number of domestic and foreign companies and the number of booths, with both figures surpassing last year’s. It has been decided that the “Tour de Taiwan 2007”, being held in concert with the show for the second time, will wind up in Taipei on the opening day of the show, and the level of interest is expected to be higher than the 2006 event. We took this opportunity to speak with Kevin Wei, Executive Director of the TAITRA Exhibition Department.

Chinese Companies To Be Invited To Participate Starting From 2008 As Show Opens Up Cycle Press: First, I’d like to ask how many applications you’ve received for participants and exhibitors in the 2007 Taipei show opening on March 24. Kevin Wei:“We’ve had applications from a total of 686 companies, 529 from Taiwan and 157 from other countries, which is more than the 650 that we had in 2006. We're also up to 2,302 booths, of which 1,766 are for domestic companies and 536 for foreign exhibitors. That’s also more than 2006, when we had 2,179 booths. So the 2007 Taipei show is going to have the largest scale ever in the 20-year history of the show.” CP: I’ve heard that special efforts are being made to strengthen and expand the services available at the 2007 Taipei show. Wei:“What I want to emphasize in particular is that we’re augmenting the intangible side of the show by giving attentive consideration to attendees and providing comprehensive services. For buyers from overseas, we’re going to hold business talks, offer discounts on hotel rates and airline tickets, provide space for business discussions and areas where people can take breaks, actively support plant tours, provide communications services such as Internet access and fax machines, run shuttle buses from the site to hotels every 15 minutes, and provide advance information on principal exhibitors and innovative products. In short, we’re going to use every imaginable means to make sure people enjoy their time at the show without any inconvenience or discomfort. We’re going to be providing service on a level that far exceeds anything we’ve ever done before.” CP: What special features will there be about the events? Wei:“The Tour de Taiwan 2007, jointly sponsored by TAITRA and the Chinese Taipei Cycling Association, is going to be held, with 20 teams from 15 countries taking part. Striving For A “World Quality Show”That Creates And Leads Trends In Bicycle Sector Taipei Show To Offer Advances In Quality And Function Improvement, Provide Thoughtful And Detailed Information Services Energetic Marketing Activities Include Surveys Of Overseas Markets, Feeling Out Production Base Possibilities Ying Ming Yang, who serves not only as chairman of the Taiwan Bicycle Exporters’ Association (TBEA) but also as chairman of the Taiwan Rubber Industries Association as well, is renowned for the breadth of his interaction among those in government circles and in the industrial sector. Perhaps his benign and goodnatured temperament figure into his success as well, but whatever the reason, a succession of supporters have appeared both within and outside of the sector offering to help with his personal vision of building a bicycle museum; the government in Changhua County is donating the land for the museum, opening the way to the first step in making the vision a reality. A number of countries around the world are
being visited in 2006 and 2007 as part of vigorous marketing activities, and there are signs that a search is underway for production sites that will lead the industry away from its concentration on China. Furthermore, the success achieved by the A-TEAM in turning to high-grade production has led to a growing trend of modernized systems based on the Toyota Production System being introduced throughout the entire industry in Taiwan, and Mr. Yang emphasizes that a future aim will be to build and expand brand strength. Mr. Yang will be approaching his third year and the last year of his first term as chairman in 2007. He spoke with us regarding his thoughts and hopes for the 2007 Taipei show, now just around the corner.

Members Urged To Strictly Observe Rules And Avoid Being Entangled In Anti-Dumping Measures Imposed By EU On China, Vietnam Cycle Press: The Taipei show is coming up fast. What would you most like to emphasize about the show, from the sponsoring side? Chairman Y.M. Yang:“The 2007 Taipei show is going to be the 20th time that the show has been held, which is a real milestone. Up until now, the show has led the sector in setting global trends, but for this show, we want to work with TAITRA and put on a world-level ‘quality show’ that offers even more and will definitely not disappoint the people from all over the world who come to see it. I’m hoping to see the member companies of the A-TEAM who have played a leading role over the past few years not only get better production systems established, but make progress grounded in Total Quality Management (TQM) as well. At any rate, I’m convinced that we can show people who come to the 2007 show display booths at every turn that exhibit even better improvements in quality and function, and at the same time we’ll give them a show that’s fully replete in intangible aspects, such as the provision of thoughtful and detailed information services.” CP: Won’t the issue of China versus Taiwan be receiving more and more attention at the Taipei show with every passing year?” Yang:“The industry in Taiwan has been advancing in the direction of high added value, and people will be seeing the fruits of those efforts at the 2007 Taipei show. The gap between the bicycle sectors in Taiwan and mainland China is becoming more distinct, and the issue will be arising of how to keep the two apart. The most appropriate way is to divide up their roles based on the features of the sectors in the two countries, because I don’t think it serves either one if they wear each other down through competition meant only to harass each other. It’s truly a difficult problem.”

