PEDESTRIAN CIRCULATION AND LANDSCAPE IMPROVEMENT PROGRAM OF UNIVERSTY CLUSTER ZONE INSIDE INTRAMUROS DISTRICT AND ITS CONNECTIONS TO NEARBY TRANSPORT HUBS

BACKGROUND The city government in association with the major educational institutions in the eastern side of Intramuros, namely Mpaua Institute of Technology, Pamantasan ng Lungsod ng Maynila, Colegio de San Juan de Letran, Lyceum University of the Philippines, taking into a consideration that improving the pedestrian circulation and landscape amenity will enhance the environmental quality and increase the enrollment of the universities in the area, proposed a joint venture pproject on the improvement of pedestrian circulation and landscape. The universities, who are concern for the welfare of the students, wanted to (1) Improving the landscape amenity of the area, (2) improve the link of students to public transport facilities such as public transport stops in Padre Burgos, LRT Central Station, and Lawton bus terminal; and (3) improve parking spaces and vehicular particularly in eastern Intramuros university area to enhance safety of pedestrian. On the other hand, the city’s government’s objectives for the project are still aligned with the fulfilment of their main functions; the relevant of which are providing adequate public transport for the people, providing li8velihood for its constituents,

ameliorating

traffic

congestion,

improving

the

environment quality of the city, and increasing the revenue of the city. Your job is to propose a PEDESTRIAN CIRCULATION AND LANDSCAPE

IMPROVEMENT

PROGRAM

for

the

Intramuros

University Area and linkage to nearby transport hubs. As the funding

for the project is limited, the proponent deemed that small projects be identified for programming.

DESIGN PROBLEM 1. More clearly define the issues and problems in the study area; make a pedestrian needs analysis; and proposed projects programming. 2. Identify at least 10 priority projects in your program that should be done in the area. 3. Make a site development plan with callouts for your ten proposed projects. 4. Make a detailed presentation of your top 5 proposed projects.

GOAL STATEMENT To

OBJECTIVES • To improve the landscape amenity of the area

• To improve the link of students to public transport facilities • To improve parking spaces and vehicular circulation

ISSUES IDENTIFICATION

Students of Intramuros University have the problems in their everyday travel going to their school. The following problems are identified, regarding to the pedestrian circulation and landscaping: 1. INSUFFICIENT LIGHTING Students passed by on the Beer Garden, Mehan Garden, Victoria Street and Padre Burgos Street. In these areas is also one of the routes going to their school.

all

areas

have

an

insufficient lamps or lightings.

2. COVERED WALKWAYS IN VICTORIA STREET

Some street vendors and pedi cab drivers occupied the covered walkways. In addition, they forced the people to ride their pedi cabs. In regards with the shade of the covered walkways, it’s too small. It can only shade two to three people. It can’t used by people during rainy season as well in sunny season. 3. CRACKED WALKWAY IN NOVALES STREET It can cause pain and strain to the pedestrians.

4. SAFETY AND SECURITY W/N MEHAN GARDEN Mehan Garden is one of the pedestrian circulations utilized by students. Now, it is useless because of some aesthetic factors like limited students who passed by, it’s too dark and too quiet. The lot area is huge and it can be still attraction for the people.

5. SAFETY OF THE PEDESTRIANS AND LIGHTING PROBLEMS W/N BEER GARDEN The garden is beautiful to utilize by the people as their pedestrian circulation. But there are limited numbers of lights used in the garden.

6. FLOODING OF STREETS In Lawton, Victoria Street and Padre Burgos Street are the areas that always flooded when rainy season. Some students ride a pedi cab to go to their destination because of the flooded streets.

7. SIDEWALK GOING SM MANILA OCCUPIED BY VENDORS The vendors occupied the sidewalk area as long as they don’t have a permit.

Some of the pedi cab drivers blocked the people who are walking on the sidewalks. Most of them were interrupt the people.

9. LAWTON NOT USED

UNDERPASS IS

The underpass has limited people who passed by. So pedestrians prefer to cross the street along the bus stop area. But there is no pedestrian lane identified. People is not being used the underpass because of some factors, (1) the street children stayed and they slept on the underpass, (2) the area has bad odour.

10. LOADING AND UNLOADING AREA IN LIWASANG BONIFACIO In the rainy and sunny season, the people who are in the loading and unloading area were waiting for a jeep or a bus. It seems that area is a drop-off area. It doesn’t have a shading device for the pedestrians.

PEDESTRIAN NEEDS ANALYSIS

The pictures above show the pedestrian flow and vehicular circulation in the Intramuros Universities. During the day on the peak hours (7:30-9:00) and in the afternoon (4:30-6:00), almost 30, 000 people walked in front of the city hall going to their destination and schools. This takes place throughout the school years, and in weekends especially on Saturdays. In the evening, we observed that some of the street children stayed and kept the underpass as their shelter for that night. This project may concern about the beautification of the landscape and to improve the pedestrian circulation.

