If SLA is needed for on-demand basis FMS also, then the Setup Intimation Period for such case (on demand basis) practically ( 8 working hours minimum) to be made sufficient for the person at MCU and CODEC point to reach to the designated KVIC office .

For the same 3 BRI cards would be required,. We assume the ISDN feature is asked for in the from of redundancy. Instead, we suggest MPLS network from a different ISP as redundancy would be better as ISDN do not provide MPLS feature. No specficaton has been given for networking & Security components(Except Access Switch).Request you to standardize (explicit sepcification) the requirement like networking and security components should be from the top 3 OEM who has the largest market share in order to have reliability as Routing ans Security are the heart of Core Network. Further, Stacking at L2 Switching is specific to some OEMs like 3COM only. This deprives level playing ground , which is essence of an Open Tender Practices.

Any Particular reason behind stacking L2 Switches ? As per the requirement study stacking of the L2 switches is not required, same can be achived by cascading the switches if required and thus can be a cost ffective as well as performance affective solution.Industry Leaders like CISCO do not offer stacking on simple L2 switches. Scalability is there in MCU with the provision of adding more capacity as desired.Hence chasis based MCU is not required.Chassis based MCU is specific to an OEM and it deprives many of the other OEM's opportunity without any major gain to KVIC. We are requesting you to add more Plasma brand like LG or only mention required specifications of Plasma as per its application .Mentioning Brand names deprive other quality conscious OEMs a the opportunity to particpate in an open tender system. This is incorporated in CVC guidelines .One such CVC guideline is 98/ORD/1. List is not attached in Tender please provide the same.

As per understanding bandwidth has to be quoted along with FMS charges please confirm. Please mention the MPLS port size at each of the locations of KVIC. Also please mention the MPLS port size required at the central location.

Is the KVIC looking for serial network module *V.35) and module T1/PRI module for VC End points? IS the KVIC looking for 3+1 MCU license for all VC end point sites? Whether Plasma display to be mounted on wall or to be kept on table? Is the KVIC looking for external gatekeeper for register H.323 endpoints (VC/VoIP) with names and alias numbers? IS the KVIC looking fr external recording & streaming services for Video session?

Suggestion The criteria should be relaxed as it would not restrict Telecom companies to participate in the bid who have capability to deliver on scope of work.

Below points ned to be addd in the Technical specifications of Video Conferencing equipments 1). Distance between plasma and codec must be less than 1 mts. 2). Distance between codec and laptop will not be more than 1.5 mtrs for content sharing. 3). KVIC will provide all necessary Rack space for mountng the MCU. 4). KVIC will provide all necessary power supply for video conferencing equipments. 5). KVIC will provide all necessary Air Condition for video conferencing equipments. 6).