CP: The TBEA was very enthusiastically involved in a lot of areas in 2006, going to India and other neighboring countries on inspections and visits, actively participating in shows worldwide, and coming up with ways to strengthen measures to avoid dumping. Yang:“We were trying to raise our members’ consciousness not only at the training-session level, but at every opportunity, and at the same time to arouse their awareness and establish measures for eliminating illegal actions. Our factory visits to major assemblers in India, most of whom are parts makers, were carried out in response to strong urging for us to set up operations there, but we also visited Vietnam, Bangladesh and other countries in 2006. In 2007 we plan to visit Russia, Eastern Europe, Brazil and other places to conduct marketing surveys and other activities.” CP: I heard that things are moving towards making the vision of building a “bicycle museum” a reality under your auspices. Yang: "We are planning to cooperate with the government of Changhua County in establishing a 'bicycle museum'. The museum is a part of 'Bike Park' plan proposed by the government of Changhua County and it works for the bicycle history, culture and the trade show exchange center. The government of Changhua County is donating the land, so that we hope this plan can be achieved quickly. CP: How were things for the TBEA in 2006? Yang:“It ended up being a very tough year for Taiwan, mainly because of the increases in raw material prices. Also, for its part, the TBEA did everything it could to get its members to deal with the problem of products being dumped in the EU. And it was also hallmarked by the energetic marketing activities that we began conducting overseas, as I described earlier.”
CP: It’s been two years since you took over as chairman, and 2007 will be the third year of your term. People are saying that a lot has been accomplished in terms of internal reforms within the TBEA, and that communication has become much better. What areas have you been focusing on so far?” Yang:“What I tried to do most was to keep the TBEA from becoming a group that only included certain people or designated companies. Our basic policy is to create a union that any company can join or leave freely, at any time, and where companies can consult each other and speak openly and frankly. Also, something that we urged all members to pay particular attention to in 2006 was to faithfully observe the basic rules of the TBEA and avoid becoming a target of the anti-dumping measures being imposed by the EU on Vietnam and China. We asked them to check the policies with each other.” CP: What other pressing topics are at hand for the TBEA? Yang:“Researching and developing electric bicycles and securing and opening up new markets are important, but what I want to especially stress is expanding brand strengths and making sure our brands penetrate even more deeply. Strengthening and expanding the brand strength of Taiwanese companies could be seen as a key point in terms of the next generation, and the TBEA is conducting study sessions concerning brands. The Department of the Economy is also working with us and is considering a system of low-interest loans for companies to build up and expand their corporate brand strength, including buying out foreign brands. We're trying to get various backup systems in place that companies will have at their disposal.”

Tour de Taiwan, Co-Sponsored By CTCA And TAITRA, Timed To Coincide With Taipei Show Commendations For Final Stage Of Tour de Taiwan 2007 To Be Presented At Opening Ceremony Of Taipei Show Race To Include 7 Hard-Fought Stages (March 18~24), Following French Procedure Of Presenting Commendations At Each Stage The Tour de Taiwan, timed to coincide last year with the 2006 Taipei International Cycle Show (“Taipei Cycle”), was the result of three years of hard effort on the part of those involved in putting it together. This year’s Tour will be the second such event. Jointly sponsored by the Taiwan External Trade Development Council (TAITRA) and the Chinese Taipei Cycling Association (CTCA), next year’s event will present a powerful lineup of 20 teams from the domestic front and abroad, three of which will be from Taiwan. The race, likely to be a hotly-contested event, will cover 766 kilometers; the first stage, on March 18, will commence with a 66-km criterium (2.2km circuit ×10 laps) in Kaohsiung City, followed by the second stage on March 19, which will circle the periphery of Pingtung County in a 80-km segment (8km circuit ×10 laps). As the days go on, the race will move north, to Chiayi County on March 20, Changhua County on the 21st and Taichung City on the 22nd, and then on to Taipei County on the 23rd. The seventh and final stage will comprise a 60-km lap around Taipei City
on March 24. Features of the Tour de Taiwan 2007 include: a) the final (seventh) day of the race will coincide with the opening day of the Taipei show; b) the course will include numerous urban and leisure-oriKai Chih Lee, General Secretary of the ented districts in the western part of Chinese Taipei Cycling Association (CTCA) Taiwan; c) safety will be at a higher level than for the previous race. Kai Chih Lee, General Secretary of the Chinese Taipei Cycling Association (CTCA) emphasizes, “There is an extremely strong synergistic effect to be gained from holding the race at the same time as the Taipei show, and the race is garnering steadily higher acclaim from the Association of International Sports Federations with each passing year.” We spoke with General Secretary Lee from various standpoints about key aspects of the Tour de Taiwan 2007.