10 PROPOSED PROJECTS

1. IMPROVE AND INCREASE LIGHTING Adding more lights in the streets will be useful especially for the pedestrians. Sometimes there are incidents like robbery, snatchers and etc. This proposal will not only help people but also having a beautification in the environment of Intramuros. OBJECTIVES:

• To ensure the safety of the people • To give us more lively surroundings 2. IMPROVE AND WIDENING OF COVERED WALKWAYS Widening of the covered walkways helps people to shade them during rainy and sunny season. OBJECTIVES: • To provide as a shade for the pedestrians • To design and wider the covered walkways 3. RENOVATION OF THE NOVALES STREET During the rainy season, the street is flooded. OBJECTIVES: • To be safety for the users to pass by • To provide as a pedestrian circulation 4. PARK IMPROVEMENT BY ADDING KIOSKS OBJECTIVES: • To encourage the people to go to the park • To improve the landscape • To serve to the people as one of the pedestrian circulation

5. PARK IMPROVEMENT BY ADDING SOME COMMERCIALS AND ADDING MORE LIGHTS OBJECTIVES: • To be utilize by people • To ensure the safety and security of the people 6. DRAINAGE IMPROVEMENT/ ROAD ELEVATION OBJECTIVES: • To avoid heavy traffic along the streets during rainy season • To improve the drainage system • To ensure the safety of the pedestrians

7. RELOCATE THE STREET VENDORS ALONG THE PADRE BURGOS Since the back of Katipunan Monument doesn’t function, it can be the replacement for the street vendors. It ca n be used as a recreational area. OBJECTIVES: • To be easier for the pedestrians to pass by • To be ensure the safety of the pedestrians 8. PROVIDE SCREENING OR FENCING OBJECTIVES: • To be ensure the safety of the pedestrians • To avoid distractions coming from the pedi cab’s drivers 9. ADDING SOME COMMERCIALS LIKE FOOD STALLS, CLOTHES OR ACCESSORIES OBJECTIVES: • To utilize by the people • To ensure the safety and security of the people

10. PROVIDING WAITING SHEDS FOR THE PEDESTRIANS OBJECTIVES: • To create a new waiting shed • To serve as a shade for the pedestrians

DESIGN CRITERIA The five projects will be the most priority to consider the pedestrian circulation and landscape improvement. The decisions will be based on the following criteria: 1. SPACING The space of the area is one of the factor that be consider. Sometimes the place is huge for a certain people who pass by. 2. LIGHTING Any on-site illumination shall be architecturally compatible to the overall project and not create a negative or visually detrimental effect on the building or neighbouring properties. 3. LANDSCAPING Landscaping shall be visually compatible with the landscaping around the buildings, structures and places to which it is related. 4. INCOME The proposals may be followed if the income of the government or administration can afford it. 5. ARCHITECTURAL MERIT The architecture and design shall be visually compatible with the buildings, structures and places to which it is related. FIVE PRIORITY PROJECTS • Increase Lighting

• Improve and widening of the covered walkways • Relocate the vendors • Park Improvement in Mehan Garden • Adding commercials in Lawton underpass

DESIGN PHILOSOPHY “PAST AND PRESENT CONNECTS THE FUTURE”. It means that in every change in the past and present will be more effective to use and more beautiful in the eyes of the incoming generations. It may change in physical aspect or in its characteristics of itself, provided the architectural and design on its environment.

DESIGN CONCEPT The concept of the project will be the seed plant. The process of a seed plant is the major attempt of this concept. Its relationship to the design philosophy is the same. A seed is a small thing that grows in an entire time and it can become a beautiful plant. As long as the planter or users will take care until it grows. It is the same process in the design philosophy. Every generation has a new thing that introduce to people like in clothing, foods, introducing modern cell phone or it can be in architectural.

RESEARCH: RULE VI. SPECIFIC BUILDING REQUIREMENTS Section

1.

Architectural

Guidelines.

The

following

building

requirements and architectural design standards shall serve as guidelines to developers, and not as fixed and definite requirements. Deviations from them shall be allowed in cases where historical precedents can be shown. Deviations may also be allowed on a case-to-case basis, as determined by the Administration as long as they promote the general policies and principles provided in Section 2 of this Rule. Section 2. General Policies and Principles Affecting Architectural Standards. The following general policies shall be enforced in the construction, reconstruction or alteration of buildings in Intramuros. 1. Historical precedents shall, whenever available, be respected and be the primary consideration in allowing or disallowing specific architectural structures or designs. 2. The urban scale of the 1890s shall be observed. In accordance with this, monolithic designs in the buildings or structures that are out of scale in relation to the block and its immediate vicinity shall in no case be allowed. Fragmentation in urban design shall be required. 3. All buildings and structures shall be so designed and constructed as to contribute to furthering the ambiance the recreating the Intramuros of the 1890s. 4. In all construction, reconstructions or renovation of buildings or structures in Intramuros, materials that shall be used shall be in harmony with the period architecture.
