Five New 4 Lane Highways since 1999 Prior to 1999, Dubuque wasn’t connected with any of the major regional cities by highway. The construction of these roads has driven a vast majority of the market’s growth.

Low Cost of Doing Business The city of Dubuque was founded in 1788 by French Canadian fur trader and early entrepreneur Julien Dubuque. Since the early 1800s the area has prospered as a vibrant river community with strong ties to the shipping, industrial, and manufacturing industries. Like many other Midwest industrial cities, Dubuque suffered a significant economic downturn in the 1970s and 80s. By 1983 the city was in a state of disrepair with a blighted downtown area, bleak riverfront, aging infrastructure, and unemployment nearing 25%.