What kind of plans do you have in mind for 2007? Kai Chih Lee:“The biggest change is that, where the last day of the 2006 Tour de Taiwan was timed to coincide with the end of the Taipei show, this year’s will have 20 teams starting out from Kaohsiung on March 18 and winding up the fiercely-contested battle on March 24, with the seventh and final stage finishing at the Criterium in Taipei City on the day on which the Taipei show opens. So the commendations will be handed out at the opening ceremony of the Taipei show. Also, unlike the 2006 event, the athletes from the various countries, as well as the managers of the teams, will be able to take their time and fully see the Taipei show.”
Lee:“Right now, we have confirmed entries from 15 countries. There will be five riders coming from each country, along with a coach and a manager, so there will be seven people per team. Ultimately, we’re expecting a total of 20 teams, three from Taiwan and 17 from other countries.”
CP: What are your foremost concerns when the race is held? Lee:“Our top priority is always avoiding riding accidents. It goes without saying that what we want to do most is to make things easy for the contestants and to create a race with a sense of being right there at the ringside for observers, so that they have fun. Car-Free Day Events Held Cycling Life-Style Foundation Directors
Cycle Press: The Taiwan Cycling Life-Style Foundation's work includes promoting bicycle use in Taiwan and improving the island's cycling infrastructure, doesn't it? Chairman King Liu: The Taiwan Cycling LifeStyle Foundation was founded in 1989 as the Giant Sports Foundation. The name was changed in June 2000 to reflect the aim of being a bicycle culture organization with more public responsibility. The foundation seeks to promote health improvement and environmental friendliness and aims to make a contribution to the betterment of life and culture through popularizing cycling. We organize events such as the CarFree Day, safe cycling classes and family cycling events. The Giant Cup is another of our many activities. More than ten years have passed since activities began, and the work has received high praise from every quarter, including the government and industry. We are making progress in efforts such as establishing bike rental facilities at tourist spots and the construction of a 2,000kilometer cycling route around the island of Taiwan. Through these kinds of events and activities I feel sure that the level of interest in bicycle use is rising in Taiwan. Cycling has begun to expand as a sports and leisure activity as well as a practical means of transport, and we're going to continue to put effort into encouraging people who are not getting enough exercise to consider using a bicycle, as well as pushing forward with the necessary infrastructure for safe cycling. CP: The foundation also organizes events around the Car Free Day. Liu: The car-free day idea, which is intended to get people thinking about traffic and the environment by forgoing the use of a car in the town center for a day, started in France in 1997, and happens on September

22, mainly in Europe. The foundation joined up with the car-free day in Taiwan in 2000, organizing various cycling-related activities all over Taiwan. On September 22, 2002, we organized free cycle rentals so that people could consider traffic and environment issues through cycling.

CP: How is the construction of cycle routes progressing? Liu: We aim to build a 2,000-kilometer cycling route right around Taiwan, with 1,186 kilometers is already constructed. At the beginning, it was mainly in Taipei, but it's now spread all around the island. However, the routes are not all connected together, and I think the final completion of the route will be quite challenging. My dream is to be able to cycle right around Taiwan on a cycling route, so I want to make this dream a reality as soon as possible.
CP: A round-Taiwan cycle route would also promote tourism. Liu: In cooperation with the authorities in Taipei City and county, the foundation has been establishing cycle rental stations in tourist spots, and already there are 15 bases with a total of 5,000 rental bikes in Taipei City and county. Sightseeing by bike or on foot allows the freedom to enjoy oneself at leisure. Since walking takes too much time, I think cycling is the most suitable means of sightseeing. The use of rental bikes for leisure and sightseeing helps promote tourism in Taiwan and also raises the level of understanding about cycling.
CP: And raising the level of understanding of cycling will also help the development of the bicycle industry. Liu: That's right. For Taiwan to accomplish its role as a bicycle exporting country to the world, I think it needs to deal with providing cycling infrastructure at home. For companies to tackle R&D, quality improvement and the creation of original designs, we have to have a good cycling infrastructure. Currently, the provision of bicycle parking is a big issue in the more advanced bicycle-use countries. The bicycle industry should not focus only on selling products, it should also put its efforts into provision of infrastructure such as bike parking facilities and cycle paths. Also, at a time when the relationship between parents and children is becoming more distant, I think cycling together is an ideal way to protect family bonds. For the future, we are aiming to further promote this kind of bicycle use and raise the level of bicycle culture in Taiwan, so that we make the idea of the 'Cycling Island' a reality.

