but the attribute of Panchayats in almost every state and their procedural requirements for elections face a major incongruity in each state. 73rd Amendment of Constitution of India has sought in action a 3 tier Panchayat mechanism and also provides set norms for reservation, duration and disqualification of members. B R Mehta Committee recommended the establishment of the scheme of “ Democratic Decentralization” which is also known as Panchayati Raj and further accentuated by highlighting the concept of improvement of women and weaker sections that they should not only be the legatee of progress phenomenon but also be the correspondent contributors of development. Although in rural India the reservation of 33 % which women as one of the major suppressed sections are getting has proved to be a major esteem promoter but the men in the village are yet to restore harmony between their thoughts and actions with women’s new standing. In medieval times more emphasis was laid on allied sectors for the development of nation but it was steadily realized that only this sort of ideology is not enough but the all round development of the nation can only be possible through the headway buildout of the rural India. In this paper the concern, theme , facets and dimensions of Panchayati Raj Institutions are dealtwith. Changes in rural society and its impact on stratum of socio economic transformation in relation to women and weaker sections are also detailed. Casteism, Groupism and Factionalism in social order are the elements and strands responsible for creating hurdles in proper functioning of Panchayati Raj Institutions culminating into conflicting antagonisms, allegations and mutual hunch. In villages the pathway followed is keeping the matters of family within family as fundamental to shield their social prominence where the nurturing scenario of the area heads that izat and honor are beessential to the village community.
