First reading: bill introduced and read to the full Senate First passage: after committee approval, the bill is given its second reading and voted on by Senators

Bill drafting: the bill is written in proper form

Committee action: committee approves bill and sends it on; or does not approve the bill and it dies

Layover: after first passage, bills are “laid over” for 24 hours

Conference Committee: if House and Senate bills differ, a committee works out a compromise

Bill becomes law: it is deposited in the Office of the Secretary of State End here 6

House passage: the House must also pass the bill