Tour de Taiwan 2007 To Reach Climax On Opening Day Of Taipei Show
20 Teams To Participate; 3 From Taiwan, 17 From Overseas In 2007, the 19th Tour de Taiwan brings together a total of 20 teams, including three from Taiwan and 17 from overseas, including teams from Japan, the US, the Netherlands, Germany, Australia, Hong Kong, the UAE, Thailand, Indonesia, Malaysia and Vietnam. For the second year the race will coincide with the Taipei Cycle Show. The competition kicks off with a criterium in Aihe, Kaohsiung on March 18, then heads north on Taiwan's western coast via Pingtung, Chiayi, Changhua, Taichung and Taoyuan. The 738-kilometer event finishes with a criterium in Taipei city on March 24, the opening day of the Taipei show. The awards ceremony will be held during the opening celebrations for the Taipei Show, allowing all the participants and organizing officials to have a thorough look at the show itself this year. Organized by the Taiwan External Trade Development Council (TAITRA) and the Chinese Taipei Cycling Association (CTCA), the Tour de Taiwan 2007is an international UCI Class 2.2 race that is becoming more exciting every year. The 19th Taipei Int’l Cycle Show Opens For New Stage One of the most striking features of last year's Taipei Cycle was the large numbers of Japanese buyers in attendance. According to figures from the organizers, the event attracted a total of 35,537 visitors (up 4.8% on last year), with overseas visitors totaling 3,547 (an increase of 2%). The number of Japanese visitors went up by 17%
to 479, accounting for 13.5% of total overseas visitors and overtaking the numbers of US visitor numbers, who accounted for the biggest overseas contingent in 2005. As well as the usual makers, wholesalers, suppliers and importers from Japan, last year saw a marked increase in the number of dealers from 'pro shops'.

January: Statistics show that Taiwan's bicycle exports increased 5% to 4.6 million units in 2005. February: Bicycle assembler MT Racing forced to stop bank transactions after a company cheque bounces on February 3. On-the-spot report shows that mainland management failures attributed primarily to low-price offensive by local makers, increases in material costs and wages. March: Taipei Cycle 2006 hosts the largest ever number of exhibitors (650 firms), with a record 2,179 booth spaces occupied. April: VP Components announces that it would buy out the Jiashan, China plant of Chin Haur Industry. Statistics show that Taiwan's bicycle exports for the first 3 months of 2006 fell 6% to 1.24 million units, while decreasing 5% in value.
VP Buys Out Chin Hwa's China Plant It happened during the 2006 Shanghai Show: leading Taiwanese pedal and head/BB parts maker VP Components announced its purchase of Chin Hwa's mainland China plant. The buyout was initially supposed to be made by leading Chinese pedal maker Ningbo Jialong. In fear of acquisition by a local maker, it seems that five top Taiwanese makers hastily conferred to decide on a 'White Knight' rescue by VP. The buyout amount was set at 50 million RMB, and the takeover would target the facility as a whole, including the land, buildings, machinery and equipment. The conditions, however, stipulated that all of the employees would be let go and that VP would be allowed to choose the new personnel at its own discretion.
Pacific Products To Be Distributed By Marunaka In Japan Pacific Cycles Inc. (Taiwan) and Marunaka Co. (Japan) signed an agreement on October 10, 2006 to appoint Marumaka as the exclusive distributor of Pacific's brand products in Japan. The companies said that their cooperation is based on their shared business philosophy. While Pacific's corporate mission is to create exciting products for the serious cyclists, Marunaka has a 'Cycle Dream', to enrich human mind and life, as well as maintain the global environment through cycling. Pacific product line-up includes five models: 20" foldable compact bike 'Reach', 8" folding bike 'Carry-Me', 4 wheeler '2Rider', hand-driven tricycle 'Handy' and rehabilitation bike 'Micah' (for persons with cerebral palsy).

