The HonorableGeorgeW. Bush Presidentof the United States 1600PennsylvaniaAvenue,NW Washington,D.C. 20500 DearPresidentBush: I am writing to you with deep concern over the Justice Department's unacceptable prosecutionof two U.S. Border Patrol agentswho were simply doing their jobs to protect our homeland. Agents Ignacio Ramosand JoseAlonso Compeanshould have beencommendedby our governmentfor their actionslast year in attemptingto apprehenda Mexican drug smugglerwho brought nearly 800 poundsof marijuanaacrossour border. But becauseof an incomprehensible prosecutionby the u.s. Attorney's Office - including granting full immunity to the smugglerso he could testify againstour agents- thesemennow face20-yearprison sentencesfor firing shots at the fleeing smuggler, who they believedcarrieda gun. The smuggler- who receivedcomplete medical care at William BeaumontArmy Medical Center in EI Paso,Texas- is now suing the Border Patrol for $5 million for violating his civil rights! The JusticeDepartment'soutrageousprosecutiondoes nothing but tie the handsof our Border Patrol and prevent them from securingAmerica against a flood of illegal immigrants, drugs, counterfeit goods and quite possibly, terrorists. This demoralizing prosecutionputs the rights of illegal alien drug smugglersaheadof our homelandsecurityand underminesthe critical mission of better enforcing current immigration laws. These two agentsshould not be made scapegoatsfor our government'senforcementfailures. I am pleasedthat the HouseJudiciary Committeehasrecognizedthe needfor a thorough review of this caseby calling for Congressionalhearingsand an investigationof the Department of HomelandSecurity,Office of the InspectorGeneral,U.S. Customsand Border Patrol and the u.S. Attorney's Office. In the meantime, I strongly urge your Administration and the Departmentof Justiceto reopenthe caseagainstagentsRamosand Compean. Mr. President, pleaseassurethe American people that those who commit crimes in our country will not be protectedby the federalgovernment. Sincerely,

Memberof Congress
