Expansions – Concern about segregating communities We are integrated now and it works for our community Design of Safeway – needs landscaping San Jose is separate- different from Bisbee Bisbee historically different districts Bisbee is one town, several neighborhoods Define community address County P&Z and City should work together so we have a comprehensive plan Use walking/riding trails to connect all areas of Bisbee x Will make town stronger to bring town together Safe accessible passages x Address code enforcement issues Code enforcement could be strengthened with regard to weed control and abandoned vehicles Workshop was held for comment on proposed plan – included walk ability and be open to the public – no gated community. Concern on housing – wants some higher income housing Economic development strategy for Bisbee and for housing Property tax system/ “Aspenization” Will we have a vision/goal for San Jose as a product of this process? San Jose is only place for Bisbee to grow Vision statement from General Plan Water capacity for planned development, future impact? Water system designed for existing planned growth. Water is available – no expansion planned yet. I detest neighborhood ordinances against such common sense things as clothes lines - people should be encouraged to try alternative living arrangements if they're non-destructive Remember that this is a community with a lot of lower income folks - keep taxes low by not passing on costs of new development to existing residents Plazas on squares to walk to enjoy Community Park and Library Nature exhibits along trails to identify plants etc.

More Hispanic involvement Trails linking parks - more parks Park at Huachuca Terrace School Park trails linking Safeway, senior center, Esperanza Apts., Homestead housing - all walkable, bike path, skate boards. Park to have kids activities with jungle gym, running paths, swimming pool, BBQ areas, Dog paths and dog running areas. Big playground. Connect all the existing trails, Need branch library Progressive environmental education. Smaller, more local schools within walking distance A large park tied to the community with bike and walking trails Redo a park or mini-golf at V on Naco Hwy. Preserve trails - follow power lines and old rail line Could be built into new development Trails linking parks - more parks - activities including trails, picnic areas, BBQs, tot lot, dog park, nature trail, landscape identification, shade trees Mark McIntire - donate land 10-11 acres for baseball and softball park and soccer for softball tournaments that bring in money. Maintenance of parks by city is an issue. Don't want to take over donated parks because of funding Book mobile - titles of interest for community - Senior Center drop off for books Branch library would get used. Partner with middle school to do a branch library for school and public. Any new development should be green, not us a drop of San Pedro River water New residential and commercial growth should be held to some minimum percentage of green planting The Safeway parking lot is a wasteland Wind mills and solar panels, green space and walkways connecting to everything Beautification of 92 Natural plants using low water, rock cactus, solar power lights Naco Hwy needs to be slowed down and sidewalks put in New development has area water collection used for parks and public landscaping Solar no wind mills Given the water situation, new development should ideally be required to do water harvesting Trails along washes Paved bike paths away from roads Preserve the view of the mountains Make sure there is enough water - look ahead to 2030 or 2050 Preserving washes does not preserve habitat Assure water capacity for existing and new development,. Provide for well owners who have to dig deeper wells due to draw down with new development Fuel costs are rising - any new development would be wise to make maximum use of solar (preferably) and wind Encourage more commercial flights - air taxi service to Phoenix - flight tours Tourism treaty with Mexico including bus tours origination in Bisbee to nearby areas in Mexico Need something unique for kids like a big water park Make buildings more noticeable and impressive Need more and better restaurants Small business loans, assistance, and incentives High school level internships for career awareness and job readiness Economic development must include the non-profit sector as they are the largest collective employer in the district. Host more meetings for out of town groups

Have more quick services like oil change, car wash, etc. Preserve Don Luis historic district including livery stable, stage coach stop, dance hall, and tannery Need outlet malls and thrift stores who have the cool stuff bought at outlet malls Keeping a collaborative plan for all three districts is essential for any one district - i.e.. Parking in old Bisbee ultimately affects what happens in San Jose Include technology infrastructure Need to also account for people working from home Integrate technology service among commercial, service, non-profit, govt. and industry San Jose employment is largely service Need airport and industrial district - additional housing at airport Finance industrial park with municipal bonds Need signage letting people know what district they are in such as "Welcome to Bisbee's San Jose District" "Welcome to Bisbee's Historic District" "Welcome to Bisbee's Warren District" San Jose should be seat of local government - near county government facilities. Need sign control - should be relative and flexible. Monument style City should develop long range Economic Development Plan Attract a graduate level art or music school to the area Border fence affect: negative cloud - demilitarized zone San Jose - Why no building? Central Office for Utilities, Qwest, SW Gas, AZ Water, APS Assistance to new businesses for energy savings and or solar options from APS Destination resort may be plausible in San Jose exploiting old Bisbee attractions Tasteful tourist attraction in San Jose might start a chain - tourists need stores - stores attract new residents - residents attract more stores Phelps Dodge re-start - 200-400 residents should be in San Jose which will attract stores. Destination attractions could include art colony, studio/homes for artists/craftsmen in a colony - open to customers Desert Sustainability Center - there are very exciting developments here in solar/adobe/art energy for all Sun Belt Lifestyles happening now. Mineralogy center - a geological wonderland Glaring deficiencies in Bisbee: no dry cleaner, no movie theater, no hardware on Sunday, no library on Sunday. Require land owners with more than an acre to leave a certain percentage undeveloped and natural.

