Special Learning Needs Policy Statements 2009-2010

1. Introduction The purpose of this policy paper is to provide a framework for PPP schools regarding their obligations to students with special learning needs. School Improvement Partnership will use the term “special learning need” to describe any student in need of differentiated and/or individualized instruction. Any student with specific learning needs may also require specially designed instruction and related services in order to best meet their learning needs. In these policy statements, any such child or youth shall be referred to as a student with special learning needs (SLN). This policy recognizes that there is a continuum of individual needs and a continuum of services to meet these needs. Diagnosis and programming for children identified with psychological, emotional or Autistic traits remains the responsibility of Zone specialists until otherwise specified by ADEC. Therefore, these policy statements reflect SIP intent exclusive of learning needs within these spectrums and are subject to change as ADEC policy regarding these is made available. Also, acknowledgement is given with regard to transition currently taking place in special education reform within public education in Abu Dhabi and as such, this policy pertains exclusively to SIP schools in the medium term and is subject to change as reform development dictates. 2. Purpose and Principles The prevailing purpose of this policy is to guide PPP schools in their responsibilities for providing each SLN– regardless of their economic, social, or ethnic background – with real and meaningful educational opportunities. Of primary importance is the intent to provide those children who are identified as having special learning needs full and complete access to the ADEC curriculum standards and the opportunity to progress in those standards. Policy statements are formulated and based on article 12 of Federal Law No.29 2006 - Regarding the Rights of People with Disabilities. Equal Opportunities for Education – The state grants for people with disabilities, equal opportunities for education within all educational, vocational, adult education, continuous education institutions through regular or special classes if it is required, with the provision of educational curriculum or sign language, Braille or other methods/accommodations as required. Disability should not constitute a reason for denying application for distance learning, or admission/entrance to any educational institution whether it is a government or private institution.
