PROPOSAL ON RETREAT/SEMINAR FOR EXCO ON STRATEGIC DIRECTION OF CIVIC PARTY BACKGROUND The winds have changed. CP was anticipated with enthusiasm. Now we are confronted with hostility and skepticism. We have not seen a rush to join CP or to offer donations. We do not seem to be effective as a party. An early review to formulate the party’s strategic direction in the immediate and medium future is necessary. We need a retreat and structured discussion. Hence the proposed seminar. QUESTIONS POSED Our challenge is how to be effective and be seen as effective as a party. The questions to pose for ourselves are: 1. How can we achieve results/effects in the short term which will enhance CP’s image? 2. What results/effects can CP realistically achieve in the short term? POSSIBLE RESULTS TO STRIVE FOR 1. Winning seats in the EC election in May and lining up candidates for DC election; 2. Branch development :(a) membership growth (b) branch activities products, e.g. LegCo representation, response to Government consultation/issues, participation in campaigns (c) emerging new blood (d) leadership training for members MAKING CP’S RESULTS KNOWN 1. Adopting a strategy to monitor and enhance the party’s profile and image 2. Strategy with respect to handling government relations 3. International profile OUTLINE OF THE RETREAT/SEMINAR ON STRATEGY Proposed date: May 6 (Saturday) or 7 (Sunday) Duration: Half day Format: 4 sessions, each kicked off with a short paper by a non-ExCo, preferably non-CP member but trusted ally Session 1: Overview and strategy with SAR and Central Government Speaker: Christine Loh