October: TBEA organizes a trade mission to India October 16-21 to visit bicycle makers including Atlas Cycle, Hero Cycles and Avon Cycles in the northern industrial area of India. Pacific Cycles and Marunaka Co. (Japan) sign an agreement on October 10 to appoint Marumaka as the exclusive distributor of Pacific brand products in Japan. November: Statistics show that Taiwan's bicycle exports for the first 9 months of 2006 decreased 9.3% to 3.14 million units, while falling 12.5% in value. December: Merida Industry announced a plan to construct a second mainland China factory in Dezhou City, Shandong Province. The company's existing mainland plant is in Shenzhen.

1998: Special interest was focused on full-suspension mountain bikes. Assemblers proudly exhibited numerous models boasting full and triple suspensions at their stands, while other exhibits featured new suspension mechanisms based on seatposts and handlebar stems.
1990: MTBs dominated stands at the show. Taiwan's drive to move to mid and high-end products and diversify its markets from dependence on the US market to Europe, Japan, Australia and other markets became very obvious. Attracted more visitors from Europe.
1999: Exhibitors efforts were more focused on presenting value-added products. First magnesium alloy models were displayed. Overseas buyers increased 23% to more than 3400, proving Taipei's status as a major international cycle show.
1991: A total of 1310 booths were shared by 299 firms from 12 countries. The number of overseas buyers stood at 2543, despite the worldwide market adjustment.
2000: Overseas buyers increased by 14%, adding to the international atmosphere. A wide variety of new models of mountain bikes, road bikes, folding bikes, electric power-assist bikes and other models drew lively crowds of visitors. In materials, magnesium took a giant step forward towards practical utility, while in parts, standouts such as suspensions and disc brakes were displayed in more expansive product lineups than anything to date.

1992: The show grew in scale and content with a total of 336 exhibitors from 14 countries sharing 1493 booths. New types of bikes designed for the European market were prominently on display.

1993: A record 405 companies shared a total of 1522 booths to showcase their products, buzzing with energy as OEM contracts were hammered out. High interest was generated by accessories and components featuring new materials and improved designs. 1994: A total of 447 exhibitors took part, 49 of whom were overseas companies. Due to the increased demand for space, stands were reduced in size and an additional venue across the street, the Taipei International Convention Center, was employed. 1995: Exhibitor numbers were up 12% to 504. The show once again showcased the companies that had made Taiwan the world's bicycle manufacturing powerhouse. Components competition heated up more than ever. 1996: The dates for this year's show were pushed back a day when Taiwan's first general election was scheduled to coincide with the original opening of the show. With China instigating military maneuvers just off Taiwan's coast in an attempt to intimidate voters, a certain tension hung over the opening day of the show.

Swivel-Head bikes use a 3-dimensional, 4-bar link, which automatically guides the wheels together during a single fold action. They can then be rolled on their wheels.
This new model's main concept was to make a bike as simple as possible - just 3 tubes instead of 11 used on a traditional bike and also to fold very simply into a configuration that can be wheeled along. In addition, the special U-form open tank is a safety device in the saddle, which is located at the connection between saddle and pole.
The load capability of this cage can be changed. Therefore, different bottle sizes can be put into the same cage, allowing riders to carry the amount of the water they need according to the length of their journey. In addition, there are three fixing locations on the cage. Riders can choose any two of them to adjust the cage to the most appropriate position on the frame.

The 11th International Bi B The annual International Bicycle Design Competition, sponsored by the Department of Industrial Technology of MOEA, R.O.C., and organized by the Cycling & Health Tech Industry R&D Center, has been expanding since its debut in 1996, when only domestic designers participated. The IBDC provides an opportunity for bicycle designers, manufacturers and fans worldwide to share their experiences. Through incorporating design concepts from various nations, the IBDC hopes to develop and design products for international markets. This year, the 11th IBDC attracted 717 registrations from 59 countries, demonstrates its widespread international recognition and credibility.

The award ceremony is scheduled to be held at the Taipei World Trade Center Exhibition Hall on March 24, the opening day of 2007 Taipei International Cycle Show. The Roller Buggy has multiple functions, either as a baby stroller that allows for relaxing walks in different terrains, such as streets or forestpaths, or as a scooter. The transformation to a scooter is achieved with a simple pull of the lower body, thus extending the buggy.
"Spiegata" can be folded and easily carried because of its light 5.5kg weight. The aluminum body has a compact volume with a simple and unique shape. When it's folded, the handlebar is also used as a handle for transportation of the bicycle.
Real innovation in bicycle design can only occur if the industry breaks with the tradition of supplied parts and assemblies that are developed separately and if we abandon a number of bicycle design cliches. Spike represents this new innovation in bicycles.