The three districts could compliment each other very well: old Bisbee - tourism, Warrenresidential, San Jose-commercial. How do we get to and through transitioning to form based code Slow growth and sustainability may help in the process Consider the affects of development on ecology like dust, heat islands, etc. Naco Hwy has become a trucking corridor - they need to use Willson Rd. instead Does form base code supplant or compliment Design Review? (Compliments) Add precautionary principle regarding scale and phasing "Slow and Cautious" More emphasis on beauty and landscaping Bring together the three districts symbolically
The following 13 items were hand delivered to the charrette team in a typed letter. No water sucking golf courses No Historic Bisbee commercial building architecture for an area that only started developing in the 1950s. We cannot repeat these types of mistakes. ADOT Safety concerns: Sidewalks . None on Hwy 92; Sight lines at all intersections in Don Luis; Look better - a creative solution; Cars for sale on right of way; Timely maintenance and weed control - needed in second week of August, not the second week of October; Turn lanes off highway 91; Stop people from passing on the right. Stop Bisbee Police from passing on the right. Border Patrol: Stop the continuous speeding and aggressive driving. General Appearance: Trashy look when you come into town. Public responsibility to clean trash on land in front of your business; Open trash containers are a big nuisance as they allow plastic bags and trash to blow all over the community and it looks terrible when you drive into San Jose from any directions. Public buildings show how much a community cares about its appearance to its citizens and visitors. Post office: Not enough parking; weed control on the property and in the parking lot; Has I don't care abougt where I work appearance. Speeding on Naco Highway Sidewalks needed in many areas. x Please do not waste time talking about businesses such as more restaurants, a movie theater and another grocery store. The private sector will open them when the population increases, demand is there and when someone is willing to risk a large amount of money in the process. At least one big park for people of all ages with play fields for children. This has been a political failure for the past 10 years.

A library branch with parking. Old Bisbee does not have parking and is not convenient for most people who live in Warren or San Jose. Bisbee is an eclectic community - should not be the same homogeneous community - do not want it to look like California - subdivision fronted by strip malls - everything looks the same.

I would like to see a sports comkplex built with lighted ball fields, basketball courts, tennis courts, a multi-use path, and an aquatic center. If the San Jose district is to grow it needs something that will attract families to want to live here. A sports complex like this would be a terrific magnet for growth in this area. Collins Road is narrow, unlighted and dangerous. This road should be widened an a multiuse path should be constructed on the north side of Collins Road so that residents in the area can walk safely to and from the Safeway shopping center and also to walk their dogs and exercise. A traffic light should be constructed at the intersection of Naco Highway and Collins Road to slow down traffic coming in both directions and allow traffic from the Collins Road area rto safely enter onto Naco Highway in both directions. This area will no doubt be the key to future business and residential growth and traffic in this area must be regulated to insure the safety of motorists and pedestrians alike. The area at the southwest corner of the intersection of Highway 92 and Naco Highway and the area further south on Naco Highway that is used as some kind of junk yard should be condemed and converted into a major retail shopping area. The City of Bisbee should also consider moving their offices from the diapidated building on Arizona Street to a new facility in this area or near the County complex on Melody Lane. Woven within the newly developed areas should be green/desert belts with native plants, grasses and vegetation with multi-use paths for bikers, joggers, dog walkers, etc. This is currently being effectibel done throughout the Sierra Vista area along with major public thoroughfares. I would hope that the Charrette Team will not be unduly influenced by certain factions from Old Bisbee who are opposed to any growth in the San Jose Disgrict and are hell bent to prevent anything that will change the status quo in this City. The development of the San Jose District, in my opinion, is Bisbee's only hope for the future economic survival of this City.
